保安範疇官員應邀出席《澳門講場》
2023年11月27日,澳門海關代副關長李煜輝、治安警察局代局長梁慶康、警察總局局長助理王健、司法警察局副局長蘇兆強以及消防局防火廳代廳長林俊生應邀出席澳門電台時事節目《澳門講場》,向市民介紹2024年度保安範疇施政工作。
李煜輝代副關長表示,海關明年會繼續推進海域智能監控系統二期建設工程,透過加設鏡頭監控目前系統的盲點,加強對偷渡多發的高風險地區的監察,提升反偷渡、反走私以及海上應急救援的能力。在關務發展方面,澳門海關以推進“三智”建設為抓手,透過應用創新科技於關檢工作,實現口岸通關自動化風險評估,達至通關安全與便利並重的目標。澳琴兩地海關將全力推進通關車輛及貨物“協作查驗,一次機檢”的關檢模式,兩地海關透過實時共享機檢圖像,避免出現重複查驗的情況,加快車輛及貨物的驗放速度。
被問及海關打擊偷渡方面的工作,李代副關長稱海關利用沿岸和海上警力互補,結合海域智能監控系統及無人機等設備,對澳門海域及沿岸進行三維立體管控。口岸監管方面,海關於本年1月1日至11月20日共截獲27宗利用跨境車輛經港珠澳大橋口岸進行水客活動的個案,當中三宗個案涉及“澳車北上”,兩宗個案涉及港澳跨境車。海關會密切留意水客活動的發展態勢,與周邊地區保持密切的情報交流,加強風險管控。
有聽眾關注橫琴口岸車道建設及隨車人員驗放廳的啟用日期,李代副關長回應指預計今年年底將完成橫琴口岸餘下車道的建設工作,屆時出入境將各設15條車道;隨車人員驗放廳則預計於明年4月有條件使用,啟用後隨車人員毋須到二樓進行出入境查驗。
梁慶康代局長表示,2024年治安警察局將迎來各項重要工作,包括中華人民共和國成立75周年、澳門回歸25周年及第六任行政長官選舉等。為確保相關活動順利進行,預計會動用大量警力參與安保工作。另外,將會密切關注周邊形勢發展及鄰近地區的治安狀況,加強情報交流,適時調整警務部署,採取針對性巡查和打擊罪案行動。
治安警察局亦積極配合由警察總局統籌開展的冬防行動、雷霆行動及其他反罪惡行動。同時,與社區保持緊密聯繫,增強情報搜集和分析,及早發現和預防存在的安全威脅。
治安警察局十分關注任何影響交通安全的行為,發現近日行人違規過馬路的情況有所增加。來年,將加大打擊行人違規過馬路的情況,以及加強宣傳交通安全的資訊。透過宣傳、教育、執法三管齊下,提高市民大眾的交通安全意識,共同營造安全有序的交通環境。
此外,在回應市民提出關於的士拒載問題時,梁代局長指出的士違規數字有所上升,針對違規情況,治安警察局持續加強巡查和打擊力度,遏制有關的士違規行為,保障市民和旅客的出行權益。
梁代局長回應市民時亦提及,下一年治安警察局將持續優化出入境的便捷通行措施,預計於2024年在本澳各出入境事務站增設多條虹膜自助通道,以提高通關效率和通關體驗。對於有市民提議各口岸車道新增虹膜識別,治安警察局持開放態度,會與內地相關部門詳細研究可否再擴大使用範圍。
王健局長助理表示,在2024年民防工作方面,警察總局將持續落實民防現代化工作,推進民防志願協防計劃,並表示自2021年首次招募民防志願者至今,分三次共招募了217人,計劃明年再招募100人;此外,亦透過“社區民防聯絡機制”定期拜訪社團成員及為其提供專場培訓,強化組織團體的防災力量;並於明年“水晶魚”民防演習繼續加入志願者以及聯絡機制成員參與演練,提升志願協防的效能。同時,恆常進行各項防災演習,提升全民的民防意識及協同能力。
在明年回歸安保工作方面,警察總局將嚴陣以待,提前作出部署,以前、中、後三個階段進行。前期會搜集資料及情報作評估分析,訂定風險評級及對應的部署;中期會編制行動指令,指示各相關部門進行針對性的行動。後期會根據活動的規模、人數及風險等因素,啟動跨部門聯合行動指揮中心,聯合指揮工作,實時瞭解現場狀況,即時調整,快速應對突發公共事件,提升調度及處置能力,以確保活動的安全和順利舉行。
在區域警務合作方面,警察總局一直與內地及香港警方保持密切的警務交流及反恐協作,並建立了不同的合作及通報機制,提升邊境區域防範能力,保障本地的環境安全穩定。他指出,有關珠澳兩地的意外通報機制,保安當局已經向內地公安機關反映,就涉及澳門居民的緊急、嚴重受傷、死亡等嚴重意外,第一時間通報予特區政府。目前雙方在實際操作上已有共識,由於建立新機制需要上級批准,在新機制建立前會靈活變通處理,同時會儘快推進新機制落實。
蘇兆強副局長表示,2024年司警局以“保障國慶75周年、澳門特區成立25周年,以及第六任行政長官選舉順利進行”為首要工作目標,全力保障國家安全和社會大局穩定;大力打擊各類型刑事犯罪,加強與鄰近地區警務協作,全力遏止犯罪;繼續完善警務部署,完善組織管理,加強防罪防騙宣傳,持續落實“科技強警”,進一步提升刑偵和行政效率。
他又稱今年首10個月網絡安全事故預警及應急中心每日監察到的網絡攻擊或刺探活動達5,800次,期間發生了八宗網絡攻擊事故,指出網安設施漏洞的管理能力仍需進一步加強,為此網安中心今年內發出漏洞管理技術指引,協助營運者提升管理能力。亦指出網安人才缺乏,冀社會共同關注和參與。
蘇副局長提醒市民在參與訂貨、優惠推廣等網上活動時,個人資料有機會外洩,市民需衡量相關風險,並需保持高度防騙意識,避免受騙。他重申警方不會以網絡和視頻方式辦案,更不會要求市民提供個人和網銀資料,市民如遇到類似要求必須拒絕。
在針對俗稱“換錢黨”的非法兌換貨幣活動,司警局已作出前瞻部署,局內博彩罪案調查處巡邏小隊增至六隊,巡查行動更機動更高頻次;局內亦組建聯動小組,從各刑偵部門抽調人員參與打擊“換錢黨”行動,現時初見成效。司警局將持續加強與治安警察局和博彩監察協調局的合作,全力打擊與博彩相關的罪案。
林俊生代廳長表示,新防火法已經生效逾一年,消防局持續進行一系列的大規模排查、宣教推廣,以及實務執法等工作,由生效至今年的11月10日已處罰29宗個案,主要涉及在疏散通道上擺放手推車、椅子、鞋架、電單車等情況。
有兩位聽眾均對消防局執行新防火法的工作成效表示讚揚,認為經過消防人員進行大量的宣傳和巡查工作,公眾整體的防火意識明顯有所提高,社區大廈的消防安全情況得到改善,期望消防局繼續做好相關執法和宣傳工作。此外,亦有聽眾關注有關社區維修車場的消防安全,林代廳長回應局方一向有對相關場所進行消防安全的巡查工作,並會作進一步跟進。
另一方面,第12/2022號法律《危險品監管法律制度》及其相關補充規範,已於今年8月23日起生效實施,消防局將持續透過各種渠道,向社會各界進行宣教推廣工作,加深社會各界對危險品法律制度的認識;同時,消防局將優化升級現有危險品資料庫的電子平台,以及時瞭解知悉本澳危險品的狀況,制定針對性的救援策略預案及進行監察巡查;亦會按新法規定對相應的危險品種類及受管制儲存區行使監管及預防的職權,消除倘有的安全隱患。
而關於粵港澳三地的消防合作方面,消防局持續與粵、港兩方的消防部門保持緊密的溝通及聯繫,積極相互進行消防專業技術交流以及聯合消防演練。此外,關於“珠澳共建共用消防培訓基地”項目,據悉目前已完成工程基礎建設,現階段正進行內部功能優化調整,相信未來隨着珠澳共建共用消防培訓基地的落成,能夠進一步開拓消防領域的合作空間。

Officials of security departments invited to attend “Macao Forum”
On 27th November 2023, Acting Deputy Director-General of the Macao Customs Service LEI Iok Fai, Acting Commissioner of the Public Security Police Force LEONG Heng Hong, Assistant to Commissioner General of the Unitary Police Service WONG Kin, Deputy Director of the Judiciary Police SOU Sio Keong, Acting Head of the Fire Prevention Department of Fire Services Bureau LAM Chon Sang were invited to attend the Rádio Macao current affairs programme “Macao Forum” to introduce to the residents the policy work of the security departments in 2024.
Acting Deputy Director-General LEI Iok Fai expressed that the Macao Customs Service would continue to give an impetus to the phase two construction works of the "Maritime Intelligent Monitoring System" in the coming year. Through adding cameras to monitor the blind spots of the current system, the surveillance on the high-risk regions of high illegal immigration occurrence would also be reinforced in order to enhance the capability of combating illegal immigration and smuggling, as well as maritime emergency response. Regarding the development of the customs work, through promoting the establishment of the “three intelligence” as the starting point and the application of innovative technology on the customs inspection work, the Macao Customs Service carried out the risk assessment on the automation of customs clearance at the checkpoint, achieving the dual goal of safety and convenience of customs clearance. The Customs Service of Macao and Hengqin would fully drive forward the customs clearance mode of “collaborative inspection with one-time mechanical inspection” on vehicles and goods passing through the checkpoint. Through the real-time sharing of the mechanical inspection image, the customs services of both places could avoid repeated inspection and speed up the inspection on vehicles and goods.
When asked about the combat work on illegal immigration carried out by the customs service, Acting Deputy Director-General LEI stated that the customs service had utilized the coastal and maritime police force to supplement each other and integrated devices including the Maritime Intelligent Monitoring System and drones to conduct three-dimensional surveillance on the sea and the coastal areas of Macao. Regarding the regulations of the checkpoints, the customs service intercepted a total of 27 cases of cross-border vehicles conducting parallel-goods activities through the checkpoint of the Hong Kong-Zhuhai-Macao Bridge between January 1st and November 20th this year, among which three cases involved “Northbound Travel for Macao Vehicles”, while another two involved the Hong Kong-Macao cross-border vehicles. The customs service would pay close attention to the development of the parallel traders activities and maintain close intelligence exchange with the neighbouring regions to reinforce risk regulations.
In response to audience’s concern over the construction of the driveways at the Hengqin Checkpoint and the commencement date of the entourage members inspection lounge, Acting Deputy Director-General LEI stated that the construction work of the remaining driveways at the Hengqin Checkpoint were expected to be finished by the end of this year, with 15 driveways set up for departure and entry respectively at that time. The entourage members lounge was expected to be equipped for usage in April next year. After its inauguration, the entourage members would not need to proceed to the second floor for entry and departure inspection.
Acting Commissioner LEONG Heng Hong expressed that the Public Security Police Force would usher in various significant works in 2024, including the 75th Anniversary of the People's Republic of China (PRC), the 25th Anniversary of the Handover of Macao, the sixth-term Chief Executive Election, etc. To ensure that relevant activities can be carried out smoothly, it is estimated that a substantial amount of police force would be mobilised to participate in the security work. In addition, close attention would be paid to the developments of the peripheries and the security landscape of the neighbouring regions so as to reinforce intelligence exchange, adjust policing deployment timely, launch targeted patrols and anti-crime activities.
The Public Security Police Force would also proactively cooperate in the Winter Precaution Operations, Thunderbolt Operations and other anti-crime operations launched by the Unitary Police Service. At the same time, The Public Security Police Force would maintain close communication with the community, enhance intelligence exchange and analysis in order to discover and prevent existing safety threat in advance.
The Public Security Police Force was highly concerned about any behaviour affecting traffic safety and discovered that there was an increase in jay-walking recently. In the coming year, the Public Security Police Force would intensify the combat on jay-walking and reinforce the publicity on traffic safety information. Through the three-pronged approach of publicity, education and law-enforcement, the traffic safety awareness of the general public would be enhanced and a safe and orderly traffic environment would be jointly constructed.
Moreover, in response to resident’s question about taxi refusing hire, Acting Commissioner LEONG pointed out that there was an increase in taxi malpractices, regarding which the Public Security Police Force would continue to fortify patrols and crackdown efforts in order to curb relevant taxi malpractices to protect the travel rights of the residents and tourists.
In his response to the residents, Acting Commissioner LEONG also mentioned that the Public Security Police Force would continue to optimise the measures for the convenience in customs-clearance during departure and entry in the coming year. It was estimated that multiple iris recognition self-service channels would be added at various checkpoints in Macao in 2024 to enhance the efficiency and experience of customs-clearance. Regarding resident’s suggestion about the set-up of iris recognition at the driveways at various checkpoints, the Public Security Police Force would adopt an open attitude and carry out detailed studies with relevant departments in the mainland on whether the scope of application could be expanded further.
Assistant to Commissioner General WONG Kin expressed that in the respect of civil protection work in 2024, the Unitary Police Service would continue to foster the modernisation of civil protection and promote civil protection and volunteering coordination scheme, stating that since the first recruitment of civil protection volunteers in 2021 until now, a total of 217 persons had been recruited on three occasions and it was estimated to recruit another 100 persons next year. In addition, through the “Community communication mechanism for civil protection”, regular visits would be paid to community association members and exclusive training sessions would also be provided to strengthen the disaster prevention capability of the organisations and groups. In the civil protection drill “Crystal Fish” next year, volunteers and members of the communication mechanism would be included in the drill continuously to enhance the efficacy of the volunteering coordination. At the same time, various disaster prevention drills would be conducted regularly to fortify the community-wide civil protection awareness and coordination capability.
With respect to the security work of the commemoration of the handover next year, the Unitary Police Service would be ready in full battle array and launched deployment in advance, which would be conducted via three stages: early, middle and final stages. During the early stage, information and intelligence would be collected for assessment and analysis to formulate risk assessment level and corresponding deployment. During the mid-term, operation command would be formed to instruct various relevant departments to conduct targeted operations. During the final stage, cross-departmental joint operation command centre would be activated based on factors including the scale, number of people, risk of the activities, etc. to collaboratively give orders to work. With real-time understanding of the on-site situation, timely adjustment and immediate response to the incident of public emergency could be made, which could enhance the deployment and handling capabilities to ensure that the activities can be carried out safely and smoothly.
In the respect of regional policing cooperation, the Unitary Police Service has constantly maintained close policing exchange and anti-terrorism collaboration with the police forces in the mainland and Hong Kong, with different cooperation and notification mechanisms being established to elevate the preventive capability at the border area and ensure the safety and stability in the local environment. He pointed out that regarding the accident notification mechanism between Zhuhai and Macao, the security authorities had already expressed to the public security agencies in the mainland that in the event of any severe accident involving emergency, severe injury, death, etc. of Macao residents, immediate notification would be made to the SAR government. Both parties had forged consensus on practical operation currently. Since the establishment of new mechanism required the approval of the superiors, flexible handling would be carried out before the establishment of the new mechanism and meanwhile, the implementation of the new mechanism would be expedited.
Deputy Director SOU Sio Keong expressed that the prime work goals of the Judiciary Police in 2024 would be “to ensure the smooth process of the 75th Anniversary of the People's Republic of China (PRC), the 25th Anniversary of the Establishment of the Macao SAR and the sixth-term Chief Executive Election”. The Judiciary Police would work hard with dedication to safeguard national security and the stability of the society, vigorously combat various types of criminal offences, strengthen the policing collaboration with the neighbouring regions and curb crimes with all-out efforts. Policing deployment, organisation and management would be refined continuously. The publicity on crime and fraud prevention would be reinforced and “strengthening police through technology” would be constantly implemented to further enhance the efficiency on criminal investigation and administration.
He also stated that the Cybersecurity Incident Alert and Response Centre had discovered 5,800 times of cyber-attacks or prying activities every day in the first ten months this year, during which 8 cyber-attack incidents had taken place. He pointed out that there was still room for improvement for the managing capability of the loopholes of the cyber-security facilities. As such, the Cybersecurity Centre had issued technical guidelines on loophole management within the year to assist the operators to enhance the managing capabilities. Moreover, he indicated that there was a lack of cyber-security talents, hoping that there would be joint concern and participation from the society.
Deputy Director SOU reminded the residents that personal details might be disclosed during their participation in online activities including the placement of orders and discount promotion. Residents had to assess relevant risk and maintain high fraud prevention awareness in order to avoid being defrauded. He reaffirmed that the police would not conduct investigation via cyber and video methods and would never require residents to provide personal and online banking details. If residents encountered similar requests, they had to say no.
Regarding the illegal currency exchange activities, which were also known as “money exchange gang”, the Judiciary Police had already made prescient deployment, with the patrol teams of the Gaming-related Crimes Division of the Judiciary Police increased to 6 teams, leading to more flexible and frequent patrol operations. Within the bureau, joint operation teams had also been established by deploying staff from various criminal investigation departments to participate in the combat operation of “money exchange gang”, which had shown initial results. The Judiciary Police would continue to reinforce the cooperation with the Public Security Police Force and the Gaming Inspection and Coordination Bureau to combat gaming-related crimes with all-out efforts.
Acting Department Head LAM Chon Sang stated that the new fire prevention law had come into effect for more than one year. The Fire Services Bureau had conducted a series of works including large-scale inspections, promotion campaigns, as well as practical law enforcement, etc. and 29 cases had been penalised since the enactment of the new law till November 10th this year, which mainly involved conditions including the placement of trolleys, chairs, shoe racks, motorcycles at the emergency exit routes.
Two audience complimented the Fire Services Bureau on their achievement of implementing the new fire prevention law. They thought that after lots of publicity and patrol done by the fire officers, the fire prevention awareness of the general public had been enhanced obviously and the fire safety conditions of the buildings in the community had been improved, hoping that the Fire Services Bureau would continue their good work at relevant law enforcement and publicity work. In addition, in response to audience’s concern over the fire safety of the vehicle repair workshop in the community, Acting Department Head LAM stated that the bureau had all along conducted fire safety patrol work at relevant establishments and would follow up further.
On the other hand, Law no. 12/2022 “Legal system on regulating dangerous goods” and its relevant supplementary specifications have been enacted since August 23rd this year. The Fire Services Bureau would continue to conduct promotion and education campaigns to various sectors of the society via different channels to strengthen their understanding of the new legal system on dangerous goods. At the same time, the Fire Services Bureau would optimise and upgrade the e-Platform of the current dangerous goods database and obtain timely understanding on the conditions of dangerous goods in Macao in order to formulate targeted rescue strategic plan and conduct supervisory patrols. Moreover, the Fire Services Bureau would execute their competence of supervision and prevention over corresponding types of dangerous goods and controlled storage areas stipulated in the new law so as to eliminate possible safety pitfalls.
Regarding the fire services cooperation among Guangdong, Hong Kong and Macao, the Fire Services Bureau would continue to maintain close communication and contact with the fire services departments in Guangdong and Hong Kong and proactively conduct mutual exchange of fire services professional techniques and joint fire drill. Moreover, regarding the “Zhuhai-Macao Co-Build and Shared Fire Services Training Base” project, it was learned that the infrastructural work of the project had been completed currently and optimisation and adjustment of the internal functions were being conducted at this stage. With the completion of the Zhuhai-Macao Co-Build and Shared Fire Services Training Base, it was believed that cooperation in the fire services field could be further expanded.

No dia 27 de Novembro de 2023, a convite da TDM, o Subdirector-geral substituto dos Serviços de Alfândega (SA), LEI Iok Fai, o Comandante substituto do Corpo de Polícia de Segurança Pública (CPSP), LEONG Heng Hong, o Adjunto do Comandante-geral dos Serviços de Polícia Unitários (SPU), WONG Kin, o Subdirector da Polícia Judiciária (PJ), SOU Sio Keong, e o Chefe substituto do Departamento de Prevenção de Incêndios do Corpo de Bombeiros (CB), LAM Chon Sang, estiveram presentes no programa de rádio “Macau Fórum”, com o intuito de abordarem, com os ouvintes, as linhas de acção governativa da área de segurança para o ano de 2024.
O Subdirector-geral substituto dos SA, LEI Iok Fai, começou por apresentar o trabalho a desenvolver no próximo ano, nomeadamente a construção da segunda fase do sistema de vigilância inteligente marítima, que procurará, através do aumento das câmaras de videovigilância, monitorizar os pontos cegos e reforçar a cobertura nas zonas críticas de imigração ilegal, melhorando assim a capacidade de prevenção e de combate à imigração ilegal e ao contrabando, bem como de resposta a emergências e incidentes marítimos. No que toca ao trabalho aduaneiro, os SA irão recorrer a novas tecnologias para concretizar a avaliação automatizada de riscos da passagem fronteiriça, alcançando em simultâneo o objectivo de uma passagem fronteiriça segura e fácil. As autoridades alfandegárias de Macau e Hengqin irão implementar, com todo o empenho, o modelo de “inspecção fronteiriça integral” (one-stop) aos veículos e mercadorias, o qual consiste na partilha, em tempo real, da imagem obtida da máquina de inspecção, para evitar desta forma uma dupla inspecção, e contribuir para a velocidade da inspecção aduaneira dos veículos e das mercadorias.
Ao ser questionado sobre o combate à imigração ilegal, o Subdirector-geral substituto respondeu que esse trabalho é assegurado pelo pessoal alfandegário no mar e na orla costeira, conjugado ainda com o sistema de vigilância inteligente e com os equipamentos não tripulados (drones), que formam um controlo e gestão marítimos tridimensionais. Em relação ao controlo e gestão fronteiriça, os SA detectaram, de 1 de Janeiro a 20 de Novembro deste ano, 27 casos de contrabando em veículos que passaram pelo posto fronteiriço da ponte Hong Kong-Zhuhai-Macau, dos quais três envolveram veículos que usam o sistema “circulação de veículos de Macau na província de Guangdong” e 2 envolveram veículos com matrículas de Hong Kong e Macau.
Um ouvinte pôs uma questão sobre a situação de construção dos corredores de veículos e da sala para inspecção de passageiros de veículos que usam o posto fronteiriço de Hengqin, o Subdirector-geral substituto referiu que a construção dos restantes corredores de veículos será finalizada no final deste ano, somando assim 15 corredores em cada sentido. Prevê-se que a sala para inspecção de passageiros de veículos vai entrar em funcionamento em Abril do próximo ano, nesta altura os passageiros escusarão de se deslocarem ao segundo andar para a inspecção.
O Comandante substituto do CPSP, LEONG Heng Hong, referiu que a polícia irá ter várias tarefas importantes em 2024, devido às celebrações do 75.º Aniversário da Fundação da República Popular da China, do 25.º do Estabelecimento da RAEM e as eleições para o Chefe do Executivo. No sentido de garantir o decorrer sem sobressaltos destes eventos, será mobilizado um grande número de pessoal policial para manter a segurança. Além disso, a polícia irá prestar muita atenção à evolução da situação da segurança local e das regiões vizinhas, reforçará a troca de informações, ajustará a disposição policial em tempo útil e realizará acções de fiscalização específicas e operações de combate ao crime.
O CPSP irá participar dinamicamente nas operações coordenadas pelos SPU, nomeadamente operação invernal, operação “Trovoada” e outras acções anticrime. Ao mesmo passo, procurará manter contactos com a comunidade, reforçará a recolha e análise de informações, bem como detectará e prevenirá potenciais ameaças para a segurança.
Quanto ao aumento de casos de peões que atravessam a rua fora das passadeiras, o CPSP está a dar muita importância à situação, prevendo no próximo ano aumentar as acções de caça aos infractores, bem como as acções de sensibilização e de educação sobre a segurança rodoviária.
Ao ser questionado por um ouvinte sobre a recusa de transporte por parte de taxistas, o Comandante substituto afirmou que os casos de infracções cometidas por taxistas têm vindo a aumentar, face a essa situação, o CPSP irá reforçar a fiscalização e o combate, procurando reprimir essa ilicitude e garantir os direitos dos cidadãos e dos turistas enquanto passageiros.
No próximo ano, o CPSP vai dar continuidade ao trabalho relativo à facilitação da passagem fronteiriça, prevendo a instalação de mais corredores de passagem automática com o reconhecimento da íris nos diversos postos fronteiriços, de forma a elevar a eficiência da passagem fronteiriça. Quanto à possibilidade de aplicar a tecnologia do reconhecimento da íris nos corredores de veículos, o CPSP mantém uma atitude aberta e vai estudar com os serviços competentes da China continental a viabilidade do alargamento da aplicação desta tecnologia.
O Adjunto do Comandante-geral dos SPU, WONG Kin, adiantou que em 2024 os SPU vão continuar a implementar o trabalho relativo à modernização da protecção civil. Quanto ao programa de voluntariado de protecção civil, desde o seu primeiro recrutamento em 2021, conta-se agora com 217 voluntários, e preve-se o lançamento, em 2024, de um novo recrutamento de 100 voluntários. Além disso, serão realizadas periodicamente visitas às associações membros do “Mecanismo de ligação comunitária de protecção civil”, para fornecer formação específica sobre a prevenção de desastres. O exercício de protecção civil “Peixe de Cristal” do próximo ano vai continuar a contar com a participação de voluntários e membros do mecanismo de ligação, de forma a melhorar a eficácia da ajuda voluntária. Serão realizados também outros exercícios regulares de prevenção de desastres, para sensibilizar mais as pessoas sobre a prevenção de desastres.
Em relação ao trabalho relativo às celebrações do aniversário do estabelecimento da RAEM, os SPU vão estar bem preparados e definir antecipadamente os planos e o trabalho em três fases (preliminar/média/posterior). Na fase preliminar, irão proceder à recolha e análise de informações, as quais contribuirão para a avaliação de eventuais ameaças e definição de medidas de resposta. Na fase média, será elaborada a directiva operacional, na qual irão constar as acções específicas das forças e serviços de segurança. Na fase posterior, tendo em conta a dimensão do evento, número de participantes e factores de risco será activado o centro de comando de operações conjuntas, onde será monitorizada em tempo real a situação, permitindo assim um ajustamento imediato da disposição e uma resposta célere a qualquer eventual incidente de natureza pública, para garantir o decorrer suave e seguro do evento.
No que toca à cooperação policial regional, os SPU têm vindo a colaborar com as forças policiais da China continental e de Hong Kong, nomeadamente no âmbito do combate ao terrorismo, foram estabelecidos diferentes mecanismos de comunicação, para reforçar a capacidade de prevenção a nível regional. O Adjunto WONG referiu ainda que, em termos do mecanismo de comunicação de acidentes entre Zhuhai e Macau, as autoridades de segurança de Macau já entraram em contacto com os órgãos de segurança pública da China, solicitando a comunicação ao Governo da RAEM, no menor tempo possível, de eventuais acidentes graves e emergências dos quais resultam feridos graves e mortes de residentes de Macau. As duas partes chegaram a um consenso, mas como o estabelecimento de novos mecanismos requer a aprovação dos superiores, os casos serão tratados de forma flexível até ao estabelecimento desses mecanismos.
O Subdirector da PJ, SOU Sio Keong, apresentou o plano de trabalho para 2024, que tem como destaques o trabalho de segurança relativos ao 75.º Aniversário da Fundação da República Popular da China, 25.º do Estabelecimento da RAEM e as eleições para o Chefe do Executivo. Além disso, a PJ vai incrementar a cooperação com as polícias das áreas vizinhas e fazer esforços para combater a criminalidade, para continuar a melhorar a mobilização policial, melhorar a gestão organizacional, reforçar a prevenção contra a burla, implementar a política “reforço da polícia com recurso à tecnologia” e melhorar a investigação criminal e a eficiência administrativa.
Nos primeiros dez meses deste ano, o Centro de Alerta e Resposta a Incidentes de Cibersegurança (CARIC) detectou uma média diária de 5.800 ataques cibernéticos ou actividades de espionagem, registaram-se 8 ataques cibernéticos. O Subdirector apontou que a capacidade de gestão da vulnerabilidade das rede necessita de ser melhorada, pelo que o CARIC vai emitir ainda, neste ano, orientações técnicas sobre gestão de vulnerabilidades para ajudar os operadores a melhorar as suas capacidades de gestão. Também destacou que há escassez de quadros qualificados em segurança cibernética em Macau.
O Subdirector SOU alertou também os cidadãos para terem cuidado com as compras online, porque pode haver riscos de fuga de dados pessoais, por isso as pessoas devem ponderar com cautela e ser mais sensíveis à prevenção das burla. O mesmo responsável reiterou que a PJ não fará nvestigações online ou através de videochamadas, nem pedirá às pessoas que forneçam informações pessoais e bancárias online, neste sentido, os cidadãos devem recusar pedidos deste género.
No que respeita ao combate aos “burlões de troca de dinheiro”, as equipas de patrulha da Divisão de Investigação de Crimes relacionados com o Jogo aumentaram para 6, para responder a este tipo de ilicitude. Foram constituídos ainda grupos de acção conjunta, compostos por elementos destacados de diferentes subunidades de investigação criminal, para participar nas acções de combate aos “burlões de troca de dinheiro”, as quais surtiram os efeitos desejados. A PJ continuará a cooperar com o CPSP e a Direcção de Inspecção e Coordenação de Jogos, no sentido de combater os crimes relacionados com o jogo.
O Chefe substituto LAM Chon Sang frisou que, a nova lei contra incêndios (Lei n.º 15/2021 - Regime jurídico da segurança contra incêndios em edifícios e recintos) entrou em vigor há mais de um ano, o CB continua a efectuar inspecções de segurança de grande envergadura e acções de sensibilização e divulgação, bem como executa as tarefas práticas nos termos da lei. Também referiu que, a partir da entrada em vigor da nova lei até o dia 10 de Novembro deste ano, aplicaram-se punições em 29 casos que envolveram, nomeadamente, a colocação de carrinhos, cadeiras, sapateiras e motas nos caminhos de evacuação.
Dois ouvintes elogiaram a eficácia do trabalho efectuado de acordo com a nova lei, e disseram que, devido à propaganda massiva e inspecções efectuadas pelo pessoal do CB, aumentou claramente a sensibilidade do público em geral acerca dos incêndios e melhorou a situação de segurança nos edifícios, os dois intervenientes desejaram ainda que o CB continue a realizar da melhor forma as acções necessárias. A par disso, um ouvinte chamou a atenção sobre a segurança contra incêndios em garagens, o Chefe substituto LAM respondeu que o CB efectua regularmente controlos nos prédios habitacionais e irá acompanhar eventuais anomalias.
A Lei n.º 12/2022 (Regime jurídico do controlo de substâncias perigosas) e as respectivas normas complementares entraram em vigor no passado dia 23 de Agosto. Para aprofundar o conhecimento das pessoas no âmbito do novo regime jurídico de substâncias perigosas, o CB continuará na divulgação e sensibilização junto dos diversos sectores da sociedade através de diferentes canais. Ao mesmo tempo, irá optimizar a plataforma electrónica da existente base de dados das substâncias perigosas e perceber, de forma atempada, a situação geral dessas substâncias, de modo a definir planos específicos de emergência e desencadear acções de fiscalização. Também irá, nos termos da lei, exercer a competência de fiscalização e prevenção em relação a tipos de substâncias perigosas e zonas de conservação sujeitas ao controlo, no sentido de eliminar eventuais riscos para a segurança.
Quanto à cooperação no combate a incêndios entre Guangdong, Hong Kong e Macau, o CB continua a manter-se em comunicação com os serviços congéneres das regiões vizinhas, e realiza dinamicamente a troca de ideias acerca das tecnologias e os simulacros conjuntos de incêndio. No que diz respeito ao projecto “Criação conjunta e partilha entre Zhuhai e Macau da base de treino de combate a incêndio”, foi concluída a infra-estrutura das obras e, na fase actual, estão a ser optimizadas e ajustadas as funcionalidades internas. Crê-se que, com o futuro estabelecimento da base de treino, poderá melhorar o espaço de cooperação na área do combate a incêndio.
