“粵港澳三地警方刑偵主管第二十六次工作會晤”在香港舉行
“粵港澳三地警方刑偵主管第二十六次工作會晤”於2023年11月9日在香港舉行,澳門警察總局局長梁文昌率領澳門警方代表團,與廣東省公安廳副廳長林偉雄及香港警務處副處長周一鳴分別率領的粵港警方代表團舉行工作會晤,中央人民政府駐香港聯絡辦公室警務聯絡部副部長孟小援和中央人民政府駐澳門聯絡辦公室警務聯絡部處長張宇等特邀列席會議。
會晤期間,三地刑偵主管分別總結三地涉黑活動情況,探討跨境經濟犯罪、跨境科技罪案、跨境毒品犯罪等領域的犯罪趨勢,並重點就打擊電訊網絡詐騙、清洗“黑錢”、有組織犯罪、非法兌換貨幣等議題進行深入討論,並從中探討警務協作與打擊策略;此外,亦檢視過去刑事情報交流與協作的合作情況與成果,並就三地最新的社會現狀探討深化的合作空間和拓展的合作領域,從而強化三地警方聯合打擊跨境犯罪的成效,共同為粵港澳大灣區高質量發展護航。
會上,梁文昌局長表示儘管過去三年受疫情影響,三地警方在維護安全的各項工作上仍合作無間,尤其在跨境違法犯罪分子的聯防、聯查和聯動的機制上,均取得預期的工作成效。現時隨着三地往來的復常,人流、物流、資金流、訊息流等往來將會更加密切,加上新智能時代下,部分犯罪手法變得複雜、也更跨域化。此外,犯罪分子的反偵查意識加強亦加大偵查難度,為粵港澳大灣區安全帶來諸多挑戰。期望三地警方繼續加強合作和情報互通,全力確保社會大局穩定。
廣東省公安廳副廳長林偉雄表示,三地警方在深入推進粵港澳大灣區建設這一國家重大戰略中攜手同行,警務合作不斷取得新成效。三地警方加強對各類跨境犯罪的聯合打擊力度,有力維護了灣區平安穩定。隨着大灣區建設的深入推進,粵港澳之間的交流將更加頻繁,影響灣區融合發展的不穩定因素也隨之增多,三地警方以高水平安全護航高質量發展的任務將更加艱巨。因此,要完善和拓展警務合作的高度、廣度及深度,共同推動“一國兩制”實踐行穩致遠。
香港警務處副處長周一鳴指出三地警方在案件協查、情報交流、人員培訓等方面建立了緊密合作的關係。過往三年,不少重大案件有賴三地警方聯手合作而成功偵破,彰顯了警方攜手打擊跨境罪案的執法能力,以及共同參與建設平安灣區的決心。期望三地警方繼續保持緊密的聯繫,在現有的合作基礎上,加強情報交流,確保三地良好的社會治安環境。
出席是次工作會晤的澳方代表還包括:司法警察局局長薛仲明、警察總局局長助理劉運嫦、治安警察局副局長梁慶康、司法警察局副局長蘇兆強等;粵方代表包括:廣東省公安廳刑偵局局長陳俊華、禁毒局局長劉衛國、深圳市公安局副局長方洪聲、廣東省公安廳經偵局副局長劉曉鵬等;港方代表包括:香港警務處刑事及保安處處長葉雲龍、助理處長(刑事)鍾詠敏等。

“The 26th Guangdong-Hong Kong-Macao Tripartite CID Heads’ Meeting” held in Hong Kong
“The 26th Guangdong-Hong Kong-Macao Tripartite CID Heads’ Meeting” was held in Hong Kong on 9th November 2023. Macao Unitary Police Service Commissioner General LEONG Man Cheong, who led the Macao police delegation, carried out a working meeting with the Guangdong and Hong Kong police delegations led by Deputy Director-General of the Guangdong Provincial Public Security Department LIN Weixiong and Deputy Commissioner of Police of the Hong Kong Police Force CHOW Yat-ming respectively. In addition, Deputy Director of the Police Liaison Department of the Liaison Office of the Central People’s Government in Hong Kong MENG Xiaoyuan, as well as Head of Division of the Police Liaison Department of the Liaison Office of the Central People’s Government in Macao ZHANG Yu, etc. were invited to attend the meeting.
During the meeting, heads of criminal investigation departments of the tripartite regions summarised the situations of triad-related activities in the three places respectively, explored the crime trends in areas such as cross-border economic crimes, cross-border technology crimes and cross-border drug crimes, and focused on in-depth discussions on issues such as combating telecommunication network frauds, money laundering, organised crimes and illegal currency exchanges, with a view to exploring police collaborations and combating strategies. In addition, cooperation and results of criminal intelligence exchanges and collaboration in the past were also reviewed, while exploring the scope for deepening and expanding cooperation in the light of the latest social conditions in the three places, so as to strengthen the effectiveness of the joint efforts of the tripartite police forces in combating cross-border crimes, as well as jointly escorting the high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area.
At the meeting, Commissioner General LEONG Man Cheong said that, in spite of the impact of the epidemic in the past three years, the tripartite police forces had cooperated seamlessly in various areas in maintaining security, especially on the mechanism of joint prevention, joint investigation and joint action concerning cross-boundary criminals, and had achieved expected results. Currently, with the normalisation of travelling across the three places, the flow of people, goods, capital and information would become closer. In addition, under the new intelligence era, some modi operandi had become more complicated and cross-boundary in nature. In addition, the heightened awareness of criminals in counter-investigation had also made investigations more difficult, posing many challenges to the security of the Guangdong, Hong Kong and Macao Greater Bay Area. It was hoped that the tripartite police forces would continue to strengthen cooperation and intelligence sharing, striving their best to ensure the stability of the community.
Deputy Director-General of the Guangdong Provincial Public Security Department LIN Weixiong stated that, the tripartite police forces had been working hand in hand in taking forward the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, which was a major national strategy, while continuously achieving new results in police cooperation. The tripartite police forces had strengthened their joint efforts in combating various types of cross-boundary crimes, thus strongly maintaining the peace and stability of the Bay Area. As the construction of the Greater Bay Area progressed, exchanges among Guangdong, Hong Kong and Macao would become more frequent, and unstable factors affecting the integration and development of the Bay Area would also increase. Thus, the tripartite police forces’ mission of escorting high-quality development with a high level of security would even be more difficult. Therefore, it was necessary to improve and expand the height, breadth and depth of police cooperation, so as to jointly promote the practice of “One Country, Two Systems” in a stable and far-reaching manner.
Deputy Commissioner of Police of the Hong Kong Police Force CHOW Yat-ming pointed out that, the tripartite police forces had established a close cooperative relationship in areas such as case assistance and investigation, intelligence exchange assistance and staff training. In the past three years, a number of major cases were successfully busted due to the cooperation of the tripartite police forces, demonstrating the joint enforcement capability of the police forces in combating cross-boundary crimes, as well as their determination to jointly participate in building a safe Bay Area. It was hoped that, the tripartite police forces would continue to maintain close liaison and enhance intelligence exchange on the basis of the existing cooperation, so as to ensure a favourable environment for law and order in the three places.
Macao representatives who also attended the meeting included: Director of the Judiciary Police SIT Chong Meng, Assistant to Commissioner General of the Unitary Police Service LAO Wan Seong, Deputy Commissioner of Public Security Police Force LEONG Heng Hong, Deputy Director of the Judiciary Police SOU Sio Keong. As for the Guangdong representatives, they included: Director of the Criminal Investigation Bureau of the Guangdong Provincial Public Security Department CHEN Junhua, Director of Narcotics Control Bureau LIU Weiguo, Deputy Director of Shenzhen Municipal Public Security Bureau FANG Hongsheng and Deputy Director of Economic Crime Investigation Bureau of the Guangdong Provincial Public Security Department LIU Xiaopeng. As for the Hong Kong representatives, they included: Director of Crime and Security of Hong Kong Police Force YIP Wan-lung, Keith and Assistant Commissioner of Police (Crime) CHUNG Wing-man, Eve, etc.

“26.º Encontro de Trabalho entre Responsáveis das Polícias de Investigação Criminal de Guangdong, Hong-Kong e Macau” realizado em Hong Kong
No dia 9 de Novembro de 2023 realizou-se, em Hong Kong, o 26.º Encontro de Trabalho entre Responsáveis das Polícias de Investigação Criminal de Guangdong, Hong Kong e Macau”. As delegações policiais das três jurisdições foram chefiadas respectivamente pelo Subdirector da Directoria Provincial de Segurança Pública de Guangdong, LIN Weixiong, pelo Segundo-comandante da Polícia de Hong Kong, Joe CHOW Yat-Ming, e pelo Comandante-geral dos Serviços de Polícia Unitários (SPU), LEONG Man Cheong. O Subchefe do Gabinete de Ligação do Governo Central na Região Administrativa Especial de Hong Kong, MENG Xiaoyuan, e o chefe de divisão do Gabinete de Ligação do Governo Central na Região Administrativa Especial de Macau, ZHANG Yu, foram convidados especiais da reunião.
No evento, os dirigentes de investigação criminal das três jurisdições fizeram uma retrospectiva acerca da situação da criminalidade, trocaram opiniões sobre as tendências dos crimes transfronteiriços, nomeadamente económicos, tecnológicos e de tráfico de droga, e discutiram ainda sobre o combate à burla com recurso a telecomunicações e internet, ao branqueamento de capitais, ao crime organizado, à troca ilegal de dinheiro, entre outros, de forma a encontrar novas estratégias de combate e de cooperação. Por outro lado, os participantes fizeram um balanço sobre a troca de informações criminais, a cooperação policial e os resultados atingidos, estudaram o aprofundamento e a expansão da área de cooperação policial, no sentido de reforçar a eficácia dos esforços conjuntos das três jurisdições no combate à criminalidade transfronteiriça, num trabalho conjunto para o desenvolvimento de alta qualidade da Grande Baía Guangdong-Hong Kong-Macau.
O Comandante-geral LEONG indicou que apesar do impacto da pandemia nos últimos três anos, as polícias continuaram a cooperar nas diversas vertentes para manter a segurança, e alcançaram os resultados esperados especialmente na prevenção, investigação e acção conjunta para combater a criminalidade transfronteiriça. Com a normalização das medidas de passagem transfronteiriça, prevê-se um aumento do movimento de pessoas, de mercadorias, de capitais e de informações e alguns métodos criminosos irão ternar-se também mais complexos e a operar a nível transfronteiriço nesta nova era. A par disso, o aumneto do sentido de contra investigação nos criminosos aumentou também a dificuldade da investigação, trazendo grandes desafios à segurança da Grande Baía de Guangdong-Hong Kong-Macau. Espera-se que as polícias das três jurisdições continuem a cooperar e que troquem informações de forma a garantir da melhor forma a estabilidade social.
O Subdirector da Directoria Provincial de Segurança Pública de Guangdong, LIN Weixiong disse que, as forças policiais dos três locais têm trabalhado em conjunto para desenvolver a Grande Baía Guangdong-Hong Kong-Macau, uma importante estratégia nacional, e a cooperação policial continua a alcançar novos resultados. A polícia das três partes reforçou a repressão conjunta dos diversos crimes transfronteiriços, o que muito tem contribuído para a estabilidade da Grande Baía. Com o avanço da realização da Grande Baía, as trocas entre Guangdong, Hong Kong e Macau irão tornar-se mais frequentes e os factores de instabilidade que afectam o desenvolvimento integrado da Grande Baía também irão aumentar, fazendo com que as tarefas da polícia das três jurisdições para proteger o desenvolvimento de alta qualidade e em segurança sejam ainda mais árduas. Por estas razões, é necessário melhorar e expandir o nível, a amplitude e a profundidade da cooperação policial e promover em conjunto a prática constante e de longo prazo do princípio “um país, dois sistemas”.
O Segundo-comandante da Polícia de Hong Kong, Joe CHOW Yat-Ming indicou que as três partes têm estabelecido uma cooperação estreita em termos de investigação de casos, troca de informações e acções de formação. Nos últimos três anos, muitos casos importantes foram resolvidos com sucesso graças à cooperação entre as três polícias, o que demonstra a capacidade e a determinação das mesmas na execução em conjunto da lei e na participação conjunta para o desenvolvimento da Grande Baía de forma segura. Disse esperar ainda que as polícias das três jurisdições continuem a colaborar, reforçando a troca de informações com base na cooperação existente de forma a garantir um bom ambiente de segurança nos três lados.
Para este encontro, a delegação policial da RAEM contou, entre outros, com a presença do Director da Polícia Judiciária (PJ) SIT Chong Meng, da Adjunta do Comandante-geral dos SPU, LAO Wan Seong, do Segundo-comandante do Corpo de Polícia de Segurança Pública, LEONG Heng Hong, do Subdirector da PJ, SOU Sio Keong. A delegação de Guangdong contou com a participação, entre outros, do Director dos Serviços de Investigação Criminal da Directoria Provincial de Segurança Pública de Guangdong, CHEN Junhua, do Director dos Serviços de Luta Contra a Droga, LIU Weiguo, Subdirector da Directoria Municipal de Segurança Pública de Shenzhen, FANG Hongsheng, do Subdirector dos Serviços de Investigação Económica, LIU Xiaopeng. A delegação de Hong Kong contou com a participação, entre outros, dos senhores Director dos Serviços de Crimes e Segurança da Polícia de Hong Kong, YIP Wan-lung, Comissária assistente (criminal), CHUNG Wing-man.
