保安範疇官員應邀出席《澳門講場》
11月6日,警察總局局長助理梁文照、澳門海關代助理關長葉華釗、治安警察局副局長梁慶康、司法警察局副局長蘇兆強以及消防局防火廳代廳長林俊生應邀出席澳門電台時事節目《澳門講場》,與市民共同回顧(2023年)保安範疇施政工作。
梁文照局長助理表示,2023年,在特區政府及保安司司長領導下,警察總局轄下三個中心,齊心合力,各司其職,分別執行情報分析、行動策劃以及民防協調三大板塊的工作,並且總結警察總局今年所開展工作:
在“預防及打擊不法活動”方面,於農曆新年期間,警察總局繼續聯合澳門海關、治安警察局及司法警察局開展“冬防行動2023”,以防打結合的形式,維護新春期間的社會治安;此外,亦聯同各部門,與粵、港警方共同開展“雷霆2023”聯合警務行動,以震懾及打擊跨境犯罪,阻截罪案源頭。
在“科技強警”方面,保安當局持續評估、延伸及優化“天眼”系統的建設工作,以完善本澳的治安綜合防控體系,今年首八個月,“天眼”已輔助調查案件3,960宗,當局會持續推進第六階段“天眼”安裝,以更好完善本澳的治安綜合防控體系。
在“加強部門協作能力”方面,警察總局組織了“水晶魚2023”民防演習,以及“迅雷聯合行動2023”大型突發事件演練,從而優化保安範疇及相關部門之間的聯動合作機制,提升應急處突和協調能力。
在“民防協防”方面,今年本澳經歷了三個颱風的吹襲,其中“蘇拉”襲澳期間更一度發出十號風球,有賴民防架構、市民及旅客齊心應對,颱風並沒有對本澳造成嚴重影響,而民防工作亦會持續進行檢討及優化。另一方面,在“社區民防聯絡機制”社團成員的協同努力下,民防工作得以落實至社區層面,加上持續不斷的宣傳和教育工作,市民的防災意識得到一定水平的提升。今年,“民防志願者”已完成第三期招募,人數擴展至217人。警察總局會持續推進民防現代化的工作。
葉華釗代助理關長表示,海關在打擊水客活動方面持續採取全鏈條的策略,透過“主動巡查"、“截擊物流鏈"、“深化執法合作"等多種執法模式,從水貨源頭堵截、巿內打擊水貨點到口岸關檢截查,與本澳及內地的相關執法部門採取聯合行動,共同遏止珠澳口岸水客走私活動。今年首三季,海關在源頭方面共查獲41宗個案,涉及貨值超過2,600萬,在市內進行47次打擊行動,查獲131宗,涉及貨值超過1,400萬。
有市民關注“澳車北上”涉及不法販運活動的情況,葉代助理關長表示一直密切關注跨境車輛不法販運活動,加強情報搜集和分析,並使用風險管理系統預警和攔截可疑車輛,結合新型關檢設備輔助執法,打擊違法行為。截至今年10月,澳門海關在陸路口岸共截獲162宗跨境車輛不法販運案件,其中出境78宗,入境84宗,並有3宗是涉及“澳車北上”車輛。海關除了對駕駛者提起訴訟外,亦對96輛車提起中止跨境資格程序,當中56輛已被中止跨境資格。
另外有市民關注關閘口岸的旅客檢查工作,葉代助理關長表示在執行關檢工作的同時,亦需確保通關效率及便利,為此,海關主要透過情報交流和分析,配合風險管理系統進行佈控,粵澳海關亦會因應情況開展針對性打擊行動,以精準打擊不法販運活動。
梁慶康副局長表示,隨着2023年本澳與內地及香港出入境限制逐步放寬,出入境人數顯著回升。1月至9月,澳門各口岸記錄的出入境人次超過1.3億,較去年同期上升85.5%。旅客入境人數達到2,000萬人次,較去年同期增加3.5倍。訪澳旅客的增加為澳門的治安、交通和出入境管理帶來了不穩定因素。
在警務工作方面,治安警察局在旅遊熱點和娛樂場周邊加強巡邏,持續監測治安情況,以打擊不法活動。
在交通方面,行人違規過馬路的情況有上升趨勢,1月至9月行人違規總數為1,827宗,較去年同期上升161%。為此,治安警察局開展宣傳和檢控方面的工作,通過街頭宣傳和宣導短片等多渠道,提高公眾對安全出行的認識。
在社區警務方面,治安警察局製作了不同類型的防騙宣傳短片和圖文包,並通過“社區警務聯絡機制”、“警.校聯絡機制”,積極舉辦防騙講座,把資訊帶到社區和學校,提高市民的防範意識。
另外,在回應市民提出行人亂過馬路的情況時,梁副局長指出2023年1月至9月,行人違規總數1,827宗,較去年同期增161%。主要發生在巴波沙大馬路及青洲何賢紳士大馬路等地點。而違例行人當中,非澳門居民佔超過五成。故此,治安警察局將交通安全訊息擴展至官方網頁、微信公眾號、各大網絡平台、口岸展示屏、巴士廣告及車內的媒體播放等。另外,治安警察局在社區、學校及各機構團體等舉辦96場講座,接觸6,500多人次,對象包括青少年及中、小學生。希望通過廣泛宣傳能夠提高行人交通安全意識,改善行人違規情況。
另一方面,對於有市民贊同虹膜通關措施便利,但冀分流能做得更好。梁副局長表示虹膜通關於10月21日推出,初期在關閘口岸設10條自助通道,佔全澳22%。截至11月3日,已有超過10萬人次使用虹膜通關,平均每天約7,600人次。為確保資源合理利用,現時虹膜自助通道可選擇虹膜或指紋通關。經優化試運行後,虹膜通關受市民歡迎,現正與保安部隊事務局研究明年在各口岸增設適量虹膜自助通道,以提供更大的通關便利。至於何時延伸適用至其他人群將會適時對外發佈。
蘇兆強副局長表示司警局今年以維護國家安全、社會安全、大眾人身財產安全為目標開展的一系列警務工作。第一,因應《維護國家安全法》修訂,全面提升國家安全執法能力,重點防範外部勢力干預,加強面向社會大眾的宣傳教育;第二,進一步完善應對嚴重刑事案件機制,務求快速破案;第三,加強應對博彩和“換錢黨”衍生的罪案,嚴厲打擊跨境犯罪活動;第四,不斷加大反詐宣傳力度,聯同銀行業界加強阻截詐騙款項,完善事前預防、事中勸阻、事後挽回三重保障,並強化調查打擊工作。
在回應聽眾提出的反詐騙問題時,蘇副局長認為當前眾多國家和地區電訊網絡詐騙高發的原因有兩個,一是市民生活對通訊科技高度依賴,惟部分人士防騙意識依然薄弱;二是電訊網絡詐騙具高度跨境性、隱蔽性、高獲利、低風險的特點,促使詐騙團伙大肆作案。他引用澳門、香港與新加坡三地今年上半年的電訊網絡詐騙數據,指出相關犯罪已在全球蔓延,為此,司警局積極構建“預防、挽回、打擊”機制:今年正式成立“反詐騙協調中心”;首三個月已舉行274場防騙宣傳活動,接觸超過8.5萬人;舉辦了多個大型防騙宣傳項目,如“全民防騙推廣週”等;線上發佈超過700條防騙訊息,觸及人次超過250萬;因應受害人群特徵,與博企、物流業界、超市等建立防騙資訊通報群,進行具針對性的直接宣傳;自2019年7月起與銀行業界建立“可疑匯款勸退措施”,勸退超過80宗個案及1,700萬澳門元匯款。
蘇副局長稱,司警局一直研究反詐手機應用程式的可行性,認同相關項目確實有利反詐工作,然而其運作過程和方式必須符合本澳法律和用戶的實際需要。司警局現時已擬定初步技術方案,若有進一步消息會向社會大眾公佈。
林俊生代廳長表示,消防局2023年的工作情況主要分為三部分。在行動工作方面,本年1月至10月救護車出勤總數為35,692宗,較去年同期下降了1,701宗,下降原因經分析認為是由於今年社會已復常,救護車運送服務比上年有明顯下降所致;而本年1月至10月火警出勤總數為686宗,較去年同期下降了1宗,當中引致火警的主要原因仍以忘記關爐、有人留下火種、燃燒香燭/冥鏹、機件/設備故障為主,為此,消防局將持續派員到社區,就上述的火警原因進行具針對性的宣教工作,以加強市民的防火意識。
在防火工作方面,新防火法已生效逾一年,消防局進行一系列的大規模排查、宣教推廣、以及實務執法等工作,自新法生效直至本年10月共進行逾46,000次消防安全大排查及巡查等工作,當中大部分居民經勸喻後,已即時作出改善;對於屢勸不改或情況嚴重的個案,至今已完成行政處罰程序共有28宗,相關的執法工作將會持續進行。
另一方面,對於有聽眾關注新防火法生效一段時間後,最近又再出現有居民將物品擺放在疏散通道的情況。林代廳長回應消防局持續積極進行消防安全巡查等工作,對於屢勸不改或情況嚴重的個案,會按個案實際情況進行處罰程序。
在危險品工作方面,《危險品監管法律制度》及其相關補充規範已於本年8月23日起生效實施。消防局持續積極透過不同渠道向社會各界進行宣教推廣工作,並透過社團及社區消防安全主任等民間力量,加深社會各界對新的危險品法律制度的認識。

Officials of security departments invited to attend “Macao Forum”
On November 6th, Assistant to Commissioner General of the Unitary Police Service Luís LEONG, Acting Assistant Director-General of the Macao Customs Service IP Wa Chio, Deputy Commissioner of the Public Security Police Force LEONG Heng Hong, Deputy Director of the Judiciary Police SOU Sio Keong, Acting Head of the Fire Prevention Department of Fire Services Bureau LAM Chon Sang were invited to attend the Rádio Macao current affairs programme “Macao Forum” to jointly review the policy work of the public security departments (2023) with residents.
Assistant to Commissioner General of the Unitary Police Service Luís LEONG stated that in 2023, under the leadership of the SAR Government and Secretary for Security, the three centres under the Unitary Police Service performed their respective duties with concerted effort, enforcing the work in 3 major areas including intelligence analysis, operation planning and civil protection coordination respectively. In addition, he concluded the work initiated by the Unitary Police Service this year:
Regarding the aspect of “prevention and crackdown on illegal activities”, the Unitary Police Service continued to initiate “Winter Precaution Operation 2023” jointly with the Macao Customs Service, the Public Security Police Force and the Judiciary Police during the Chinese New Year to safeguard public security in the society during Spring Festival in the form of combining prevention and combat. Moreover, together with various departments, the Unitary Police Service jointly launched the joint police operation “Thunderbolt 2023” with the police forces from Guangdong and Hong Kong to deter and combat cross-border crimes, intercepting the origins of crimes.
In regard to “strengthening police through technology”, the public security authorities continued to assess, extend and optimise the construction work of the “Eyes in the Sky” system in order to refine the integrated prevention and control system on local public security. In the first eight months this year, the “Eyes in the Sky” had already assisted in the investigation of 3,960 cases. The authorities will continue to facilitate the installation of the “Eyes in the Sky” in the 6th stage in order to optimise the integrated prevention and control system for local public security.
Concerning the aspect of “reinforcing the cross-departmental collaborative capability”, the Unitary Police Service organised the civil protection drill “Crystal Fish 2023” and the large-scale emergency incident response exercise codenamed “Joint Operation Lightning 2023” to improve the joint-action cooperative mechanism among security services and relevant government departments, and enhance the capacity and coordination in response to emergencies.
With regard to the aspect of “civil protection and coordination”, there were three typhoons striking Macao this year, among which typhoon signal no.10 had even been hoisted when the typhoon Saola hit Macao. With concerted effort put together by the civil protection structure, residents and tourists, the typhoon did not cast severe impact on Macao, while reviews and optimisation would be made constantly on the civil protection work. On the other hand, under the joint effort of the members of the “Community communication mechanism for civil protection”, the civil protection work was implemented at the community-wide level. With constant publicity and education, residents’ awareness of disaster prevention had been enhanced to a certain level. This year, the third-stage recruitment of “civil protection volunteers” has been completed, with volunteers increased to 217 persons. The Unitary Police Service will continue to foster the modernisation of civil protection.
Acting Assistant Director-General of the Macao Customs Service IP Wa Chio stated that the Macao Customs Service had continuously employed “full-chain” strategy to combat parallel traders’ activities. Through multiple law-enforcement modes including “proactive patrol”, “intercepting the logistics chain”, “intensifying law-enforcement cooperation”, etc., from interception at the origins of the parallel goods, crackdowns on the parallel-trading dens in the city to inspection at the checkpoints, the Macao Customs Service launched joint operations with relevant law-enforcement departments in Macao and the mainland to jointly curb the smuggling activities of the parallel traders at the Zhuhai and Macao checkpoints. In the first three quarters of this year, the Macao Customs Service intercepted 41 cases at the origins, involving goods with value of more than 26 million dollars and conducted 47 combat operations in the city, intercepting 131 cases with value of goods over 14 million dollars.
With respect to some residents’ concern over the issue that the “Northbound Travel for Macao Vehicles” scheme involved illegal trafficking activities, Acting Assistant Director-General IP expressed that close attention had always been paid to the illegal trafficking activities of cross-border vehicles. To combat the illegal act, intelligence collection and analysis had been enhanced, risk management system was applied for warning, interception of suspicious vehicles and new checkpoint inspection device had been integrated to assist in law enforcement. Until October this year, the Macao Customs Service had intercepted 162 cases of illegal trafficking by cross-border vehicles at land border, among which 78 were outbound cases, 84 were inbound cases, and 3 cases involved vehicles of the “Northbound Travel for Macao Vehicles” scheme. Apart from prosecuting the drivers, the Macao Customs Service also initiated the procedures of suspending the cross-border qualifications on 96 vehicles, with 56 of them being disqualified to cross border.
In regard to some residents’ concern over the inspection on the tourists at the Border Gate Checkpoint, Acting Assistant Director-General IP stated that while enforcing the customs inspection work at the checkpoint, the efficiency and convenience for customs clearance should also been ensured. As such, the Macao Customs Service conducted deployment and control mainly based on intelligence exchange and analysis, as well as risk management system. The Guangdong and Macao customs will also launch targeted combats to crack illegal trafficking activities precisely in response to different situations.
Deputy Commissioner LEONG Heng Hong expressed that with the gradual relaxation of entry and exit measures among Macao, the mainland and Hong Kong in 2023, the number of inbound and outbound travellers in Macao has remarkably rebounded. Between January and September, the inbound and outbound persons recorded at various checkpoints in Macao exceeded 130 million person-times, showing an increase of 85.5% compared to the same period last year. The number of inbound travellers reached 20 million person-times, increased by 3.5 times when compared to the same period last year. The increase in the inbound visitors had inflicted unstable factors on the public security, transportation and the management of entry and departure in Macao.
With respect to policing work, the Public Security Police Force had reinforced patrols at tourist attractions and the peripheries of the casinos to constantly monitor the public security condition in order to combat illegal activities.
Regarding the aspect of transportation, there was a rising trend on jay walking, with a total of 1,827 cases of pedestrian violating rules between January and September, increasing by 161% when compared to the same period last year. Therefore, the Public Security Police Force initiated publicity and prosecution works to raise the awareness of the public on safe travelling via multiple channels including street propaganda and announcement of public interest (API).
In respect of community policing, the Public Security Police Force produced various types of APIs and graphic packages for fraud prevention. In addition, through the “community policing communication mechanism”, “police-school communication mechanism”, seminars on fraud prevention had been held proactively to bring the information to the community and schools in order to raise the residents’ precautionary awareness.
In addition, in his response to the resident’s comment on the situation of jay-walking, Deputy Commissioner LEONG pointed out that between January and September 2023, there were 1,827 jay-walking cases, which had increased by 161% when compared to the same period last year and mainly occurred at locations including Avenida de Artur Tamagnini Barbosa and Avenida do Comendador Ho Yin in Ilha Verde. Among the pedestrians violating the law, more than half of them were non-locals. As such, the Public Security Police Force extended messages of transportation safety to its official website, WeChat public account, various online platforms, display screens at the checkpoints, bus advertisement and in-bus media, etc. Moreover, the Public Security Police Force had held 96 seminars in the community, schools and various organisations and groups, reaching out to more than 6,500 person-times including youths, secondary and primary students, hoping that extensive publicity could raise the pedestrian’s traffic safety awareness to improve the situation of pedestrian violation.
On the other hand, residents complimented on the convenience brought by the iris recognition customs-clearance measure, yet there was still room for improvement in the diversion aspect. In response to this issue, Deputy Commissioner LEONG stated that the iris recognition customs-clearance measure was introduced on October 21st, with 10 self-service channels set up at the Border Gate Checkpoint at first, accounting for 22% of the total in Macao. Until November 3rd, more than 100,000 person-times had used the iris recognition customs-clearance measure, with a daily average of approximately 7,600 person-times. To ensure the rational use of resources, both iris and fingerprint can be chosen for customs clearance at the iris recognition self-service channels now. After optimisation and trial run, the iris recognition customs-clearance measure was well received by the public. At the current stage, a study is being made with Macao Public Security Forces Affairs Bureau to add an appropriate number of iris recognition self-service channels at various checkpoints next year to maximise customs facilitation. An announcement will be made regarding the extension of the measure to other groups of people as and when appropriate.
Deputy Director SOU Sio Keong stated that the Judiciary Police had initiated a series of policing work under the goal of safeguarding national security, social security, personal and property safety of the public this year. First of all, due to the amendment of the “Law on Safeguarding National Security”, the law enforcement ability on national security had been enhanced comprehensively. With prevention of interference by external forces as the main target, promotion and education for the general public has been reinforced. Secondly, mechanism responding to severe criminal cases was further improved in order to speed up the crackdown on cases. Thirdly, reinforce the response on cases derived from gaming and “money exchange gang” and strike severe blows on cross-border criminal activities. Fourthly, to constantly strengthen the publicity on anti-fraud, reinforce jointly with the banking industry the interception on the fraud proceeds and refine the triple safeguards of pre-incident prevention, dissuasion during the incident and post-incident recovery, and fortify the investigation and combat work.
In his response to the anti-fraud issue raised by the audience, Deputy Director SOU thought that there were two reasons accounting for the high occurrence of telecommunications fraud in various countries and regions currently, the first one was that despite the high-reliance of residents’ life on telecommunications technology, the anti-fraud awareness of some people remained weak. The second reason was that telecommunications fraud was highly cross-boundary, surreptitious, highly remunerative, low-risk in nature, which prompted fraud syndicates to commit crimes wantonly. He quoted the data on telecommunications fraud of Macao, Hong Kong and Singapore in the first half of the year, pointing out that relevant crimes had already become a global spread. As such, the Judiciary Police proactively established the “prevention, recovery, combat” mechanism: setting up officially the “Anti-Fraud Coordination Centre” this year, holding 274 anti-fraud promotion activities in the first three months which reached out to more than 85,000 people, holding various large-scale publicity campaigns on fraud prevention including “City-wide Fraud Prevention Publicity Week”, etc., releasing more than 700 anti-fraud messages online which reached out to more than 2.5 million person-times, establishing anti-fraud information notification group with the gaming enterprises, the logistics industry, supermarkets, etc. in light of the characteristics of the victim groups, conducting targeted and direct promotion, establishing “suspicious remittance dissuasion measure” with the banking industry since July 2019, which had dissuaded more than 80 cases and remittances of MOP17,000,000.
Deputy Director SOU stated that the Judiciary Police had been studying the feasibility of anti-fraud app and he agreed that relevant item would be indeed beneficial to the anti-fraud work. However, the process and method of operation have to comply with the law in Macao and the actual needs of the users. The Judiciary Police has formulated a preliminary technical plan currently and will announce to the public when further information is available.
Acting Department Head LAM Chon Sang expressed that the work condition of the Fire Services Bureau in 2023 was mainly divided into three parts. In terms of operation, the ambulance had provided transport services for a total of 35,692 cases between January and October this year, which had dropped by 1,701 cases when compared to the same period last year. Analysis revealed that the reason for the decrease was the resumption of normalcy of the community this year, resulting in a significant fall in the transport services provided by the ambulance when compared to last year. In addition, a total of 686 fire calls were received between January and October this year, which had dropped by 1 case when compared to the same period last year. Among them, the key reasons causing fire were still mainly forgetfulness of turning off the stove, tinder leaving behind by someone, burning of candles/ joss paper, malfunction of machine parts or devices. Therefore, the Fire Services Bureau will continue to deploy personnel to the community to conduct targeted promotion work based on the aforementioned causes of fire to strengthen residents’ fire prevention awareness.
In terms of fire prevention work, the new fire prevention law has come into effect for more than one year. The Fire Services Bureau has conducted a series of works including large-scale inspection, promotion campaigns, as well as practical law enforcement, etc. and a total of over 46,000 times of fire safety inspections and patrols had been conducted since the enactment of the new law till October this year. Most of the residents made instant improvement after advice. For those refusing to change after repeated advice or severe cases, the Bureau has completed the administrative penalty measures for a total of 28 cases so far and will continue to carry out relevant law-enforcement work.
On the other hand, in response to the audience’ concern about the reoccurrence of residents’ placement of wares at emergency exit routes recently since the new fire prevention law had come into effect for a period of time, Acting Department Head LAM replied that the Fire Services Bureau would continue the fire safety patrol works proactively and would conduct penalty procedures on cases refusing to change after repeated advice or with severe situations based on the actual conditions of cases.
In regard to the work of dangerous goods, “legal system on regulating dangerous goods” and its relevant supplementary specifications have been enacted since August 23rd this year. The Fire Services Bureau will proactively continue to conduct promotion campaigns to various sectors of society via different channels, and will strengthen their understanding of the new legal system on dangerous goods via community forces including civic associations, community fire safety officer, etc.

No dia 6 de Novembro, o Adjunto do Comandante-geral dos Serviços de Polícia Unitários (SPU) Luís LEONG, o Adjunto do Director-geral dos Serviços de Alfândega (SA) IP Wa Chio, o Segundo-comandante do Corpo de Polícia de Segurança Pública (CPSP) LEONG Heng Hong, o Subdirector da Polícia Judiciária (PJ) SOU Sio Keong e o chefe do Departamento de Prevenção de Incêndios do Corpo de Bombeiros (CB) LAM Chon Sang, participaram no programa de rádio “Macau Fórum”, no qual fizeram um balanço dos trabalhos das linhas de acção governativa da área da segurança para o ano 2023.
O Adjunto do Comandante-geral Luís LEONG disse que, no ano de 2023, sob liderança do Governo da RAEM e do Secretário para a Segurança, três centros subordinados ao SPU trabalharam cooperativamente, desempenhando cada um as suas funções, designadamente a análise das informações, planeamento das operações e coordenação do trabalho da protecção civil, as três tarefas fundamentais. Fez o seguinte balanço acerca das acções desenvolvidas pelos SPU neste ano:
No âmbito da “prevenção e combate às actividades ilegais”, durante a quadra festiva do Ano Novo Chinês, em colaboração com os SA, o CPSP e a PJ, os SPU deram continuidade ao desenvolvimento das “operações invernais 2023”, integrando a prevenção e o combate, para manter a ordem pública durante a quadra. Em colaboração com outros serviços, desenvolveram com as autoridades policiais de Guangdong e de Hong Kong as operações policiais conjuntas “Trovoada 2023”, com vista a dissuadir e combater a criminalidade transfronteiriça, reprimindo a fonte dos crimes.
No âmbito da “melhoria do trabalho policial com recurso à tecnologia”, as autoridades da área da Segurança continuam a avaliar, estender e a optimizar o trabalho de desenvolvimento do sistema “olhos do céu”, para melhorar o sistema de prevenção e controlo geral da segurança de Macau e, nos primeiros oito meses deste ano, 3,960 casos foram investigados com intervenção dos “olhos do céu”. As autoridades vão continuar a promover a sexta fase da instalação desse sistema, para melhorar o sistema de prevenção e controlo geral da segurança local.
Quanto ao “melhoramento da capacidade de colaboração entre os serviços”, os SPU organizaram o simulacro da protecção civil “peixe cristal 2023” e exercícios de incidente imprevisto de grande dimensão das “Operação Conjunta – Relâmpago 2023”, a fim de aperfeiçoar o mecanismo de ligação e cooperação entre os serviços da área da Segurança e outros serviços competentes, em busca da melhoria da capacidade de resposta a incidentes de emergência e repentinas e da capacidade de coordenação.
No que concerne às acções de protecção civil, este ano passaram três tufões em Macau, tendo sido içado o sinal n.º 10 de tempestade tropical à passagem de um deles, o chamado “Saola”, graças à resposta conjunta da estrutura de protecção civil, dos cidadãos e dos turistas, o tufão não causou impacto grave a Macau, e este trabalho de defesa civil vai continuar a ser revisto e optimizado. Por outro lado, com o esforço de sinergia entre os membros das associações do “Mecanismo de ligação comunitária de protecção civil”, o trabalho de defesa civil foi realizado até ao nível comunitário, graças ao trabalho contínuo de sensibilização e educação que melhorou, a determinado nível, o sentido de prevenção de desastres por parte dos cidadãos. Este ano, foi concluída a terceira fase de recrutamento de “voluntários da protecção civil”, aumentando o seu número para 217 pessoas. Os SPU vão prosseguir a promoção da modernização do trabalho de protecção civil.
O Adjunto do Director-geral dos SA, IP Wa Chio, disse que, no âmbito de combate às actividades de comércio paralelo, os SA continuam a tomar a estratégia de combate ao contrabando em cadeia, recorrendo a diversas medidas de execução da lei, como as “inspecções activas”, “intercepção e combate da cadeia de logística” e “aprofundamento da cooperação na execução da lei”. Com isso, pretende-se bloquear na fonte os produtos do “comércio paralelo”, e combater os pontos de distribuição dos produtos dentro do território e, bem assim, interceptá-los nos postos fronteiriços, por via do desenvolvimento das operações conjuntas com as autoridades policiais de Macau e do continente, portanto reprimindo em conjunto as actividades de “comércio paralelo” que recorrem aos postos fronteiriços Zhuhai-Macau. Nos primeiros três trimestres deste ano, no âmbito de intercepção na fonte, os SA desvendaram 41 casos, dos quais as mercadorias valiam mais de 26 milhões de patacas, tendo-se realizado operações de combate no território em 47 ocasiões, do que resultou a descoberta de 131 casos, nos quais as mercadorias envolvidas valiam mais de 14 milhões de patacas.
Houve pessoas que revelaram estar preocupadas com o envolvimento da “Circulação de veículos de Macau na província de Guangdong” em actividades de tráfico e transporte ilegais e, sobre o assunto, o Adjunto do Director-geral dos SA IP disse que se tem prestado atenção de perto a essa irregularidade cometida pelos veículos transfronteiriços. Em resposta intensificou-se assim a recolha e análise de informações, e recorreu-se ao sistema de gestão de risco para fazer alertas e interceptação de veículos suspeitos, em conjugação com o novo tipo de equipamento de inspecção para facilitar o trabalho policial, bem como para combater os actos ilegais. Até Outubro deste ano, os SA de Macau interceptaram, nos postos fronteiriços terrestres, um total de 162 casos de tráfico e transporte ilegais cometidos por veículos transfronteiriços, 78 dos quais estavam a sair e 84 a entrar em Macau, e três casos envolviam veículos da “Circulação de veículos de Macau na província de Guangdong”. Os SA para além de terem feito a acusação contra esses condutores, instauraram ainda o procedimento de suspensão da qualificação transfronteiriça contra 96 veículos, com 56 deles a terem essa qualificação suspensa.
Para além disso, algumas pessoas estão preocupadas com o trabalho de inspecção das pessoas que passam pelo posto das Portas do Cerco e, a esse respeito, o Adjunto do Director-geral dos SA IP disse que, no processo de execução do trabalho de inspecção aduaneira, é também necessário garantir a eficiência e facilitação na passagem fronteiriça. Para isso, os SA recorrem principalmente à partilha e análise de informações, em conjugação com o sistema de gestão de riscos para realizar o controlo e disponibilização. Os serviços aduaneiros de Guangdong e Macau desenvolvem operações de combate específicas em função das situações, de modo que se possa reprimir com precisão as actividades de tráfico e transporte ilegais.
O Segundo-comandante LEONG disse que, em 2023, com a redução gradual das restrições para as entrada e saída entre Macau, China continental e Hong Kong, o número de entradas e saídas aumentou significativamente. De Janeiro a Setembro, os postos fronteiriços de Macau registaram mais de 130 milhões de entradas e saídas, tendo-se registado um acréscimo de 85,5% em comparação com o período homólogo do ano anterior. O número de chegadas de visitantes atingiu 20 milhões, uma subida de 3,5 vezes em relação ao mesmo período do ano passado. E este aumento de visitantes traz factores instáveis à ordem pública, transporte e controlo de entradas e saídas em Macau.
Em relação ao trabalho policial, o CPSP tem reforçado o patrulhamento nos pontos turísticos em destaque e nos arredores dos locais de entretenimento, e continuam a fiscalizar a situação de segurança, com vista a combater as actividades ilegais.
No âmbito do trânsito, verifica-se uma tendência crescente de peões a atravessar ilegalmente as ruas, com o número total de infracções de Janeiro a Setembro de 1.827 ou seja, com um aumento de 161% em relação ao mesmo período do ano anterior. Assim, o CPSP desenvolve acções de sensibilização e de acusação, a fim de melhorar os conhecimentos do público em relação a viagens seguras, por meio de diversos canais, como as propagandas nas ruas e vídeos promocionais.
No que diz respeito ao policiamento comunitário, o CPSP produziu diferentes tipos de vídeos promocionais e infografias antiburla e, através do “Mecanismo de ligação de policiamento comunitário” e do “Mecanismo de ligação entre a Polícia e escolas” realizou activamente palestras antiburla, que levam a informação ao público e escolas, para melhorar o sentido de prevenção das pessoas.
Para além disso, na resposta à questão levantada por um residente sobre a travessia imprudente das ruas, o Segundo-comandante LEONG revelou que, de Janeiro a Setembro de 2023, ocorreu um total de 1.827 infracções, representando um aumento de 161% em comparação com o período homólogo do ano antecedente cuja ocorrência se deu maioritariamente na Av. de Artur Tamagnini Barbosa e na Av. do Comendador Ho Yin, na Ilha Verde. Entre os infractores, os não residentes de Macau representam mais de 50%. Por isso, o CPSP estendeu as mensagens de segurança de trânsito à sua página oficial, conta oficial do WeChat, principais plataformas online, suportes de difusão de informação dos postos fronteiriços, anúncios dos autocarros e nos media disponibilizados dentro dos automóveis. A par disso, o CPSP realizou 96 palestras nas zonas comunitárias, escolas e diversas instituições e associações, onde participaram 6.500 pessoas, incluindo jovens e estudantes do ensino primário e secundário. Espera-se que, com uma divulgação abrangente se possa melhorar tanto o sentido de segurança no trânsito como a situação das infracções por parte dos peões.
Por outro lado, há quem concorde que a medida da passagem transfronteiriça automática via íris é conveniente, mas espera que a triagem possa ser feita melhor. O Segundo-comandante LEONG disse que a passagem via íris foi lançada no dia 21 de Outubro, inicialmente foram disponibilizados 10 canais de passagem automática no posto fronteiriço das Portas do Cerco, o que representa 22% do total em Macau. Até 3 de Novembro, mais de 100 mil pessoas usaram esses canais, uma média diária de cerca de 7.600 pessoas. Para assegurar um uso racional dos recursos, ao passarmos pelos actuais canais de passagem automática via íris pode-se optar em passar via íris ou impressão digital. Optimizado o funcionamento experimental, a passagem via íris é a mais preferida pelo público. Actualmente está a fazer-se um estudo com a DSFSM sobre a disponibilização de um número adequado de canais de passagem automática via íris nos outros postos fronteiriços no próximo ano, para facilitar os utentes. Em relação à questão de quando é que se pode estender a outros grupos de pessoas, a resposta foi de que será anunciada oportunamente.
O Subdirector SOU disse que, neste ano, a PJ tem a salvaguarda da segurança nacional, a segurança da sociedade e a segurança pessoal e de bens patrimoniais do público como objectivos primordiais para desenvolver uma série de acções policiais. Primeiro, atendendo à revisão da Lei de Defesa da Segurança do Estado, tem melhorado de forma abrangente a capacidade de execução da lei no âmbito da segurança nacional, com enfoque na prevenção das interferências das forças externas e reforçando a propaganda e instruções direccionadas ao público. Segundo, tem-se feito um esforço para melhorar ainda mais o mecanismo de resposta a casos criminais graves, em busca da rápida resolução de casos. Terceiro, tem havido um empenho no fortalecimento da resposta aos crimes derivados do jogo e da burla de “troca de moeda”, reprimindo severamente as actividades criminosas transfronteiriças. Quarto, tem-se continuado a aumentar de forma contínua a propaganda antiburla e a trabalhar com o sector bancário para reforçar o bloqueio dos fundos envolvidos na burla, de modo que sejam aperfeiçoadas as garantias triplicadas, a prevenção (antes da ocorrência), a dissuasão (durante a ocorrência) e a recuperação (após a ocorrência), bem como a intensificar as acções de investigação e de combate.
Em resposta a uma questão sobre antiburla colocada por um ouvinte, o Subdirector SOU explicou que há dois motivos que conduzem a alta incidência do crime de burla nas telecomunicações e cibernéctica em diversos países e regiões. O primeiro tem a ver com a alta dependência da tecnologia de comunicação na nossa vida e o sentido de prevenção desta burla de alguns utilizadores é ainda fraco; o segundo, a burla nas telecomunicações e cibernética apresenta um carácter altamente transfronteiriço, dissimulado, lucrativo e de baixo risco, levando a que as redes cometam massivamente esse crime. Referiu ainda alguns dados relacionados com esse tipo de burla, relativos ao 1.º semestre em Macau, Hong Kong e Singapura, dizendo que esse problema se está a espalhar pelo mundo. Em resposta a isso, a PJ estabelece activamente o mecanismo de “prevenção, recuperação e combate”: foi criado formalmente neste ano o “Centro de Coordenação de Combate às Burlas”; nos primeiros três meses, realizou 274 acções de divulgação antiburla junto de mais de 85.000 pessoas; organizou também várias acções de divulgação de grande dimensão antiburla, como a “Semana de sensibilização da prevenção de burla”; transmitiu via online mais de 700 mensagens antiburla, que chegaram a mais de 2,5 milhões de pessoas; em função das características das vítimas, estabeleceu grupos de comunicação de informações antiburla com o sector do jogo, sector da logística, supermercados, etc. para facilitar a divulgação directa e específica; desde Julho de 2019, implementou com o sector bancário o “Alerta para as transferências ou remessas bancárias suspeitas”, e em mais de 80 casos as pessoas relacionadas foram convencidas com sucesso a suspender as transferências bancárias, que envolviam 17 milhões de patacas.
O Subdirector SOU disse que a PJ tem estudado a viabilidade da aplicação antiburla para telemóveis e concorda que esta iniciativa poderá efectivamente contribuir para o trabalho antiburla, mas o seu processo e formas de funcionamento devem estar conforme à lei de Macau e às necessidades efectivas dos utentes. A PJ já determinou os planos técnicos preliminares e, se houver mais informações em relação a este âmbito vai divulgá-las ao público.
O chefe do Departamento subst.º, LAM Chon Sang, disse que, em 2023 as acções do CB estavam divididas principalmente em três partes. No âmbito das acções operacionais, de Janeiro a Outubro deste ano foram mobilizadas no total 35.692 ambulâncias, houvendo uma diminuição de 1.701 em relação ao mesmo período do ano passado. Analisada esta descida julga-se que tenha a ver com o retorno à normalidade social neste ano, portanto os serviços de transporte da ambulância diminuíram visivelmente em comparação com o ano anterior; o número total das saídas de ambulâncias devido a incêndio entre Janeiro e Outubro deste ano foi de 686, havendo uma diminuição de um caso comparando com o período homólogo do ano transacto, esses casos de incêndio devem-se principalmente ao esquecimento de desligar os fogões, deixar “fogo nu”, queima de velas/papéis votivos e falhas mecânicas/de equipamentos. Por isso, o CB vai continuar a enviar pessoal às zonas comunitárias para realizar acções de divulgação, especificamente sobre as mencionadas causas de incêndio, com vista a melhorar o sentido de prevenção de incêndios por parte da população.
No âmbito das acções de prevenção de incêndio, a nova lei de prevenção de incêndio entrou em vigor há mais de um ano tendo o CB realizado uma série de inspecções de grande escala, acções de educação e de promoção, etc. Desde a entrada em vigor da lei, até Outubro deste ano, foi realizado um total de mais de 46.000 inspecções de grande escala de segurança contra incêndio e patrulhas, nas quais apura-se que a maioria dos residentes fez melhorias imediatas após aconselhamento; em relação aos casos em que persistiram após repetidos conselhos ou aos de situação grave, foi concluído o procedimento de sanção administrativa para 28 casos. No entanto, vai continuar essas acções de aplicação da lei.
Um ouvinte manifestou preocupação com a existência de residentes que colocam objectos nas passagens de evacuação, após a entrada em vigor da nova lei de prevenção de incêndio. Em reposta, o chefe de Departamento subst.º LAM disse que, o CB continua a realizar com empenho as acções de patrulha e inspecção, no âmbito da segurança contra incêndio e, em relação aos casos que não melhoraram a situação após repetidos conselhos ou aos de situação grave, estes poderão enfrentar um procedimento de sanção de acordo com a situação efectiva do caso.
No que diz respeito ao trabalho associado a substâncias perigosas, o “Regime jurídico do controlo de substâncias perigosas” e as respectivas normas complementares produziram efeitos a partir do dia 23 de Agosto deste ano. O CB vai continuar a realizar activamente as acções de divulgação junto de todos os sectores da sociedade através de diferentes meios, e através das forças civis, como as associações civis e chefes comunitários de segurança contra incêndios, aprofunda os conhecimentos relativos ao novo regime jurídico sobre substâncias perigosas juntos de diferentes sectores da sociedade.
