冬防行動有效預防及打擊犯罪
為保障農曆新年期間良好的治安環境,警察總局統籌和協調司法警察局及治安警察局,並聯同澳門海關於2021年1月22日至2月21日開展“冬防行動2021”,讓市民大眾平安度歲。
是次行動採取防打結合的形式,一方面主動深入社區展開防罪宣傳,提升市民的防罪滅罪意識,另一方面增派人員在本澳各街道、商業大廈、卡拉OK、娛樂場及其周邊進行截查,切實預防及打擊各類違法行為。
行動期間,各部門動用警力共7,158人次,調查了21,581人,將1,132人帶返警局作進一步調查,當中有274人經調查後移送檢察院處理,涉及高利貸案15人、毒品案23人、盜竊案26人、詐騙案29人,屬司法機關拘留令及攔截令的對象18人,當中7人被即時送往監獄服刑;另有359人經調查後被遣離本澳,其中有從事非法兌換外幣(俗稱“換錢黨”)121人、從事賣淫39人等。
另一方面,為免市民和外僱因從事“水客”活動影響防疫成效,澳門海關於新春期間加強打擊行動,檢獲香煙、美妝產品、名牌服飾、藥物、電子產品等物品,並根據《對外貿易法》的有關規定對251人作出起訴。
在警察總局統籌下,本局在“冬防行動2021”期間共進行了36次大規模反罪惡巡查,出動警力637人次,巡查地點包括旅遊景點、娛樂場所及其周邊街道、人流密集區域等,調查了1,538人;亦到各區進行防罪巡查,並走訪了多幢工業大廈及勞工宿舍,宣傳冬防資訊。行動期間,本局破獲案件99宗,將118人移送檢察院偵辦,另將53名“換錢黨”移交治安警察局行遣離程序。
總結“冬防行動2021”成效顯著,整體治安環境持續穩定良好,在市民和社區的支持及配合下,各項警務行動及防疫工作得以有效開展。警方將持續密切留意治安形勢,採取各項預防和打擊行動,致力維護澳門的良好治安環境。

Winter Precaution Operation effectively preventing and combating crimes
To ensure a safe and secure environment for fellow residents to enjoy a peaceful Chinese New Year, the Unitary Police Service organised and coordinated the Judiciary Police, the Public Security Police Force and the Macao Customs Service to jointly initiate “Winter Precaution Operation 2021” between 22nd January and 21st February 2021.
By means of combining prevention and combat, the operation was carried out, on one hand, to proactively initiate anti-crime promotion deep in the community, in order to raise fellow residents’ awareness on crime prevention and combat, while on the other hand, to increase manpower for interception and inspection in streets, commercial buildings, karaoke, casinos and their peripheries, in order to practically prevent and combat all types of unlawful acts.
During the operation, 7,158 counts of police personnel from various departments were dispatched to carry out investigation on 21,581 persons, among which 1,132 were brought back to police stations for further investigation, wherein 274 of them were transferred to the Public Prosecutions Office for handling after investigation: 15 persons were involved in usury cases, 23 in drug cases, 26 in thefts and 29 in fraud cases, 18 persons were the subjects of detention orders and interception orders issued by judicial authorities, among which 7 were sent to the prison immediately to serve their sentences. Another 359 persons were deported from Macao after investigation, including 121 persons who were engaged in illegal currency exchange (so called “money exchange gangster”) and 39 who were engaged in prostitution.
On the other hand, to prevent parallel trading activities carried out by residents and non-resident workers from diminishing the anti-epidemic effectiveness, the Macao Customs Service enhanced their efforts on combating during the Chinese New Year period. Items such as cigarettes, cosmetics products, branded clothing, medicines and electronic products were seized, 251 persons were indicted according to the stipulation of “Foreign Trade Law”.
Under the coordination of the Unitary Police Service, the Judiciary Police carried out 36 sizable anti-crime patrols during “Winter Precaution Operation 2021”, wherein 637 counts of police personnel were dispatched to patrol locations including tourist attractions, entertainment establishments and the surrounding streets and crowded areas, with 1,538 persons investigated. Anti-crime patrols were also carried out in various districts while winter precautionary information was promoted at many industrial buildings and labour living quarters. During the operation, 99 cases were cracked, wherein 118 persons were transferred to the Public Prosecutions Office for investigation and handling. In addition, 53 “money exchange gangsters” were transferred to the Public Security Police Force for deportation procedure.
In conclusion, “Winter Precaution Operation 2021” yielded remarkable result. The overall security environment remained stable and peaceful. Under the support and cooperation of fellow residents and the community, various police operations and anti-epidemic tasks were effectively initiated. The police will keep a close eye on the situation of public security and carry out various preventive and combating operations in order to maintain the good public security environment of Macao.

Operação de Prevenção Invernal eficaz no combate à criminalidade
Para garantir a ordem e segurança pública durante o Ano Novo Lunar, com a coordenação e liderança dos Serviços de Polícia Unitários (SPU), a Polícia Judiciária, o Corpo de Polícia de Segurança Pública (CPSP) e os Serviços de Alfândega (SA) realizaram a “Operação de Prevenção Invernal 2021” que decorreu entre 22 de Janeiro e 21 de Fevereiro, para dar a possibilidade aos cidadãos de passar a festividade do Ano Novo Lunar com tranquilidade.
A operação foi articulada entre campanhas de sensibilização e operações de combate ao crime. Por um lado, tomou-se a iniciativa de efectuar campanhas de sensibilização sobre prevenção criminal no seio da comunidade, para melhorar o sentido de prevenção e combate criminal, por outro lado, aumentou-se o pessoal para realizar controles nas vias públicas, centros comerciais, karaokes, casinos e seus arredores, de modo a prevenir e combater efectivamente os diferentes actos ilicitos.
Durante a operação, as autoridades mobilizaram no total 7.158 agentes policiais, tendo identificado 21.581 indivíduos, 1.132 foram conduzidos à polícia para averiguações, entre estes 274 foram encaminhados ao Ministério Público após investigação, de entre estes, 15 indivíduos por usura, 23 por crimes ligados a estupefacientes, 26 por furto, 29 por burla, 18 indivíduos foram interceptados em cumprimento de mandados de detenção emitidos pelas autoridades judiciárias, entre os quais 7 foram enviados de imediato para o estabelecimento prisional para cumprimento de penas. Além disso, 359 indivíduos foram repatriados após investigações, destes, 121 tinham sido detidos por troca ilegal de dinheiro (“burlões de troca de dinheiro) e 39 por prostituição.
Por outro lado, no sentido de evitar que os residentes e trabalhadores não residentes pratiquem actividades de comércio paralelo, afectando a eficácia do trabalho de prevenção da epidemia efectuado pelas autoridades, os SA aumentaram as acções de combate durante as festividades do Ano Novo Lunar. Nestas operações, foram apreendidos cigarros, produtos cosméticos, vestuários de marca, medicamentos, produtos electrónicos etc., e 251 indivíduos foram acusados nos termos da “Lei do Comércio Externo”.
Com a coordenação dos SPU, a PJ realizou um total de 36 rusgas anti-crime de grande dimensão durante a operação, 637 agentes policiais foram mobilizados, os locais alvo das rusgas incluiram pontos de interesse turístico, casinos e seus arredores, zonas com grande movimento de pessoas etc., 1.538 indivíduos foram sujeitos a identificação; a PJ deslocou-se também a várias zonas para efectuar rusgas de prevenção criminal, visitando vários edifícios industriais e dormitórios para trabalhadores visando a divulgação de informações sobre a prevenção da criminalidade no período invernal. Durante a operação, foram resolvidos pela PJ 99 casos e 118 indivíduos foram presentes ao Ministério Público, para além disso, 53 “burlões da troca de dinheiro” foram encaminhados ao CPSP para o procedimento de repatriação.
Fazendo um balanço, a “Operação de Prevenção Invernal 2021” conseguiu atingir os resultados esperados, tendo contribuído para a manutenção da segurança e a estabilidade da ordem social de Macau. Graças ao apoio e colaboração prestados pelos residentes e associações comunitárias, o trabalho da polícia e de prevenção da epidemia foram desenvolvidos de forma eficaz. As autoridades policiais continuarão atentos à situação da segurança de Macau, desencadeando operações preventivas e de combate adequadas para manter um ambiente seguro em Macau.
