出席保安高校舉辦的“智慧警務與治安防控”專題講座
為讓保安範疇人員對“智慧警務”有更深入的認識,探索大數據於社會治安防控層面的應用,澳門保安部隊高等學校於2021年3月18日舉辦“智慧警務與治安防控”專題講座,邀請了中國人民公安大學的專家學者擔任主講嘉賓。保安司司長黃少澤、警察總局局長梁文昌、保安範疇轄下各部門的領導和各級人員代表、修讀第七屆指揮及領導課程的警官及消防官出席講座;本局局長薛仲明亦帶領局方人員參與。
保安高校校長黃子暉於致辭時表示,是次講座為自疫情發生後,邀請內地院校參與的首個學術交流活動,期望在新起點上合力推動警務教育工作向前發展。為配合保安司近年推行的“科技強警”方針,著力建設智慧警務,是次講座以“智慧警務與治安防控”為題,期望對與會者有所啟發和裨益。
是次講座的兩位主講嘉賓分別為中國人民公安大學信息網絡安全學院實驗室陳鵬主任和治安學院劉藝副教授,講題分別為“基於大數據的智慧警務建設”和“智慧警務發展與社會治安防控”,他們深入探析科技和數據在治安防控方面的作用,並和與會者進行互動交流,氣氛熱烈。
因應疫情,是次講座採取了多項防疫措施,並於各保安部隊及保安部門設置了13個直播點,以直播方式讓更多人員參與,現場及觀看直播的人數合計約470人。

Attending “Smart Policing and Public Security Prevention & Control” thematic lecture organised by the Academy of Public Security Forces
In order to deepen the understanding of “smart policing” of public security personnel, while exploring the application of big data in the aspect of public security prevention and control in the society, the Academy of Public Security Forces of Macao organised the "Smart Policing and Public Security Prevention & Control" thematic lecture on 18th March 2021. Scholastic specialists from the People's Public Security University of China were invited as keynote speakers. Lecture attendees included Secretary for Security Wong Sio Chak, Commissioner General of the Unitary Police Service Leong Man Cheong, various department heads and representatives of personnel at all levels from the public security authorities, police officers and fire safety officers taking the 7th command and leadership programme. Director of Macao Judiciary Police Sit Chong Meng also led officers to participate in the lecture.
During the speech delivered by Director of the Academy of Public Security Forces Wong Chi Fai, it was expressed that this lecture was the first academic exchange activity inviting the participation of mainland academies since the outbreak of the pandemic. It was hoped to jointly propel policing education work to move forward from a new starting point. In order to act in concert with the policy of “Strengthening Police through Technology” introduced by the Office of the Secretary for Security in the recent years with focus on the development of Smart policing, the lecture was themed “Smart Policing and Public Security Prevention & Control”, hoping that participants could be inspired and benefited.
The two keynote speakers of the lecture came from the People's Public Security University of China. Supervisor Chen Peng of the Laboratory of the Faculty of Information Network Safety gave a lecture on “Construction of Smart Policing based on Big Data”, while Deputy Professor Liu Yi of the Faculty of Public Security talked about “The Development of Smart Policing and Public Security Prevention & Control in the Society”. Both of them had comprehensively analysed the functions of technology and data on the prevention and control of public security. Interactive exchanges were also conducted with the participants, livening up the atmosphere.
Due to the pandemic, multiple precautionary measures were imposed during the lecture. Thirteen live streaming spots were set up at various police forces and departments of public security, so as to facilitate more personnel to participate through live broadcast. Around 470 persons in total watched the lecture on site and through live streaming.

Participação na palestra temática “Policiamento inteligente e prevenção e controle de segurança pública” organizada pela ESFSM
Para que o pessoal da área da segurança tenha uma compreensão mais profunda do “policiamento inteligentes” e explore a aplicação de megadados na prevenção e controle da segurança pública, a Escola Superior das Forças de Segurança de Macau realizou a palestra temática “Policiamento inteligente e prevenção e controle de segurança pública” no dia 18 de Março de 2021, na qual foram convidados como oradores principais especialistas e académicos da Universidade Popular de Segurança Pública da China (UPSP), e estiveram presentes o Secretário para a segurança Wong Sio Chak, o Comandante-geral dos SPU Leong Man Cheong, dirigentes de diversos serviços da tutela da segurança e representantes do pessoal a todos os níveis, e oficiais do CPSP e do CB que frequentam o 7.º Curso de comando e direcção. O Director da PJ Sit Chong Meng chefiou também o nosso pessoal para participar neste evento.
O Director da ESFSM Vong Chi Fai disse, no seu discurso, que esta palestra é o primeiro evento de intercâmbio académico que tem a participação da universidade da China continental desde o início da epidemia. O mesmo disse ainda esperar que seja possível trabalhar juntos para promover o desenvolvimento da educação policial a partir de um novo ponto. Para responder à política de “utilização da tecnologia para melhorar o trabalho policial”, promovida pela Secretaria para a Segurança nos últimos anos, e com foco na criação do policiamento inteligente, a palestra “Policiamento inteligente e prevenção e controle de segurança pública”, deu a possibilidade aos participantes de se inspirar e serem beneficiados.
Nesta iniciativa, os dois oradores convidados eram o Director do laboratório da Faculdade de segurança da informação e da rede, Chen Peng, e o professor associado da Faculdade de segurança pública, Liu Yi, ambos da UPSP da China, que apresentaram os temas “Construção do policiamento inteligente baseada em megadados” e “Desenvolvimento do policiamento inteligente e prevenção e controle da segurança pública”, respectivamente. Estes fizeram uma análise profunda dos efeitos da tecnologia e dos dados no âmbito da prevenção e controle da segurança pública, bem como trocaram ideias com os outros participantes. A atmosfera do evento foi dinâmica.
Em resposta à epidemia, na palestra foram tomadas várias medidas de prevenção, foram também criados 13 postos de transmissão ao vivo nas forças e serviços de segurança para que mais funcionários pudessem assistir à palestra através da transmissão. O evento contou com a participação de cerca de 470 pessoas, entre os que participaram em presença e aqueles que assistiram à transmissão.
