參與應對“可疑人物闖入校園”演練 強化校園危機處理能力
為強化學校應對突發事件的意識和能力,警察總局聯同教育暨青年局、治安警察局、司法警察局及消防局持續於各學校進行“可疑人物闖入校園”演練。其中,本局於2020年12月參與了分別在澳門演藝學院舞蹈學校及同善堂中學進行的兩場實況演練。
上述演練模擬一名可疑人士闖入校園,學校立即啟動危機管理程序,執行“防範封鎖”措施,包括安排學生留在安全地方、對可疑人士進行勸離、致電警方求助等。演練結束後,各參與部門和學校的校園危機管理小組成員對各個環節進行檢視、分析和總結,並研擬優化方案;警察總局代表亦介紹《民防法律制度》,以加深學校對民防體系、運作機制及自身義務責任的瞭解。
在警察總局統籌下,本局將全力支援學校做好應對突發危機的工作,持續推動學校制定相關應急工作計劃和進行演練,攜手保障校園安全。

Strengthening crisis management of schools by participating in countering “Suspicious subjects intruding school campus” drill
To strengthen the awareness and capability of schools to handle emergencies, the Unitary Police Service, joined by the Education and Youth Affairs Bureau, the Public Security Police Force, the Judiciary Police and the Fire Services Bureau, continuously hosted “Suspicious subjects intruding school campus” drills in various schools. Among them, the Judiciary Police participated in two real-life drills respectively hosted in the School of Dance of Macao Conservatory and Escola Tong Sin Tong in December 2020.
The aforesaid drills simulated a suspicious subject intruding the school campus. The school immediately initiated the crisis management procedure and executed “preventive lockdown” measures, including keeping students in a safe spot, persuading the suspicious subject to leave, calling the police, etc. When the drill was completed, participating departments and members of the schools’ campus crisis management team inspected, analysed and concluded each of the segments, while exploring optimal solutions. Representatives of the Unitary Police Service also presented the “Civil Protection Legal System” to deepen the schools’ understanding in the civil protection system, operation mechanism and their own obligations and responsibilities.
Under the coordination of the Unitary Police Service, the Judiciary Police will fully support schools in preparation for crisis response, while continuously motivating schools to devise emergency action plans and host drills to ensure the safety of school campuses hand-in-hand.

Participação no exercício “Entrada de pessoas suspeitas numa escola” para melhorar a capacidade de gestão de crises nas escolas
No sentido de melhorar o entendimento e a capacidade de resposta a situações imprevistas nas escolas, os Serviços de Polícia Unitários, juntamente com a Direcção dos Serviços de Educação e Juventude, Corpo de Polícia de Segurança Pública, Polícia Judiciária e Corpo de Bombeiros realizaram em várias escolas o exercício intitulado “Entrada de pessoas suspeitas numa escola”. Em Dezembro de 2020, a PJ ensaiou em dois exercícios práticos realizados na Escola de Dança do Conservatório de Macau e na Escola Tong Sin Tong.
Foi simulado o cenário de um indivíduo suspeito que entrou na escola, tendo esta activado de imediato o procedimento de gestão de crises e tomado medidas de prevenção e isolamento, como: retirar os alunos e mantê-los em locais seguros, convencer o intruso a abandonar o local, ligar para a polícia, entre outras. Findo o exercício, todos os serviços intervenientes e os membros do grupo de gestão de crises das escolas fizeram uma revisão, análise e balanço de cada fase desse exercício, em busca de formas de aperfeiçoamento. O representante dos SPU explicou o “Regime jurídico de protecção civil”, para as escolas conhecerem melhor o sistema de protecção civil, o mecanismo de funcionamento e os próprios deveres e responsabilidades.
Com a coordenação dos SPU, a PJ vai fazer o possível para ajudar as escolas no melhoramento do trabalho de resposta a situações imprevistas de crise, vai continuar a promover a elaboração do plano de resposta e a realizar mais exercícios, garantindo em conjunto a segurança das escolas.
