網絡安全委員會舉行首次全體會議
網絡安全委員會(下稱委員會)20日上午召開成立後首次全體會議,就《網絡安全法》的最新實施情況和相關管理工作進行了討論。
會上,委員會主席、行政長官賀一誠指出,網絡安全與社會安全甚至國家安全關係密切。而《網絡安全法》的生效,首先意味着政府對網絡安全責任的開始,因此委員會的決策監督能力和統籌協調水平,既決定了網絡安全事故預警及應急中心(下稱中心)、網絡安全監管實體(下稱監管實體)和關鍵基礎設施營運者所開展的相關管理工作是否到位、是否有效,也決定了本澳網絡安全治理以至維護國家總體安全工作的整體成效,要求委員們認真履職,協助特區政府不斷提高網絡安全政策方針的科學性和前瞻性,以利中心和監管實體將政策方針具體落實,促使關鍵基礎設施營運者嚴格遵守法定的網絡安全義務,最大程度保障關乎本澳民生福祉的關鍵基礎設施的資訊網絡安全,確保相關設施的正常運作。
隨後,委員會副主席、保安司司長黃少澤匯報了《網絡安全法》生效以來的落實推進情況。而中心運作統籌方的執行代表、司法警察局電訊及資訊協調廳廳長陳思晶亦就關鍵基礎設施營運者名單的制定、網絡安全管理通用技術規範和網絡安全事故預警應急通報機制等進行了介紹。
行政長官在總結會議時強調,執行《網絡安全法》絕非表面公關,也不能流於形式,要切實讓關鍵基礎設施營運者予以重視並積極確保網絡安全,同時指示各監管實體在兩個月內擬定好今年的網絡安全管理活動計劃、理清自身權責,以便盡快開展管理工作。而中心須做好態勢感知、訊息發佈以及與委員會和監管實體的溝通工作。另外,中心與各監管實體須於半年後委員會平常會議上提交相關工作進度報告。
會後,委員會主席、行政長官賀一誠率領委員會全體成員視察設於司法警察局大樓內的網絡安全事故預警及應急中心,瞭解中心的設施和最新運作情況。
出席會議和視察活動的委員尚包括行政法務司司長張永春、經濟財政司司長李偉農、社會文化司司長歐陽瑜、運輸工務司司長羅立文、行政長官辦公室主任許麗芳、個人資料保護辦公室主任楊崇蔚、司法警察局局長薛仲明、行政公職局局長高炳坤、郵電局局長劉惠明,以及其他監管實體的最高負責人。保安範疇“智慧警務”項目跨部門工作小組副組長、警察總局局長梁文昌,以及保安司司長辦公室主任張玉英等亦列席會議。

Cybersecurity Committee holds first plenary meeting
Upon the establishment of the Cybersecurity Committee (hereinafter referred to as the Committee), its first plenary meeting was convoked on the morning of the January 20th, wherein the updates on the implementation of the Cybersecurity Law and related management work were discussed.
At the meeting, Chairman of the Committee cum Chief Executive Ho Iat Seng pointed out that cybersecurity is closely related to social security and even national security. Having come into effect, the Cybersecurity Law signifies, in the first place, the commencement of cybersecurity as the government’s responsibility. Therefore, the Committee’s ability of decision-making and supervision as well as the standard of organization and coordination determine whether the relevant management work, carried out by Cybersecurity Incident Alert and Response Centre (hereinafter referred to as the Centre), the Cybersecurity Supervisory Entities (hereinafter referred to as the Supervisory Entities) and the critical infrastructure operators, is in place and fruitful. It also determines the overall effectiveness of Macao’s cybersecurity governance and even the upholding of the entire national security work, requiring Committee members to perform their duties conscientiously and assisting the SAR government in the continuous improvement of science and foresight in the cybersecurity policy objective, so that the Centre and the Supervisory Entities can practise the policy objective concretely, urging the critical infrastructure operators to strictly adhere to the statutory cybersecurity obligations and maximizing the protection of cybersecurity information in the critical infrastructure associated with Macao residents’ livelihood and welfare, in order to ensure the normal operation of related facilities.
Subsequently, Vice Chairman of the Committee cum Secretary for Security Wong Sio Chak, reported on the implementation of the Cybersecurity Law since its effective date. Executive Representative of the Centre’s Operation cum Head of I.T. and Telecommunications Coordination Department of the Judiciary Police Chan Si Cheng also introduced the establishment of a list of critical infrastructure operators, general technical specifications for cybersecurity management and the notification mechanism for cybersecurity incident alerts and responses.
When concluding the meeting, the Chief Executive emphasized that the implementation of the Cybersecurity Law is, by no means, superficial or a mere formality. It is necessary to realistically attach importance to critical infrastructure operators and actively ensure cybersecurity, while instructing each Supervisory Entity to draw up this year’s cybersecurity management schemes within two months and clarify its own rights and responsibilities, in order to launch the management work as soon as possible. On the other hand, the Centre must be well aware of the situation, disseminate information and communicate with the Committee and Supervisory Entities. In addition, the Centre and the Supervisory Entities must submit a related work progress report at the Committee’s standing meeting six months later.
After the meeting, Chairman of the Committee cum Chief Executive Ho Iat Seng led all Committee members to inspect the Cybersecurity Incident Alert and Response Centre located in the Judiciary Police Headquarters, to learn about the Centre’s facilities and latest operating conditions.
The Committee members attending the meeting and inspection activities also included Secretary for Administration and Justice Cheong Weng Chon, Secretary for Economy and Finance Lei Wai Nong, Secretary for Social Affairs and Culture Ao Ieong Iu, Secretary for Transport and Public Works Raimundo Arrais do Rosário, Chief of Office of the Chief Executive Hoi Lai Fong, Chief of Office for Personal Data Protection Yang Chongwei, Director of the Judiciary Police Sit Chong Meng, Director of the Public Administration and Civil Service Bureau Kou Peng Kuan, Director of the Post and Telecommunications Bureau Lau Wai Meng as well as the heads of other Supervisory Entities. The vice leader of the Inter-departmental Working Group "Smart Policing" in Public Security cum Commissioner General of Macao Unitary Police Service Leong Man Cheong and Chief of Office of the Secretary for Security Cheong Ioc Ieng, etc. were also present at the meeting.

A Comissão para a Cibersegurança realizou a 1.ª reunião plenária
A Comissão para a Cibersegurança (CPC) convocou, na manhã de 20 de Janeiro, a 1.ª reunião plenária após a sua criação, onde se procedeu à discussão da situação actual relativamente à implementação da “Lei da cibersegurança” e do respectivo trabalho de gestão.
Durante a reunião, o Chefe do Executivo, também Presidente da CPC, Ho Iat Seng, referiu que a cibersegurança está estreitamente ligada à segurança pública e à segurança do Estado. A vigência da “Lei da cibersegurança” implica, acima de tudo, uma tomada de responsabilidade acerca da cibersegurança por parte do Governo. Neste sentido, tanto a capacidade de decisão e supervisão da CPC, como o seu nível de orientação e coordenação nesse âmbito, são determinantes não só para o acerto, justeza e eficácia da gestão por parte do Centro de Alerta e Resposta a Incidentes de Cibersegurança (CARIC), das entidades de supervisão da cibersegurança (entidades de supervisão) e dos operadores de infra-estruturas críticas, mas também para a boa governação da cibersegurança de Macau e a eficácia geral do trabalho relativo à defesa da segurança do Estado. O Chefe do Executivo exigiu ainda aos membros da CPC o cumprimento rigoroso das suas atribuições, assim como ajudar o Governo da RAEM para elaborar, de forma científica e presciente, medidas e políticas na vertente da cibersegurança, de modo a que o CARIC e as entidades de supervisão possam implementar de forma eficaz as medidas e políticas e exigir aos operadores públicos e privados de infra-estruturas críticas o cumprimento rigoroso dos deveres em matéria de cibersegurança legalmente estabelecidos, em prol da protecção máxima das informações das redes dos operadores de infra-estruturas críticas que lidam com o bem-estar da população, assim como garantir o funcionamento normal dessas infra-estruturas.
Em seguida, o Vice-Presidente da Comissão, também Secretário para a Segurança Wong Sio Chak, falou da situação dos progressos na concretização da “Lei da cibersegurança” desde que esta entrou em vigor. O representante efectivo da unidade responsável pela coordenação do funcionamento do CARIC, chefe do Departamento de Coordenação de Informática e Telecomunicações da PJ Chan Si Cheng, fez uma apresentação sobre a designação dos operadores de infra-estruturas críticas, as normas técnicas universais de gestão da cibersegurança e os mecanismos de alerta, comunicação e resposta dos incidentes de cibersegurança.
O Chefe do Executivo, ao fazer um resumo da reunião, frisou que a “Lei da cibersegurança” deve ser implementada de forma sólida e efectiva, sendo necessário levar os operadores das infra-estruturas críticas a dar importância e garantir dinamicamente a cibersegurança. Ao mesmo tempo, orientou as entidades de supervisão para, no espaço de dois meses, concluir os planos de actividades da gestão da cibersegurança deste ano, e clarificar as suas competências e responsabilidades, de forma a iniciar o trabalho de gestão o mais rápido possível. Quanto ao CARIC, deve fazer um bom trabalho no âmbito da consciência situacional, da divulgação de informações e da comunicação com a CPC e as entidades de supervisão. Para além disso, o CARIC e as entidades de supervisão necessitam de submeter relatórios de andamento do trabalho na reunião ordinária da CPC que se realizará após seis meses.
Após a reunião, o Presidente da CPC, Chefe do Executivo Ho Iat Seng liderou os membros todos numa visita ao CARIC, tendo assim a possibilidade de conhecer as suas instalações e o seu funcionamento.
Participaram, ainda, na reunião e na visita os membros que integram a comissão, o Secretário para a Administração e Justiça, Cheong Weng Chon, o Secretário para a Economia e Finanças, Lei Wai Nong, a Secretária para os Assuntos Sociais e Cultura, Ao Ieong U, o Secretário para os Transportes e Obras Públicas, Raimundo do Rosário, a Chefe do Gabinete do Chefe do Executivo, Hoi Lai Fong, o Coordenador do Gabinete para a Protecção de Dados Pessoais, Yang Chongwei, o Director da Polícia Judiciária, Sit Chong Meng, o Director dos Serviços de Administração e Função Pública, Kou Peng Kuan, a Directora dos Serviços de Correios e Telecomunicações, Lau Wai Meng e os responsáveis máximos de outras entidades supervisoras. O subchefe do grupo de trabalho interdepartamental de policiamento inteligente na área da segurança e também Comandante-geral dos Serviços de Polícia Unitários, Leong Man Cheong e a Chefe do Gabinete do Secretário para a Segurança, Cheong Ioc Ieng estiveram também presentes na reunião.
