涉高利貸及剝奪他人行動自由 兩內地漢被拘

2024年10月13日下午,本局接獲一名男子報稱其家人在本澳因欠下高利貸而被禁錮在新口岸區一酒店內。本局博彩罪案調查處人員隨即展開調查,成功在上述酒店內尋獲事主並當場拘捕兩名涉案內地男子。

經查,事主於10月12日凌晨在新口岸區一娛樂場內向在逃涉嫌人借取6萬港元賭博,條件為須在指定賭場內賭博、先扣起5,000港元及事主一輛汽車的車匙、每當賭局勝出時須抽取投注額兩成作利息,以及簽署借據。事主最終贏錢並即時清還欠款,賭博過程中被抽取約了4萬港元利息。至同日下午,事主以相同條件再次向在逃涉嫌人借款6萬港元賭博,過程中被抽取了約1萬港元利息。事主賭敗後由於無力償還,故被兩名涉案內地男子帶到案發酒店房間內禁錮直至其還清欠款,期間乘對方不察,伺機致電家人要求報警。

本局根據調查所得,以為賭博的高利貸罪及剝奪他人行動自由罪將兩名涉案內地男子移送檢察院偵辦,並繼續追緝其餘在逃涉案人。

Mainland duo arrested for involvement in usury and deprivation of other’s freedom of movement

On the afternoon of 13th October 2024, the Judiciary Police received a report from a man who alleged that his family member was being detained inside a hotel in ZAPE district due to his usurious debt in Macao.  Officers of the Gaming-related Crimes Division of the Judiciary Police launched investigation forthwith, and successfully found the victim inside the aforementioned hotel, with two involved mainland men arrested right at the scene.  

Investigation revealed that the victim had borrowed HKD60,000 from an involved person at large for gambling inside a casino in ZAPE district in the wee hours of October 12th, on the conditions that he must gamble inside the designated casino, HKD5,000 and the victim’s car key had to be withheld in advance, 20% of the wager of each winning game had to be withdrawn as interest, and an IOU had to be signed.  In the end, the victim won and immediately cleared his debt.  Around HKD40,000 of interest had been withdrawn during the gambling process.  It was until the afternoon of the same day, the victim borrowed HKD60,000 again from the involved person at large on the same conditions for gambling, during which around HKD10,000 of interest had been withdrawn.  When the victim gambled away all the money and was unable to repay his debt, the two involved mainland men detained him in the hotel guestroom where the incident occurred until he could clear the debt.  During the detention, and when the involved persons were unaware, the victim took the opportunity to call his family to report to the police. 

Based on investigative results, the Judiciary Police transferred the two involved mainland men to the Public Prosecutions Office with the charges of practicing gambling-related usury and deprivation of other’s freedom of movement, while continuing to pursue the remaining involved persons at large.

Na tarde de 13 de Outubro de 2024, recebemos a queixa de um homem na qual dizia que uma pessoa da sua família tinha sido sequestrada num hotel do ZAPE por ter contraído uma dívida. O pessoal da Divisão de Investigação de Crimes Relacionados com o Jogo investigou de imediato o caso e conseguiu encontrar a vítima no hotel assim como deteve, em flagrante, dois homens da RPC.

Apurou-se que na madrugada de 12 de Outubro, a vítima pediu um empréstimo de HK$ 60.000 a uns indivíduos, agora em fuga, num casino do ZAPE, com a condição de ir jogar num casino indicado, pagar previamente HK$5.000, entregar a chave do seu veículo, pagar 20% da aposta como juro em cada jogo ganho e assinar um talão de empréstimo. A vítima ganhou no jogo e saldou logo a dívida, durante o jogo foram-lhes cobrados cerca de HK$40.000 de juros. Naquela tarde, a vítima voltou a pedir um empréstimo no mesmo montante e com as mesmas condições, neste processo foram-lhes cobrados cerca de HK$10.000 como juros. Desta vez, a vítima perdeu todo o dinheiro emprestado no jogo e como não tinha meios de pagar, ficaria sequestrada no quarto do hotel por aqueles homens enquanto não conseguisse pagar a dívida, numa ocasião, aproveitando a distracção dos homens, telefonou à família para pedir ajuda.

Conforme a investigado, os detidos foram presentes ao MP acusados de usura para jogo e sequestro. A PJ continua à procura dos outros eventuais cúmplices.
