內地漢涉高利貸及剝奪他人行動自由就逮
2024年10月1日，本局接獲一名女子報稱其胞弟在本澳因欠下高利貸而被禁錮在一不知名地方。本局博彩罪案調查處人員隨即展開調查，成功在路氹城區一酒店內尋獲事主。
經查，事主於10月1日凌晨在新口岸區一娛樂場內向涉案內地男子及其同伙借取5萬港元賭博，條件為先扣起5,000港元籌碼作利息、每當賭局勝出時須抽取投注額兩成作利息，以及簽署借據。事主於賭博過程中被抽取了2.5萬港元利息，賭敗後由於無力償還，故於同日早上被帶到本澳一住宅單位禁錮直至其還清欠款。惟現場附近的其他單位於同日下午發生火警，涉案內地男子及其同伙見狀即逃離現場，其後事主在無人看管下自行離開單位。2024年10月7日，涉案內地男子經港珠澳大橋口岸入境時被截獲。
本局根據調查所得，以為賭博的高利貸罪及剝奪他人行動自由罪將涉案內地男子移送檢察院偵辦，並繼續追緝其餘在逃涉案人。
Mainland man arrested for usury and deprivation of other’s freedom of movement
On 1st October 2024, the Judiciary Police received a report from a woman who claimed that her younger brother had been locked up in an unknown place due to a usurious loan in Macao. The Gaming-related Crimes Division personnel of the Judiciary Police initiated investigation thereupon, and found the victim in a hotel in the Cotai district successfully.
Investigation revealed that the victim had borrowed HKD50,000 from the involved mainland man and his accomplices for gambling in a casino in the ZAPE area in the wee hours of October 1st, on condition that HKD5,000 of casino chips would be withheld in advance as interest, 20% of the wager be drawn as interest upon each winning game and an IOU be signed. The victim was drawn HKD25,000 of interest in the course of gambling, yet he was unable to make repayments due to his loss in gambling. As such, the victim was brought to a residential unit in Macao on the morning of the same day and detained therein until he paid off the arrears. However, a fire broke out in other units near the scene on the afternoon of the same day. Aware of the situation, the involved mainland man and his accomplices immediately fled the scene. Left unattended, the victim later exited the unit on his own. On 7th October 2024, the involved mainland man was intercepted while entering Macao via the Hong Kong-Zhuhai-Macao Bridge port.
Based on the investigative results, the Judiciary Police transferred the involved mainland man to the Public Prosecutions Office for the offences of practising usury for gambling and deprivation of other’s freedom of movement, while continuing to pursue the remaining involved individuals at large.
Homem da RPC detido por usura e sequestro
No dia 1 de Outubro de 2024, a PJ recebeu a queixa duma mulher que dizia que o seu irmão mais novo contraiu dívidas com juros elevados e estava sob sequestro num local desconhecido de Macau. Assim, o pessoal da Divisão de Investigação de Crimes Relacionados com o Jogo iniciou a investigação e conseguiu encontrar o sequestrado num hotel do Cotai.
Apurou-se que, na madrugada de 1 de Outubro, num casino da ZAPE, a vítima pediu a um homem da China continental e seu cúmplice um empréstimo de 50.000 HKD, as condições eram cobrar 5.000 HKD de fichas, antes de jogar, e 20% do montante de aposta em cada jogo ganho como juros, bem como assinar um termo de dívida. Nas apostas, foram cobrados um total de 25.000 HKD de juros, o qual acabou por perder todo o dinheiro e não conseguir pagar as dívidas, por isso, naquela manhã foi levado para um apartamento onde estaria sob sequestro até saldar todas as dívidas. Na mesma tarde, quando ocorreu um incêndio noutro apartamento vizinho, os agiotas fugiram do local e a vítima também foi embora uma vez que já não estava controlada. No dia 7 de Outubro, o homem do continente foi detido quando estava a entrar em Macau pelo posto fronteiriço da Ponte Hong Kong-Zhuhai-Macau.
De acordo com o apurado na investigação, o homem foi presente ao MP por usura ao jogo e sequestro, enquanto que a PJ continua à procura do outro suspeito em fuga.
