越南籍男子涉職務之僭越法辦
2024年6月4日，本局接獲一名菲律賓籍女子報案，指在本澳中區一住宅單位內理髮時遭一名越南籍男子性騷擾，調查期間事主聲稱曾發現涉案越南籍男子在上述單位內為他人注射針劑。由於有人涉嫌觸犯職務之僭越罪，故本局開立專案並展開調查。
9月4日，本局經濟罪案調查處聯同衛生局及藥物監督管理局採取行動，於涉案單位內截獲涉案越南籍男子，並搜出逾200枝未使用的針筒，以及約84劑美白針和水光針，當中約15劑已開封使用。經衛生局人員檢查後，證實上述針劑為非本澳註冊醫療用品，未經批准不得在本澳使用。
經查，本局人員發現涉案越南籍男子並無任何專業資格，其網購涉案針劑後由越南寄到本澳，自2024年2月至今在涉案單位內為大約10名客人注射。此外，涉案越南籍男子因逾期留澳，以及案中有人涉嫌觸犯收容罪，已交由本局相關部門繼續調查。
本局根據調查所得，以職務之僭越罪將涉案越南籍男子移送檢察院偵辦。
Vietnamese man brought to justice for usurpation of duty
On 4th June 2024, a Filipina reported to the Judiciary Police that she had been sexually harassed by a Vietnamese man while getting a haircut in a residential unit in Central District, Macao. During investigation, the victim claimed that the involved Vietnamese man was found giving injections to others in the above-mentioned unit. Due to an alleged crime of usurpation of duty, the Judiciary Police initiated an enquiry case and launched an investigation.
On September 4th, the Economic Crimes Division of the Judiciary Police, together with the Health Bureau and the Pharmaceutical Administration Bureau, took action and intercepted the involved Vietnamese man in the involved unit where over 200 unused syringes, and around 84 doses of whitening and hydro-glow injections were found, among which around 15 doses had been unsealed for use. After inspection by Health Bureau personnel, it was confirmed that the above-mentioned doses were non-registered medical supplies in Macao, which were not to be used in Macao without approval.
After investigation, officers of this Judiciary Police found that the involved Vietnamese man did not have any professional qualification. He purchased the involved doses online which were subsequently sent from Vietnam to Macao. From February 2024, he had given injections to around 10 customers so far in the involved unit. In addition, the involved Vietnamese man was overstaying in Macao while someone in the case was suspected of the crime of providing shelter. This case was thus referred to the relevant department of the Judiciary Police for follow-up investigation.
Based on investigative findings, the Judiciary Police transferred the involved Vietnamese man to the Public Prosecutions Office with the charge of usurpation of duty.

Em 4 de Junho de 2024, a PJ recebeu uma denúncia feita por uma mulher filipina, na qual disse que quando estava a arranjar o cabelo, num apartamento da zona central, foi vítima de “Importunação sexual” cometida por um vietnamita. A vítima disse ainda que descobriu que o homem fazia injecções de substâncias no referido apartamento. Como havia um suspeito da prática do crime de “importunação sexual”, abriu-se um inquérito para iniciar a investigação.
No dia 4 de Setembro, a Divisão de Investigação de Crimes Económicos, em colaboração com os Serviços de Saúde e Instituto para a Supervisão e Administração Farmacêutica, entrou em acção e deteve um vietnamita naquele apartamento. Nele foram apreendidas mais de 200 seringas não usadas e cerca de 84 ampolhetas para injecções cosmésticas, das quais 15 tinham sido usadas. Após verificação do pessoal dos Serviços de Saúde, confirmou-se que as injecções são produtos médicos não registados em Macau, portanto o seu uso não é autorizado.
Na investigação, apurou-se que o vietnamita não tem habilitação profissional, ele comprou os produtos online, no Vietname, e que, desde Fevereiro de 2024, no mesmo apartamento, cerca de 10 clientes receberam essas injecções. Para além disso, o detido tinha o prazo de permanência expirado e alguém, neste caso, cometeu o crime de acolhimento, este crime foi enviado ao serviço competente para investigação.
Conforme o que foi apurado, o vietnamita foi presente ao MP acusado de usurpação de funções.
