四內地漢涉高利貸就逮
2024年9月2日，本局博彩罪案調查處人員到路氹城區一娛樂場貴賓會進行反罪惡巡查，期間發現場內一賭枱上的五名男子神色有異，懷疑當中四名男子正在對一名男事主實施高利貸犯罪活動，故上前進行截查。
案情顯示，內地男事主於當日向其中一名涉案內地男子借貸100萬港元賭博，條件為賭博過程中所得碼佣歸上述涉案內地男子所有，以及每當賭局勝出時事主須給予上述涉案內地男子若干籌碼作為利益。賭博過程中，事主已給予對方10萬港元。
調查期間，本局人員檢獲事主借貸餘款51.2萬港元籌碼，並在四名涉案內地男子所坐位置及身上搜獲懷疑犯罪所得共120.65萬港元籌碼及4.69萬港元現金。
本局根據調查所得，以為賭博之高利貸罪將四名涉案內地男子移送檢察院偵辦。
Four mainland men nabbed for involvement in usury
On 2nd September 2024, personnel of the Gaming-related Crimes Division of the Judiciary Police conducted an anti-crime patrol at a junket club of a casino in the Cotai district. During the course, they found 5 men looking perturbed at a gaming table inside the casino, and suspected that 4 of them were committing the offence of usury against the male victim, thus went over to intercept them.
Case details indicated that, the male mainland victim had borrowed HKD1 million from one of the involved mainland men for gambling on that day, on conditions that commissions on chips earned during gambling would be given to the aforesaid involved man. In addition, whenever a bet was won, the victim had to give a certain number of chips to the aforesaid involved mainland man as an interest. During the course of gambling, the victim had already given HKD100,000 to the other party.
During investigation, personnel of the Judiciary Police seized the remaining loan amount of HKD512,000 of chips from the victim. Besides, a total of HKD1.2065 million in chips and HKD46,900 in cash, suspected to be proceeds of crime, were seized from the 4 involved mainland men’s seats and in their possession.
Based on investigative findings, the Judiciary Police transferred the 4 involved mainland men to the Public Prosecutions Office for the offence of practising usury for gambling.
Detidos quatro homens da China continental por usura
No dia 2 de Setembro de 2024, o pessoal da Divisão de Investigação de Crimes Relacionados com o Jogo efectuou uma rusga numa sala VIP de um casino do Cotai, naquela altura descobriu que cinco homens numa mesa de jogo tinham um comportamento duvidoso, suspeitou assim que quatro dos homens estavam a praticar usura para com o quinto homem, por isso deteve-os.
A investigação revelou que a vítima, da China continental, pediu 1 milhão de HKD emprestados a um dos homens para jogar naquele dia, com as condições de que as comissões resultantes da conversão de fichas durante o jogo pertenceriam ao referido homem, do continente, e que a vítima tinha de dar algumas fichas ao homem como favor nas jogadas ganhas. Durante o jogo, a vítima deu 100.000 HKD.
Na investigação, o nosso pessoal apreendeu o dinheiro remanescente do empréstimo da vítima de 512.000 HKD em fichas, 1.206 milhões de HKD em fichas e 46.900 HKD em numerário, que supostamente eram resultantes do crime, no local onde os detidos estavam sentados e na sua posse.
Conforme o que foi apurado na investigação, os quatro detidos foram presentes ao Ministério Público por usura para jogo.
