司警局再破獲防漏工程騙案 兩內地漢被捕
2024年7月18日下午，本局接獲一名本澳居民報稱被人藉防漏工程進行詐騙。案情顯示，事主於7月11日透過網上社交平台覓得一間自稱專業防水公司為其進行工程，兩名人員於18日上門檢查後稱防水漿每磅約580澳門元，然而工程完畢後，對方指已灌入約54磅防水漿，索價3.1萬澳門元，事主即場全數支付。其後事主獲悉其情況與其他防漏工程騙案相同，懷疑遇騙故報警求助。
本局經濟罪案調查處接報後立即展開調查，成功鎖定作案人身份，於7月19日早上在中區一酒店內拘捕兩名涉案內地男子，起出作案工具及6萬澳門元騙款。
經查，本局人員發現兩名涉案內地男子受僱於防漏工程詐騙集團，針對本澳居民不熟悉相關工程，以低廉價格及免鑿牆作招徠，待完成工程後再開出極高費用進行詐騙。此外，本局人員發現兩名涉案內地男子亦涉嫌以同樣手法，於7月18日詐騙另一名本澳居民29,500澳門元。上述兩名事主均表示有關工程無法達到有效的防漏作用。
本局以犯罪集團罪及詐騙（巨額）罪將兩名涉案內地男子移送檢察院偵辦。
Judiciary Police busted another fraud case of seepage prevention works, with two mainland men arrested
On the afternoon of 18th July 2024, the Judiciary Police received a report from a Macao resident, alleging that he had been defrauded by someone on the pretext of seepage prevention works. Case details revealed that on July 11th, the victim found a self-claimed professional waterproofing company via online social platform to conduct works for him. Having conducted on-site inspection on July 18th, the two personnel claimed that the waterproof slurry cost approximately MOP580 per pound. However, upon completion of the works, the two personnel stated that around 54 pounds of waterproof slurry had been poured in and demanded for MOP31,000. The victim made the full payment on the spot. Afterwards, the victim realised that the situation was the same as that of other fraud cases involving seepage prevention works, hence suspected that he had been defrauded and reported to the police for assistance.
Upon receiving the report, the Economic Crimes Division of the Judiciary Police immediately initiated investigation and identified the perpetrators successfully. On the morning of July 19th, the two involved mainland men were arrested in a hotel in the Central district, with tools for perpetration and MOP60,000 of fraudulent proceeds seized.
After investigation, the Judiciary Police found that the two involved mainland men had been recruited by a fraud syndicate of seepage prevention works. Targeting at local residents who were unfamiliar with the relevant works, they touted for business by offering works with a low price and no wall-drilling, and subsequently demanded an exorbitant fee to commit a fraud upon completion of the works. In addition, the Judiciary Police personnel found that the two involved mainland men were also suspected of defrauding another Macao resident of MOP29,500 on July 18th with the same trick. The abovementioned two victims both stated that the relevant works could not effectively prevent seepage.
The Judiciary Police transferred the two involved mainland men to the Public Prosecutions Office for the offences of criminal syndicate and fraud (massive amount).
Resolvido outro caso de burla relativa a obras de impermeabilização e detidos dois homens da China continental
Na tarde de 18 de Julho de 2024, a PJ recebeu a denúncia de um residente que disse que tinha sido burlado por alguém através de obras de impermeabilização. O caso revelou que, no dia 11 de Julho, a vítima tinha procurado, nas redes sociais, uma companhia que alegava prestar serviços profissionais para resolver problemas de infiltração para efectuar os trabalhos. No dia 18, dois trabalhadores da companhia foram a sua casa para inspeccionar e disseram que cada libra de impermeabilizante custava cerca de 580 patacas, no entanto, após concluída a obra, disseram que tinham injectado cerca de 54 libras de impermeabilizante e exigiram o pagamento de 31.000 patacas, que foi pago na totalidade pela vítima. Mais tarde, a vítima soube que a sua situação era idêntica a de outras burlas deste tipo e suspeitou ter sido burlado, pelo que fez a queixa.
Após recebida a denúncia, a Divisão de Investigação de Crimes Económicos iniciou de imediato a investigação, identificou rapidamente os suspeitos e deteve os dois indivíduos, da China continental, num hotel da zona central, na manhã de 19 de Julho, foram apreendidas ferramentas usadas para a prática do crime e 60.000 patacas, supostamente dinheiro burlado.
Na investigação, o nosso pessoal descobriu que os dois detidos foram contratados por uma rede de burla que tinha como alvo residentes de Macau que não estavam familiarizados com essas obras, e que atraía os clientes oferecendo preços baixos e afirmava não haver necessidade de partir a parede, mas que exigia um preço muito maior após a conclusão da obra, este era o esquema da burla. Além disso, o nosso pessoal descobriu que os dois homens eram também suspeitos de terem burlado um outro residente em 29.500 patacas, no dia 18 de Julho, com o mesmo modus operandi. Ambos as vítimas disseram que as obras não foram eficazes na prevenção de infiltração de água.
Os dois detidos foram presentes ao Ministério Público por crimes de associação criminosa e burla (valor elevado).
