涉防漏工程詐騙 三男子被拘
2024年7月17日下午，本局接獲一名本澳居民報稱被人藉防漏工程進行詐騙。案情顯示，事主於7月16日透過網上社交平台覓得一間自稱專業防水公司為其進行工程，兩名人員上門檢查後稱防水漿每磅約800澳門元，預計工程費用為數千澳門元，然而工程完畢後，對方指已灌入約30磅防水漿，索價2.4萬澳門元，經議價後事主支付1.6萬澳門元。其後事主瀏覽本局就同類騙案發出的警情通告時發現遇騙，故報警求助。
本局經濟罪案調查處接報後立即展開調查，成功鎖定作案人身份，於同日深夜在中區一酒店內拘捕兩名涉案內地男子及起出作案工具，並在翌日傍晚於涉案本澳男子住所內將其緝獲。
經查，本局人員發現兩名涉案內地男子透過不知名人士在網上社交平台發佈防漏工程廣告，並以涉案本澳男子在本澳註冊的一間建築工程公司名義增加可信性，針對本澳居民不熟悉相關工程，以低廉價格及免鑿牆作招徠，待完成工程後再開出極高費用進行詐騙。此外，本局人員發現兩名涉案內地男子亦涉嫌以同樣手法，於7月13日及16日詐騙另外三名本澳居民合共6.6萬澳門元。上述四名事主均表示有關工程無法達到有效的防漏作用，而上述詐騙集團作案所得最少達8.2萬澳門元。
本局以犯罪集團罪及詐騙（巨額）罪將兩名涉案內地男子移送檢察院偵辦，而涉案本澳男子除上述兩罪外，亦涉及僱用罪，一併送交檢察院處理。
Three men arrested for fraud involving seepage prevention works
On the afternoon of 17th July 2024, the Judiciary Police received a report from a Macao resident, alleging that he had been defrauded by someone on the pretext of seepage prevention works. Case details revealed that on July 16th, the victim found a self-claimed professional waterproofing company via online social platform to conduct works for him. Having conducted on-site inspection, the two personnel claimed that the waterproof slurry cost approximately MOP800 per pound and the estimated cost of the works would be several thousand patacas. However, upon completion of the works, the two personnel stated that 30 pounds of waterproof slurry had been poured in and demanded for MOP24,000. The victim eventually paid MOP16,000 after negotiation. The victim realised that he had been defrauded when he browsed through the police information circular issued by the Judiciary Police on fraud cases of similar type, hence reported to the police for assistance.
Upon receiving the report, the Economic Crimes Division personnel of the Judiciary Police immediately initiated investigation and identified the perpetrators successfully. Late at night on the same day, the Judiciary Police apprehended the two involved mainland men in a hotel in the Central district, with tools for perpetration seized. The involved local man was arrested in his residence on the evening of the following day.
After investigation, the Judiciary Police found that the two involved mainland men posted advertisements for seepage prevention works on online social platforms through unknown persons, and used the name of a construction engineering company registered by the involved local man in Macao to enhance the credibility of the advertisements. Targeting at local residents who were unfamiliar with the relevant works, they touted for business by offering works with a low price and no wall-drilling, and subsequently demanded an exorbitant fee to commit a fraud after completion of the works. In addition, the Judiciary Police found that the two involved mainland men were suspected of defrauding three other Macao residents of a total of MOP66,000 on July 13th and 16th with the same trick. All the abovementioned four victims stated that the relevant works could not effectively prevent seepage, and the aforesaid fraud syndicate had obtained at least MOP82,000 of illicit proceeds.
The Judiciary Police transferred the two involved mainland men to the Public Prosecutions Office for the offences of criminal syndicate and fraud (massive amount), while the involved Macao man was also transferred to the Public Prosecutions Office for the offence of hiring in addition to the abovementioned two offences.

Na tarde de 17 de Julho de 2024, a PJ recebeu uma queixa de um residente de Macau, dizendo que tinha sido burlado em obras de reparação de infiltração de água. Segundo o apurado, em 16 de Julho a vítima procurou, nas redes sociais, uma companhia que alegava prestar serviços profissionais de reparação de infiltração de água, dois homens vieram examinar a casa e disseram que os impermeabilizantes custavam 800 patacas por libra, e calcularam que a obra iría custar alguns milhares de patacas. Quando a obra acabou, os dois afirmaram ter utilizado 30 libras de impermeabilizantes e pediram 24.000 patacas, depois da negociação o preço ficou por 16.000 patacas. Posteriormente a vítima visitou a página electrónica da PJ e viu na coluna de informações policiais que existem esses casos de burla pelo que fez queixa à PJ.
Uma vez recebida a queixa, a Divisão de Investigação de Crimes Económicos iniciou a investigação e conseguiu identificar os dois suspeitos, na mesma noite, detiveram-nos num hotel do centro da cidade e foram apreendidos as ferramentas usadas na burla. O terceiro suspeito, de Macau, foi detido ao anoitecer do dia seguinte no seu apartamento.
Conforme a investigação, o nosso pessoal verificou que os dois detidos, do continente, publicaram anúncios sobre obras para infiltração de água nas redes sociais através de um desconhecido e utilizaram o nome de uma empresa, de um outro indivíduo, de engenharia de construção, registada em Macau, para aumentar a credibilidade, pelo facto de que as pessoas geralmente não conhecem bem as obras de impermeabilização, ofereciam preços baixos e diziam não haver necessidade de partir as paredes, tudo isso para atrair clientes, depois, uma vez acabada a obra, cobravam preços muito altos, sendo esta a burla. Para além disso, o nosso pessoal verificou que os dois detidos actuaram da mesma forma, em 13 e 16 de Julho burlando outros 3 residentes num total de 66.000 patacas. As quatro vítimas acima referidas afirmaram que as obras feitas não foram eficazes para impermeabilizar as paredes, o dinheiro total conseguido com essas burlas foi pelo menos 82.000 patacas.
Os dois detidos, do continente, foram presentes ao MP por associação criminosa e burla de valor elevado, e o homem de Macau, para além daqueles crimes, foi também acusado de emprego ilegal.
