偵破高利貸案拘一越南籍男子
2024年1月30日,本局接獲一名本澳女事主報案,其聲稱於2023年中向一名越南籍男子借取5萬澳門元高利貸,每月需支付5,000至7,000澳門元利息,直至有能力一次過還清本金為止,期間事主需簽署借據及被扣起澳門特區護照作為抵押。事主至今已償還約5萬澳門元利息,但仍被對方指欠款5萬澳門元本金,由於無力償還,故報警求助。
經調查後,本局有組織罪案調查處成功鎖定涉案越南籍男子身份,於4月23日將其截獲,並在其住所搜獲一本數簿、三張銀行卡、18本護照(17本越南護照和一本為事主的澳門特區護照)及24張借款人簽署之借據。
本局根據搜獲的17本越南護照的持有人資料,成功聯絡第二名事主協助調查,第二名事主報稱於今年4月初向涉案越南籍男子借款1萬澳門元,每月需支付1,500元利息。經調查發現,涉案越南籍男子從2023年開始至今,曾多次借款予他人並收取借款額的10%作利息,並要求借款人簽署借據及交出旅遊證件作抵押。
基於有強烈跡象顯示涉案越南籍男子觸犯暴利罪及不當扣留證件罪,本局對其作出非現行犯之拘留,並將其移送檢察院偵辦。同時,本局繼續聯絡其他涉案事主以跟進調查案件。
Usury case cracked with one Vietnamese man arrested
The Judiciary Police received a complaint from a local female victim on 30th January 2024 claiming that she had borrowed a usurious loan of MOP50,000 from a Vietnamese man in mid-2023, paying a monthly interest ranging from MOP5,000 to 7,000 until she could settle the principal in one-off. During that time, the victim had to sign an IOU and her Macao SAR passport was detained as collateral. Up to the present, the victim had already repaid around MOP50,000 of interest but the involved man still insisted that the principal of MOP50,000 had not been settled. Unable to repay her debt, the victim reported to the police for help.
Subsequent to investigation, the Organized Crime Division of the Judiciary Police successfully identified the involved Vietnamese man, and intercepted him on April 23rd. A ledger, 3 bank cards, 18 passports (including 17 Vietnamese passports and 1 Macao SAR passport belonged to the victim) and 24 IOUs signed by the debtors, were seized inside the involved man’s residence.
According to the information of the holders of the 17 seized Vietnamese passports, the Judiciary Police successfully contacted the second victim to assist in the investigation. The second victim claimed that he had borrowed MOP10,000 from the involved Vietnamese man in early April 2024, paying a monthly interest of $1,500. Investigation revealed that the involved Vietnamese man had been lending money to other people for multiple times since 2023 to the present, receiving 10% of the borrowed amount as interest while demanding the debtors to sign IOUs and surrender their travel documents as collateral.
Based on the strong signs that the involved Vietnamese man had violated the offences of profiteering and inappropriate detention of identification documents, the Judiciary Police detained him as a non-flagrante delicto, and transferred him to the Public Prosecutions Office for investigation. Meanwhile, the Judiciary Police continues to contact the other involved victims so as to follow up on the investigation of the case.

No dia 30 de Janeiro de 2024, recebemos a queixa de uma residente, na qual dizia que em 2023 pediu um empréstimo de 50.000 patacas a um vietnamita e mensalmente, tinha que pagar como juros 5 a 7.000 patacas, até conseguir devolver o dinheiro que pediu emprestado na sua totalidade. Além disso, teve que assinar uma declaração de dívida e entregar o passaporte da RAEM como garantia. Até ao dia em que fez queixa, já tinha devolvido cerca de 50.000 patacas de juros, contudo, o suspeito considera que a mesma ainda lhe deve 50.000 patacas do montante de empréstimo. Sem condições de pagar, a vítima recorreu à polícia.
A Divisão de Investigação e Combate ao Banditismo da PJ identificou o suspeito, que foi detido no dia 23 de Abril. Na residência do homem foram encontrados um livro de contas, três cartões bancários, 18 passaportes (entre os quais 17 passaportes vietnamitas e o passaporte da RAEM da vítima) e 24 declarações de dívidas assinadas.
Através dos dados dos titulares dos 17 passaportes vietnamitas, conseguimos entrar em contacto com uma outra vítima, que colaborou na investigação. A segunda vítima alegou que em inícios de Abril deste ano, pediu um empréstimo de 10.000 patacas ao detido e, mensalmente, tinha que pagar 1.500 patacas como juros. Apuramos que o detido, desde 2023, tem concedido empréstimo a várias pessoas, e que, para além de estabelecer juros em 10%, exige aos devedores a assinatura de uma declaração de dívida e a entrega de documentos de viagem como garantia.
Existem fortes indícios de que o detido cometeu o crime de usura e retenção indevida de documento, assim foi presente ao MP. A PJ continua a tentar contactar as restantes vítimas e a investigar o caso.
