司警局偵破高利貸及禁錮案 拘兩內地漢
2024年4月23日,本局接獲治安警察局轉交一宗發生在路氹城區一酒店的高利貸及禁錮案件。
本局博彩罪案調查處跟進調查。案情顯示,事主於4月22日凌晨向一名涉案內地男子及在逃涉案人借款20萬港元賭博,條件為每當賭局勝出時抽取投注額兩成作利息、簽署借據,以及交出證件作抵押。事主同意後被帶到涉案娛樂場賭博,期間被抽取約9萬港元利息,最終事主賭敗並於當日上午被帶到酒店房間禁錮及迫令還款,同日晚上另一名涉案內地男子到場參與禁錮及討債。翌日中午,兩名涉案內地男子帶同事主到酒店大堂續租房間,事主趁機向在場治安警員求助。
本局人員調查期間,兩名涉案內地男子拒絕配合本局依法調查所需之必要措施。
本局根據調查所得,以為賭博的高利貸、文件之索取或接受、剝奪他人行動自由及違令等三罪,將兩名涉案內地男子移送檢察院偵辦,並繼續追緝其餘涉案人士。
Case of usury and false imprisonment cracked with two mainland men arrested
On 23rd April 2024, the Public Security Police Force referred a case of usury and false imprisonment, which took place in a hotel in the Cotai district, to the Judiciary Police.
The Gaming-related Crimes Division of the Judiciary Police followed up on the investigation. Case details indicated that in the wee hours of April 22nd, the victim had borrowed HKD 200,000 from one involved mainland man and the absconding involved person for gambling on condition that 20% of the wager had to be withdrawn as interest upon each winning game, signing an IOU and surrendering his identity document as a collateral. After agreeing to the conditions, the victim was taken to the involved casino to gamble, with approximately HKD 90,000 withdrawn as interest in the course of gambling. The victim eventually gambled away the money and was taken to a hotel room for confinement that morning, while being coerced to repay the debt. On the night of the same day, another involved mainland man arrived at the scene to take part in the false imprisonment and dunning. By noon of the next day, two involved mainland men brought along the victim to the lobby of the hotel to extend the rental of the room, and the victim took the chance to seek help from the Public Security Police Force constable at the scene.
During the course of the investigation by the personnel of the Judiciary Police, the two involved mainland men refused to cooperate with the measures required by the investigation in accordance with the law.
Based on the investigative findings, the Judiciary Police transferred the two involved mainland men to the Public Prosecutions Office for offences such as practising usury for gambling, extortion or acceptance of documents, deprivation of other's freedom of movement and violation of order, while continuing to pursue the remaining involved persons.

No dia 23 de Abril de 2024, a PJ recebeu um caso de agiotagem e sequestro, ocorrido num hotel da zona de COTAI, transferido pelo CPSP.
A Divisão de Investigação de Crimes Relacionados com o Jogo encarregou-se da investigação. Conforme o apurado, na madrugada do dia 22 de Abril, a vítima pediu um empréstimo de 200.000 HKD para jogar a um homem do continente, um dos suspeitos deste caso, que ainda se encontra em fuga. Como condição do empréstimo, a vítima tinha que pagar 20% do valor das apostas em cada jogo ganho como juros, assinar uma declaração de dívida e entregar o seu documento de identidade como garantia. A vítima aceitou as condições e foi levada ao casino em causa e durante o jogo foram-lhe cobrados cerca de 90.000 HKD como juros. A vítima acabou por perder o dinheiro no jogo e, na mesma manhã, foi levado ao quarto de um hotel, onde foi sequestrado e intimado a pagar as dívidas. Naquela noite, chegou outro homem do continente no quarto, que fazia parte do sequestro e da cobrança das dívidas. Ao meio-dia seguinte, os dois homens levaram a vítima para o átrio do hotel para prolongar a estadia no quarto e a vítima aproveitou da ocasião para pedir ajuda ao agente do CPSP que se encontrava no local.
Os dois suspeitos recusaram-se a colaborar na investigação.
Com base nos resultados obtidos, os dois detidos foram presentes ao MP pelos crimes de agiotagem ligada ao jogo, exigência ou aceitação de documentos e sequestro. A PJ continua a procurar outros envolvidos em fuga.
