三名本澳男女涉電腦詐騙、清洗黑錢及犯罪集團罪被拘
本局於2023年12月19日接獲一本澳銀行及一海外信用卡發卡組織檢舉,報稱發現至少71名海外客戶的信用卡在本澳多間商戶進行共110筆涉及詐騙的虛假交易,導致海外發卡組織損失5,936,962澳門元。
本局資訊罪案調查處展開深入調查,查悉涉案信用卡被綁定移動支付程式,於短時間內在本澳多間汽車、美容及工程公司進行交易,經分析資金流向,鎖定相關公司的負責人涉案,當中三間商戶的登記人為首名涉案本澳男子,另有一間公司由次名涉案本澳男子登記,調查結果顯示上述兩名涉案本澳男子與一名涉案本澳女子存在緊密關係。
本局人員於2024年3月20日上午採取行動,於本澳和氹仔多處拘捕上述三名涉案本澳男女,以及將涉案店舖的七名員工帶返本局助查,並在涉案本澳男女身上、多間住宅及商舖內共搜獲3部POS機、7部電腦、1部打印機、3部手提電話、不同幣種折合24萬澳門元的現金、1個名牌手袋、1枚名錶、10張屬於他人的信用卡、支票及收據數簿等。此外,本局人員於行動期間在其中一個涉案單位內發現1,500多條走私香煙,已即時通知澳門海關跟進。
綜合本局調查所得,有強烈跡象顯示本案三名涉案人以非法途徑取得大量信用卡資料,再綁定移動支付程式並在所經營的店舖內作虛假交易,從而騙取發卡組織至少440多萬澳門元。本局以電腦詐騙(相當巨額)、清洗黑錢及犯罪集團罪將三名涉案本澳男女移送檢察院偵辦,並繼續追查其他涉案商舖及在逃作案人。
Three Macao individuals nabbed for involvement in offences of computer fraud, money laundering and criminal syndicate
On 19th December 2023, the Judiciary Police received complaints from a Macao bank and an overseas credit card issuing organisation, reporting that, credit cards of at least 71 overseas customers had been misappropriated for a total of 110 sham transactions involving fraud at various merchants in Macao, resulting in a loss of MOP5,936,962 to the overseas credit card issuing organisation.
The IT Crimes Division of the Judiciary Police launched an in-depth investigation. It was learnt from investigation that, the involved credit cards had been linked with mobile payment applications (apps). Transactions were conducted at several vehicle, beauty and engineering companies in Macao within a short period of time. Having analysed the flow of funds, the persons in charge of the relevant companies were identified to be involved in the case. The registrant of three of the merchants was the first involved Macao man, whilst another company was registered by the second involved Macao man. Results of the investigation showed that, the two abovementioned involved Macao men had a close relationship with the involved Macao woman.
On the morning of 20th March 2024, personnel of the Judiciary Police took action and arrested the aforesaid three involved Macao individuals at various places in Macao and Taipa. In addition, 7 staff members of the involved shops were brought back to the Judiciary Police to assist in the investigation. Besides, a total of 3 POS machines, 7 computers, a printer, 3 mobile phones, different currencies in cash (equivalent to MOP240,000), a designer handbag, a branded watch, 10 credit cards belonging to other people, cheques, receipt books and whatnots were seized from the involved Macao individuals, as well as inside various apartments and shops. Furthermore, during the operation, more than 1,500 cartons of smuggled cigarettes were uncovered inside one of the involved apartments by the personnel of the Judiciary Police, which was instantly notified to Macao Customs Service for follow-up.
Based on the integrated investigative findings, there were strong indications showing that, the three involved individuals of this case had obtained a large amount of credit card information through illegal means, then linked the information with the mobile payment apps and conducted sham transactions inside the shops they operated, thereby defrauding the card issuing organisation of at least over MOP4.4 million. The Judiciary Police transferred the three involved individuals to the Public Prosecutions Office for the offences of computer fraud (considerably huge amount), money laundering and criminal syndicate, while continuing to pursue other involved shops and perpetrators at large.

Recebemos a 19 de Dezembro de 2023 as queixas de um banco local e de uma organização de emissão de cartões de crédito estrangeira, ambas diziam que os cartões de crédito de pelo menos 71 clientes estrangeiros tinham efectuado 110 trasacções falsas com burlas em várias lojas de Macau, o que causou um prejuízo de 5.936.962 de patacas para aquela organização.
A Divisão de Investigação de Crimes Informáticos iniciou a investigação aprofundada e apurou que os cartões de crédito tinham sido vinculados a uma aplicação de pagamento móvel e fizeram, em pouco tempo, transacções em várias empresas de automóveis, de beleza e de engenharia. Após a análise do fluxo do capitais, foram identificados os responsáveis das respectivas empresas e a pessoa a quem o registo de três daquelas empresas respeita é o primeiro envolvido, enquanto a outra empresa é o segundo envolvido. Conforme apurado, aqueles dois homens têm uma relação próxima com uma mulher local.
Os nossos agentes entraram em acção na manhã de 20 de Março de 2024 e detiveram os três suspeitos em vários locais da península e Taipa, por outro lado, os sete empregados daquelas lojas foram levadas para as nossas instalações e foram encontrados, na posse, em vários apartamentos e lojas, dos três detidos três máquinas POS, sete computadores, uma impressora, três telemóveis e diferentes moedas, em numerário, equivalentes a 240.000 patacas, uma mala de luxo, um relógio de luxo, 10 cartões de crédito alheios, cheques, blocos de recibos e cadernos para contabilidade. Para além disso, foram encontrados, num dos apartamentos, mais de 1.500 pacotes de cigarros de contrabando, o facto foi comunicado de imediato aos Serviços de Alfândega.
De acordo com as provas obtidas, há fortes indícios que mostram que os três detidos obtiveram, ilegalmente, muitos dados de cartões de crédito, por conseguinte vincularam a aplicação de pagamento móvel e efectuaram transacções falsas nas lojas onde operam para burlar mais de 4.400.000 de patacas a organização emissora de cartões de crédito. Os detidos foram presentes ao MP por burla informática (valor consideravelmente elevado), branqueamento de capitais e associação criminosa. A PJ continua à procura de eventuais lojas e cúmplices em fuga.
