內地漢涉高利貸、文件的索取或接受罪被拘
2024年3月16日,本局接獲治安警察局通知,一名內地男事主報稱曾借取高利貸而遭要求支付不合理利息。
本局博彩罪案調查處展開調查,查悉男事主於2024年3月16日向一名涉案內地男子借取共25,000港元賭博,條件為還款25,000元人民幣,另須交出身份證明文件作抵押,以及賭勝給予500至1,000港元作打賞。事主最終輸光借款並未能及時還款,涉案男子則要求事主每天須額外支付2,500元人民幣作為利息,事主認為不合理,遂向娛樂場門外的治安警員報案求助。
本局根據調查所得,以為賭博的高利貸、文件的索取或接受罪將涉案男子移送檢察院偵辦。
Mainland man nabbed for involvement in offences of usury as well as extortion or acceptance of documents
On 16th March 2024, the Judiciary Police was notified by the Public Security Police Force that a mainland male victim had reported of being demanded to pay an unreasonable interest when borrowing a usury loan.
Gaming-related Crimes Division of the Judiciary Police launched an investigation. It was learnt from investigation that, on 16th March 2024, on the conditions of repaying RMB25,000, surrendering his identity document as collateral, as well as giving a reward ranging from HKD500 to HKD1,000 upon winning, the male victim borrowed HKD25,000 in total from the involved mainland man for gambling. Eventually, the victim lost all the money he had borrowed and failed to repay the money timely. The involved man then demanded the victim to pay an additional RMB2,500 as an interest daily. The victim found it to be unreasonable, and reported the case forthwith to a Public Security Police Force constable stationed outside the casino.
Based on investigative findings, the Judiciary Police transferred the involved man to the Public Prosecutions Office for the offences of usury for gambling, as well as extortion or acceptance of documents.
Homem do continente detido por usura e exigência ou aceitação de documentos
No dia 16 de Março de 2024, o CPSP informou à PJ de que um homem da China continental tinha apresentado uma queixa, dizendo que pediu dinheiro emprestado a um agiota e que depois lhe foi exigido pagar juros altíssimos.
A Divisão de Investigação de Crimes Relacionados com o Jogo desenvolveu uma investigação, apurando que naquele dia o queixoso pediu a outro homem do continente um empréstimo de 25.000 HKD, enquanto as condições eram liquidar a dívida em 25.000 RMB. Teria de dar gorjetas no valor de 500 a 1.000 HKD em cada aposta ganha e também lhe foi retido o documento de identificação, para garantia. O queixoso acabou por perder o dinheiro emprestado e não conseguiu saldar as dívidas pontualmente. Como consequência, o agiota exigiu-lhe um extra pagamento diário de 2.500 RMB como juros, o que o queixoso achou irrazoável e por isso, pediu ajuda ao agente do CPSP que estava na porta do casino.
Conforme o apurado, o suspeito foi presente ao MP por usura para jogo e exigência ou aceitação de documentos.
