六內地漢涉高利貸、禁錮、傷人及不法錄製法辦
兩名內地男子於2024年3月12日先後透過家人及朋友致電本局報案,表示因欠下賭債而被禁錮在本澳不知名地點。本局博彩罪案調查處人員經調查後掩至其中一名事主被禁錮的大廈,於大廈外截獲疑似把風的兩名涉案內地男子,其後成功進入涉案單位救出兩名事主並拘捕另外四名涉案內地男子,檢獲空白借據、一枚紅色印台,以及在其中一名涉案內地男子的手提電話內發現其中一名事主被拍攝的片段。
經查,兩名事主於早前各自向其中四名涉案內地男子及在逃涉案人借取50,000港元賭博,條件為每當賭局勝出時須被抽取投注額兩成作為利息,以及簽署借據。賭博期間兩名事主分別被抽取40,000港元及30,000港元利息,最終兩名事主賭敗,由於無力償還,即被四名涉案內地男子帶到涉案單位禁錮。四名涉案內地男子於實施禁錮期間毆打其中一名事主致其受傷,又強迫另一名事主脫去衣服及拍攝片段,並將片段傳送予其家人以迫令還款。
本局根據調查所得,以為賭博的高利貸、剝奪他人行動自由、普通傷害身體完整性,以及不法錄製等罪將六名涉案內地男子移送檢察院偵辦,並繼續追緝其餘在逃涉案人。
Six mainlanders arrested for usury, detention, assault and unlawful video recording
On 12th March 2024, two mainland men called the Judiciary Police to report a case via their family and friends successively, indicating that they were confined in an unknown location in Macao due to gambling debts. After investigation, personnel of the Gaming-related Crimes Division went to the building where one of the victims was detained. They intercepted two involved mainland men, who were suspected to be lookouts, outside the building and successfully entered the unit involved to rescue the two victims and arrested another four involved mainland men, with blank IOUs and a red stamp pad seized. A video clip of one of the victims was also found in the mobile phone of one of the involved mainland men.
Investigation revealed that the two victims had respectively borrowed HKD50,000 for gambling from four of the involved mainland men and the involved men at large. The condition was that 20% of the bet would be taken as interest for every winning game and an IOU would be signed. During the gambling, the two victims were charged HKD40,000 and HKD30,000 as interests respectively. Eventually, the two victims gambled away all the money and because they were unable to repay the debts, they were brought to the involved unit and detained there by the four involved mainland men. During the detention, the four involved mainland men beat one of the victims and injured him, while forcing the other victim to take off his clothes for filming a video. The video was then sent to his family in order to force them to repay the debt.
According to investigative findings, the Judiciary Police transferred the six involved mainland men to the Public Prosecutions Office for the offences of gambling-related usury, deprivation of other’s freedom of movement, common assault causing harm to bodily integrity and unlawful video recording, while continuing to pursue the other involved persons at large.

No dia 12 de Março de 2024, dois homens do continente ligaram à PJ através de familiares e amigos, dizendo que tinham sido sequestrados num local desconhecido em Macau devido a dívidas de jogo. O pessoal da Divisão de Investigação de Crimes Relacionados com o Jogo deslocou-se ao edifício onde uma das vítimas se encontrava sequestrada. Fora do edifício foram detidos dois homens do continente suspeitos de serem vigias. Depois, os nossos agentes conseguiram entrar no apartamento em causa, onde libertaram as duas vítimas e detiveram outro quatro homens do continente. Na operação foram apreendidas declarações de empréstimo em branco e uma almofada para carimbo de cor vermelha. Além disso, no telemóvel de um dos suspeitos foi encontrado um vídeo de uma das vítimas.
Verificou-se que as duas vítimas tinham pedido, respectivamente, um empréstimo de 50.000 mil HKD para jogar a quatro dos detidos e a outros envolvidos que se encontram em fuga, na condição de lhes cobrarem como juro 20% do valor das apostas em cada jogada ganha, além disso, tinham que assinar uma declaração de dívida. Durante o jogo, foram cobrados, respectivamente, 40.000 HKD e 30.000 HKD de juros. As vítimas acabaram por perder o dinheiro todo e como não conseguiam pagar as dívidas, foram sequestradas pelos quatro suspeitos no apartamento em causa. Durante o sequestro, os quatro suspeitos do continente agrediram uma das vítimas que ficou ferida e obrigaram a outra vítima a despir-se e a gravar um vídeo, que foi enviado aos seus familiares para exigir o pagamento das dívidas.
Conforme os resultados da investigação, os seis detidos foram presentes ao MP pelos crimes de agiotagem para o jogo, sequestro, ofensas simples à integridade física e gravações ilícitas. A PJ continua à procura de outros envolvidos.
