四小時內速擒兩名涉搶劫及詐騙嫌犯 司警局全力保障社會治安
2024年2月28日晚,本局接獲一名在本澳就讀的內地女學生報案,稱被兩名男子搶劫,損失1,000港元。案情指,當晚女事主途經高美士街一娛樂場酒店對開時被兩名涉案內地男子截住並以賭敗為由索款,其中一名涉案男子用力拉扯女事主的手臂,迫令其到附近一押店以手機銀行套取1,000港元現金,兩人取去款項後方准許女事主離開。
全力偵查案件迅速緝獲疑人
本局對案件高度重視,迅速組織搶劫罪案調查科人員全力偵查,成功於四小時內鎖定兩名涉案內地男子身份,並查悉兩人在本澳各娛樂場外不斷向途人搭訕,期間有途人給予款項。2月29日凌晨,本局人員在祐漢區一非法旅館內緝獲兩人,即場起回贓款並搜獲一批數百張疑用作詐騙的名片。
以詐騙威迫手段向多人索款
本局人員就案件繼續進行深入調查,發現兩人除以脅迫手段搶劫案中女事主外,更於2月28日晚在氹仔偉龍馬路詐騙一名在本澳就讀的內地男學生。兩人訛稱為企業高層人員,以賭敗為由向男事主借款,期間給予男事主一張名片及交換社交軟件帳號,並承諾日後還款。男事主不虞有詐給予1,600港元現金,其後因無法聯絡兩人始知被騙。男事主已就事件向治安警察局報案,有關案件已移交本局處理。
經訊問,兩名涉案內地男子承認犯罪,其預先印製大批載有虛假資料的名片,來澳後在各大娛樂場詐騙途人,若遇到女性或較弱勢的對象即以威迫手段強索款項。目前,本局查悉兩人自2月25日入境後涉嫌以相同手法向至少15名市民或旅客進行詐騙,本局現正加緊聯絡事主助查及核算損失金額。

Judiciary Police safeguards city with all-out effort in rapid arrest of two suspects of robbery and fraud in four hours
A female mainland Chinese student studying in Macao reported to the Judiciary Police on the evening of 28th February 2024 that she had been robbed of HKD 1,000 by two men. While passing by a casino hotel on Rua de Luís Gonzaga Gomes that evening, she was intercepted and demanded money by the two involved men from mainland China who had lost in gambling. One of the involved men strenuously grabbed her arm, forcing her to withdraw HKD 1,000 of cash from a nearby pawn shop using her mobile bank. They released the victim only after receiving the money.
Rapid apprehending suspects with full-blown investigation
Paying great attention to the case, the Judiciary Police promptly organised officers of the Robbery Offences Section for a full-blown investigation, successfully identifying the two involved mainland Chinese men in four hours. They were found to have repeatedly accosted passers-by, some of whom gave them money, outside various casinos in Macao. During the wee hours of February 29th, the Judiciary Police officers arrested the duo at an illegal hostel in Iao Hon district, retrieving the illicit proceeds and seizing several hundred business cards suspectedly used for fraud at the scene.
Demanding money from people with fraudulent and coercive measures
Continuing with in-depth investigation into the case, the Judiciary Police found that, in addition to robbing the female victim coercively, the duo had defrauded a male mainland Chinese student studying in Macao on Avenida Wai Long on the evening of February 28th. Falsely claiming themselves as senior corporate executives who had lost in gambling, they borrowed money from the victim. They handed the latter a business card and exchanged contact on social media with him, promising to repay the money at a later date. Only when the unwary victim, having handed HKD 1,600 of cash to them, failed to contact the duo did he realize the scam. The victim had reported the incident to the Public Security Police Force, which had since transferred the case to the Judiciary Police.
During interrogation, the two involved mainland Chinese men admitted to their perpetration. They had printed in advance a large batch of business cards containing false information to defraud passers-by outside casinos when they came to Macao. When they came across females or relatively vulnerable targets, they demanded money with coercive measures. To date, the duo was found to have defrauded at least 15 residents or tourists with the same modus operandi since their entry on February 25th. The Judiciary Police is expediting to contact the victims to assist in investigation and work out the losses.
Prompt and rigorous investigation to ensure a safe city
Based on investigative results, the Judiciary Police transferred the two involved mainland Chinese men to the Public Prosecutions Office for the charges of robbery and fraud.

Na noite de 28 de Fevereiro de 2024, uma jovem da RPC a estudar em Macau, fez queixa à PJ, dizendo que tinha sido roubada por dois homens e sofreu um prejuízo de 1.000 HK$. Apurou-se que naquela noite, a vítima ao passear nas proximidades de um hotel-casino da Rua de Luís Gonzaga Gomes foi abordada por dois homens da RPC que lhe exigiram dinheiro por terem perdidos nas mesas de jogo, um deles puxou com força o seu braço e obrigou-a ir a uma casa de penhores ali perto para levantar 1.000 HK$ através do banco online, os dois deixaram a jovem ir embora só depois de terem ficados com o dinheiro.
Empenho na investigação para a detenção rápida dos suspeitos
A PJ deu muita atenção ao caso e reuniu rapidamente os agentes da Secção de Investigação e Combate ao Roubo para a investigação. Os investigadores identificaram dois homens da RPC dentro de quatro horas e apuraram que estes abordavam com frequência pessoas que saíam dos casinos de Macau, e viram também que havia pessoas que lhes davam dinheiro. Na madrugada de 29, os dois suspeitos foram detidos numa pensão ilegal da Areia Preta e foi recuperado no local o dinheiro roubado assim como foram encontradas várias centenas de cartões de visita supostamente usados em esquemas fraudolentos.
Pediam dinheiro às pessoas com ameaças
Os nossos agentes efectuaram uma investigação aprofundada e descobriram que os suspeitos para além de terem roubado àquela jovem com uma ameaça, na noite de 28 de Fevereiro burlaram, na Avenida Wai Long da Taipa, um outro jovem da RPC que estuda em Macau. Os dois alegavam serem funcionários de quadro superior de uma empresa e pediram dinheiro emprestado ao estudante por terem perdido todo o dinheiro no jogo, deram-lhe um cartão e trocaram os contactos de uma rede social e prometeram que iriam devolver-lhe aquele dinheiro. O estudante não se apercebeu que se tratava de uma burla e deu-lhes 1.600 HK$, em numerário, só mais tarde, não conseguindo contactá-los, apercebeu-se que tinha sido burlado. O jovem fez queixa ao CPSP e o caso foi transferido para a PJ.
Feito o interrogatório, os dois suspeitos admitiram o crime e afirmaram que tinham imprimido uma grande quantidade daqueles cartões com dados falsos para depois usá-los nos casinos de Macau para burlar as pessoas. Se encontrassem mulheres ou alvos mais vulneráveis exigiam dinheiro à força com ameaças. Actualmente, apuramos que os dois detidos tinham utilizado o mesmo esquema para burlar pelo menos quinze residentes ou turistas, desde as suas entradas em Macau no dia 25 de Fevereiro. A PJ está a contactar as outras vítimas para a investigação e a calcular o valor dos prejuízos.
Investigação rápida e com rigor para garantir a ordem
Conforme apurado, os detidos foram presentes ao MP acusados de roubo e de burla.
