三內地男女涉高利貸及禁錮被拘
本局於2024年1月28日接獲一名男子報案稱其朋友因欠下高利貸被禁錮於路氹城區一酒店房間內,要求本局協助。本局博彩罪案調查處人員接報後立即展開調查及部署,成功救出男事主並截獲一名涉案內地男子和兩名涉案內地女子,以及檢獲一個印台和事主被扣押的證件。
經查,事主於2024年1月24日在路氹城區一娛樂場內向涉案內地男女借取50,000港元籌碼賭博,條件為每當賭局勝出時需抽取投注額三成作利息,以及需交出證件作抵押和簽署借據。事主在賭博過程中被抽取50,000港元籌碼作利息,其後賭敗,事主即時還款後雙方各自離開。1月27日,事主再次以同樣條件向三名涉案內地男女借取100,000港元籌碼賭博,期間被抽取200,000港元籌碼作利息,賭敗後被三人帶到上述酒店房間禁錮。
三名涉案內地男女均否認犯罪。本局根據調查所得,以為賭博的高利貸、文件的索取或接受,以及剝奪他人行動自由罪,將三人移送檢察院偵辦。
Three mainlanders arrested for usury and false imprisonment
On 28th January 2024, the Judiciary Police received a report from a man, stating that his friend had been confined in a hotel room in the Cotai district due to a usurious loan and thus requested assistance from the police. Personnel of the Gaming-related Crimes Division of the Judiciary Police launched investigation and deployment upon receiving the report, rescuing the male victim successfully while intercepting an involved mainland man and 2 involved mainland women, seizing a stamp pad and the victim’s withheld identity documents.
Investigation revealed that on 24th January 2024, the victim had borrowed chips of HKD 50,000 for gambling from the involved mainland man and women in a casino in the Cotai district, on condition that 30% of the wager had to be withdrawn as interest upon each winning game. The victim was also required to pledge his identity documents and sign an IOU. In the course of gambling, chips of HKD 50,000 had been withdrawn as interest. After losing in gambling, the victim repaid the loan immediately and the two parties went their separate ways. On January 27th, the victim borrowed chips of HKD 100,000 for gambling from the three involved persons on the same condition again, with chips of HKD 200,000 withdrawn as interest in the course. After gambling away the money, he was taken to the aforementioned hotel room by the trio for confinement.
All the three involved mainlanders denied committing the crime. The Judiciary Police transferred them to the Public Prosecutions Office for the offences of practising usury for gambling, extortion or acceptance of documents and deprivation of other's freedom of movement based on investigative findings.
Detidos três indivíduos da China continental por agiotagem e sequestro
No dia 28 de Janeiro de 2024, a PJ recebeu a denúncia de um homem dizendo que um seu amigo tinha sido sequestrado num quarto de hotel no Cotai por causa de agiotagem. Após recebida a denúncia, o pessoal da Divisão de Investigação de Crimes Relacionados com o Jogo iniciou imediatamente a investigação e organizou uma acção, na qual, conseguiu resgatar a vítima e deter três suspeitos da China continental (um homem e duas mulheres), tendo sido também apreendidos uma almofada para carimbo e o documento de identificação da vítima.
Na investigação, apurou-se que no dia 24 de Janeiro de 2024, a vítima, num casino no Cotai, pediu aos suspeitos um empréstimo no valor de 50.000 HKD em fichas para o jogo. As condições para obter o empréstimo eram o pagamento de 30% de cada aposta ganha como juros, entrega do seu documento de identificação como garantia e assinatura de um recibo de empréstimo. Durante o jogo, foram cobrados à vítima 50.000 HKD em fichas como juros. Mais tarde, a vítima perdeu ao jogo, devolveu imediatamente o dinheiro aos suspeitos e todos foram embora. No dia 27 de Janeiro, a vítima pediu novamente 100.000 HKD em fichas aos três suspeitos com as mesmas condições. Durante o jogo, foram-lhe cobrados 200.000 HKD em fichas como juros. Depois de ter perdido ao jogo, a vítima foi sequestrada pelos três suspeitos no quarto do hotel em causa.
Os três detidos negaram o crime, mas de acordo com as provas obtidas na investigação, os três foram presentes ao MP por agiotagem ligada ao jogo, exigência ou aceitação de documentos e sequestro.
