五內地男女涉高利貸被拘
2024年1月25日,本局博彩罪案調查處人員到路氹城區一娛樂場進行反罪惡巡查,期間發現場內一貴賓會賭枱上的六名男女神色有異,懷疑當中四男一女正在對一名男事主抽取利息,故上前進行截查。
案情顯示,內地男事主於當日向其中一名涉案內地男子借貸300,000港元賭博,條件是事主先交出300,000港元,連同借得的款項即共600,000港元作為賭本,另外當賭局勝出時須抽取投注額兩成作利息。事主稱是次借貸已被抽取70,000港元籌碼作利息。
調查期間,本局人員於事主身上檢獲240,350港元籌碼,並在五名涉案男女身上共搜獲70,000港元籌碼、一個紅色印台以及六部流動電話。經查,當中兩男一女涉案人士承認犯案,另外兩名涉案男子則拒絕配合調查。
本局根據調查所得,以為賭博之高利貸罪將五名涉案男女移送檢察院偵辦。
Five mainlanders arrested for usury
On 25th January 2024, personnel of the Gaming-related Crimes Division of the Judiciary Police conducted anti-crime patrol at a casino in the Cotai district. During the patrol, they found 6 persons looking perturbed at a gaming table of a VIP room of the casino and suspected that 4 men and 1 woman were withdrawing interest from the male victim, thus stepped up and intercepted them.
Case details indicated that the mainland male victim had borrowed HKD 300,000 from one of the involved mainland men for gambling on condition that the victim surrendered HKD 300,000 in advance to pool a total of HKD 600,000 together with the amount borrowed as the capital for gambling. In addition, 20% of the wager had to be withdrawn as interest upon each winning game. The victim stated that chips of HKD 70,000 had already been withdrawn as interest in the current loan.
During the investigation, chips of HKD 240,350 had been seized from the victim; chips of HKD 70,000, a red stamp pad and 6 mobile phones were found on the 5 involved men and woman. After investigation, among them, 2 male and 1 female involved persons admitted to the perpetration, and the remaining 2 men refused to cooperate in the investigation.
The Judiciary Police transferred the 5 involved persons to the Public Prosecutions Office for the offence of usury for the purpose of gambling based on investigative findings.

No dia 25 de Janeiro de 2024, altura em que estava a ser realizada uma rusga anticrime, o pessoal da Divisão de Investigação de Crimes relacionados com o Jogo verificou que seis pessoas sentadas na mesa de jogo de um clube VIP, tinham uma conduta estranha. Suspeitando que os quatro homens e a mulher estariam a cobrar juros a outro homem, aproximaram-se das pessoas para intervir.
Conforme relatou o pessoal da investigação, o jogador da China continental, pediu a um dos suspeitos, também um homem do continente, um empréstimo de 300.000 HKD. A condição era disponibilizar por conta própria, outros 300.000 HKD, totalizando 600.000 HKD que tinha para apostar, enquanto era feita uma cobrança de 20% de juros no valor de cada aposta que ganhava. O jogador declarou que tinham sido cobrados 70.000 HKD de juros em fichas.
Durante o inquérito, foram encontradas na posse do devedor, fichas no valor de 240.350 HKD, bem como foram apreendidos, na posse dos emprestadores, 70.000 HKD em fichas, uma almofada de carimbo com tinta vermelha e seis telemóveis. Entre os cinco detidos, dois homens e uma mulher confessaram o crime, porém os outros dois homens recusaram-se a cooperar na averiguação.
De acordo com as provas obtidas na investigação, estas pessoas foram presentes ao MP por agiotagem.
