涉防漏工程詐騙 兩內地男子就逮
2024年1月24日傍晚,本局經濟罪案調查處人員於街上發現兩名男子形跡可疑,且其手推車上載有兩大桶水狀物料以及一部注入器,懷疑為“防滲漏工程詐騙”的作案工具,隨即展開部署。1月25日,兩人攜同作案工具進入氹仔一大廈,於離開大廈時被本局人員截查,其承認剛在大廈內一單位施行防漏工程。
本局人員聯絡相關單位業主,其表示透過網上社交平台覓得一間自稱專業防水公司為其住宅進行防漏工程,1月25日兩名涉案內地男子上門檢查後稱可以注入防水漿的方式維修,防水漿每磅約480澳門元,預計工程費用為數千至一萬澳門元,然而工程完畢後,對方指已灌入約70磅防水漿,索價31,000澳門元。業主認為費用遠超預期故拒絕付款,兩名涉案內地男子着其與公司商討後離開。
經深入調查,本局人員發現兩名涉案內地男子於1月23日經關閘入境後,曾先後於1月23日及24日到路環一屋苑及中區一大廈單位進行同類工程。經查,兩單位之業主均表示曾進行相關工程,其中一人遭索價35,000澳門元,經議價後減至28,000澳門元並已支付;另一名業主則按報價支付10,000澳門元。
相關單位於施工後漏水狀況持續。本局經徵詢本澳防滲漏專業人士對案件中使用的工具和物料的意見,得悉有關工程不能達到有效的防漏作用,且有關材料僅為不合規格的廉價防水劑。
兩名涉案內地男子承認犯罪,稱受內地同伙安排來澳作案,針對本澳居民不熟悉相關工程,以低廉價格作招徠,待完成工程後再開出極高的費用進行詐騙,事成後各人可分得四成費用,其餘費用則須交回內地上線。
本局綜合調查所得,以犯罪集團罪及詐騙(巨額)罪將兩名涉案內地男子移送檢察院偵辦,並繼續就案件進行深入調查。
Two mainland men arrested for fraud of anti-leak works
On the evening of 24th January 2024, officers from the Economic Crimes Division of the Judiciary Police discovered two men acting suspiciously on the street, with two large barrels of liquid materials and an injector in their trolleys. Those were suspected tools for committing "fraud of anti-leak works", and deployment was immediately launched. On January 25th, the duo carried the crime tools and entered a building in Taipa. When leaving the building, they were intercepted by the Judiciary Police officers. The duo admitted that they had just carried out anti-leak works in a unit of the building.
The Judiciary Police officers contacted the owner of the relevant unit, who claimed to have found a self-proclaimed professional waterproofing company to carry out leak-proofing works for his residential unit through online social platforms. On January 25th, having inspected the unit on-site, the two involved mainland men claimed that repairs could be done by means of injecting waterproof slurry, which costed about MOP480 per pound, and the estimated cost for the project would be thousands to MOP10,000. However, upon completion of the project, the other party stated that approximately 70 pounds of waterproof slurry had been poured, charging a price of MOP31,000. The owner was of the view that the price was much higher than expected, and thus refused to pay. After informing the owner to discuss the matter with the company, the two involved mainland men left.
After in-depth investigation, the Judiciary Police officers found that the two involved mainland men had entered the territory through the Border Gate on January 23rd, then went to a housing estate in Coloane and a building in Central District to carry out similar works on January 23rd and 24th successively. After investigation, the owners of both units stated that they had relevant works carried out. One of them was charged a price of MOP35,000, which was reduced to MOP28,000 after negotiation, and the payment had already been made, while the other owner paid MOP10,000 according to the price quotation.
After the works, the leakage situation in relevant units persisted. Upon consulting with local anti-leak professionals for their opinions on the tools and materials used in the case, this Judiciary Police learned that the relevant works could not achieve anti-leakage effectively, and the materials involved were only substandard low-cost waterproof agents.
Two involved mainland men admitted to perpetration, claiming that they were assigned by mainland accomplices to commit crimes in Macao. Targeting at Macao residents who were unfamiliar with the relevant works, the duo solicited with low prices. After the works had been completed, extremely high fees were demanded to commit fraud. Afterwards, each person could share 40% of the sum, while the remainder would be returned to the mainland upper levels.
Based on the results of comprehensive investigation, the Judiciary Police transferred the two involved mainland men to the Public Prosecutions Office with charges of criminal syndicate and fraud (massive amount), while continuing the in-depth investigation into the case.
Detidos dois homens da China continental por burla relativa às obras de impermeabilização
No anoitecer de 24 de Janeiro de 2024, o pessoal da Divisão de Investigação de Crimes Económicos, verificou haver dois homens com conduta suspeita, empurrando um carrinho que transportava dois baldes grandes e um injector, sendo estes, instrumentos que se usam nas burlas ligadas a obras de impermeabilização. Foi então preparada uma operação pelo nosso pessoal. No dia 25 de Janeiro, os dois homens levaram consigo utensílios e entraram num prédio da Taipa, quando saíram foram interceptados, admitindo ter feito um trabalho de impermeabilização num apartamento desse prédio.
Mais tarde, conseguiu-se contactar o proprietário do apartamento em causa, o qual disse que tinha procurado nas redes sociais uma companhia que alegava prestar serviços profissionais para resolver problemas de infiltração de água. Nesse dia, os dois homens da China continental, depois de terem realizado uma inspecção no local, alegaram haver uma infiltração que poderia ser resolvida através da injecção de impermeabilizante. Cada libra custava de 480 patacas e o preço estimado da obra variava entre alguns milhares e dez mil patacas. Mas, após ter concluído o trabalho, os homens disseram que tinham sido aplicados cerca de 70 libras de impermeabilizante e exigiam um pagamento de 31.000 patacas. Como o proprietário achava o custo excessivamente superior ao previsto, recusou-se a pagar, os homens alegaram ter de falar com o responsável da companhia e saíram.
Na investigação, os nossos agentes verificaram que os suspeitos tinham chegado a Macau no dia 23 de Janeiro, pelas Portas do Cerco. Nos dias 23 e 24 desse mesmo mês, foram a dois apartamentos, sitos num complexo residencial de Coloane e num prédio da zona central, para fazerem obras semelhantes. Os proprietários disseram que as obras tinham sido concluídas, a um deles foi exigido pagar 35.000 patacas, depois de negociar o preço baixou para 28.000 patacas, que ele já pagou. Enquanto o outro pagou 10.000 Patacas, o que correspondia ao preço estimado.
A infiltração de água nos apartamentos continuou, mesmo após ter sido feito o trabalho. Depois de ouvir o parecer de alguns profissionais em Macau, na área da impermeabilização e sobre os instrumentos e materiais usados, apurou-se que o trabalho não servia para a impermeabilização e que o material em causa era apenas impermeabilizante barato de má qualidade.
Os dois suspeitos admitiram ter actuado em Macau de acordo com as indicações dos seus cúmplices da China continental. Devido ao facto de alguns residentes de Macau não conhecerem bem as operações de impermeabilização, conseguiam arranjar clientes, alegando preços baixos e depois de concluírem as obras, pediam muito mais dinheiro. Disseram ainda, que cada um deles poderia ganhar 40% do dinheiro obtido e o restante devia ser entregue aos mandantes no continente.
De acordo com as provas obtidas na investigação, os dois detidos foram presentes ao MP por associação criminosa e burla (de valor elevado). O caso continua em investigação.
