涉行使假籌碼詐騙娛樂場 五內地漢落網
2024年1月20日晚,本局接獲路氹城區一娛樂場通知,稱當值莊荷對珠盤內的籌碼進行例行檢驗時,在其中兩張賭枱的珠盤內發現合共25個由該娛樂場的100港元真籌碼變造而成的10,000港元假籌碼,四名懷疑行使假籌碼的涉案內地男子被娛樂場保安員截獲。
本局博彩罪案調查處人員接報後立即追緝場內其餘在逃涉案者,成功截獲第五名涉案內地男子。
經查,上述涉案內地男子聯同數名在逃男子組成犯罪集團,於當日晚上分組到上述娛樂場的兩張賭枱以假籌碼賭博,其後莊荷發現從四名涉案內地男子手上收來的籌碼有異,遂進行檢查,數名在逃男子見狀即帶同詐騙所得的真籌碼離開;而第五名涉案內地男子則於兌換時被娛樂場帳房職員揭發其持有三個假籌碼。此外,本局人員亦發現有四名賭客於賭博過程中取得合共五個假籌碼。
上述詐騙團伙在上述娛樂場內成功行使至少33個面值10,000港元的假籌碼,造成相關博企損失162萬港元。
五名涉案內地男子均否認行使假籌碼以詐騙娛樂場,聲稱不知道所使用的籌碼為假籌碼,只是按他人指示帶同上述籌碼前往案發娛樂場賭博,事成後可獲報酬;第五名涉案內地男子則聲稱為賺取二千港元報酬而將三個籌碼帶到帳房兌換成現金。
另一方面,由於尚有數名涉案人士在逃,本局隨即透過警務合作機制通報內地請求協助。1月22日,廣東省公安廳協調珠海刑警支隊緝獲包括骨幹成員在內的三名犯罪集團成員。
本局根據調查所得,以犯罪集團罪及詐騙(相當巨額)罪將五名涉案內地男子移送檢察院偵辦,並繼續就案件進行深入調查。
5 mainland men nabbed for defrauding casino by using counterfeit chips
On the night of 20th January 2024, the Judiciary Police was notified by a casino in the Cotai district that a total of 25 counterfeit chips of HKD 10,000 each modified from authentic HKD 100 chips of the casino were found in the chip trays of two of the gambling tables when the dealers on duty were conducting routine examination to the chips in the chip trays. 4 involved mainland men who were suspected of using counterfeit chips were intercepted by the security guards of the casino.
Personnel of the Gaming-related Crimes Division of the Judiciary Police pursued the remaining absconded involved persons in the casino upon receiving the notification and successfully intercepted the fifth involved mainland man.
Investigation revealed that the aforementioned mainland men and several absconded men formed a criminal syndicate. They gambled in groups at two of the gaming tables of the aforementioned casino with counterfeit chips that night. The dealers later found that the chips received from the 4 involved mainland men were suspicious, thus examined the chips. Seeing this, the several absconded men immediately left with the authentic chips which had been obtained by deception; the fifth involved mainland man was discovered having 3 counterfeit chips with him by the staff at the casino cage when he was cashing out. In addition, personnel of the Judiciary Police found that 4 patrons received a total of 5 counterfeit chips in the course of gambling.
The aforementioned fraud syndicate had successfully used at least 33 counterfeit chips with a face value of HKD 10,000 each in the aforesaid casino, incurring a loss of HKD 1.62 million to the relevant gaming enterprise.
The 5 involved mainland men all denied defrauding the casino by using counterfeit chips, and claimed that they were unaware that the chips they used were counterfeit. They alleged that they were instructed to carry the aforementioned chips to gamble in the casino concerned and would receive a reward upon completion; the fifth involved mainland man claimed that he had taken 3 chips to cash out at the cage for a reward of HKD 2,000.
On the other hand, as there were several involved persons still at large, the Judiciary Police thus immediately requested assistance by notifying the mainland via the policing cooperation mechanism. On January 22nd, Guangdong Provincial Public Security Department coordinated with the Criminal Police Detachment of Zhuhai and arrested 3 members including the key member of the criminal syndicate.
The Judiciary Police transferred the 5 involved mainland men to the Public Prosecutions Office for the offences of criminal syndicate and fraud (considerably huge amount) based on investigative findings, while continuing the in-depth investigation of the case.
Cinco homens do continente detidos por uso de fichas falsas no casino
Na noite de 20 de Janeiro de 2024, a PJ foi informada, por um casino do Cotai, de que um croupier em serviço, ao fazer uma inspecção regular às fichas de jogo que se encontravam nos tabuleiros, verificou haver 25 fichas de 100 HKD disfarçadas de fichas de 10.000 HKD, que estavam em duas das mesas de jogo. Os seguranças conseguiram interceptar quatro homens da China continental que tinham, supostamente, usado essas fichas.
Após recebida a queixa, a Divisão de Investigação de Crimes relacionados com o Jogo mandou de imediato pessoal para procurar, dentro do casino, cúmplices em fuga, tendo conseguido, finalmente, deter outro homem do continente.
Conforme investigação, naquela noite, uma organização criminosa, composta pelos detidos e outros homens em fuga, dividiu-se em grupos que fizeram apostas nas duas mesas com o uso das fichas falsas. Porém, o croupier descobriu que as fichas recebidas dos quatro homens tinham anomalias e por isso inspecionou-as. Perante esta situação, os outros cúmplices levaram as fichas verdadeiras, obtidas de forma fraudulenta, e fugiram, ao passo que paralelamente, durante a troca de fichas o funcionário da tesouraria verificou que o quinto homem detido tinha três fichas falsas. A par disso, apurou-se que quatro jogadores tinham obtido nas apostas cinco fichas falsas.
Pôde-se concluir que esta rede de burla usou, no casino acima referido, pelo menos 33 fichas de 10.000 HKD, falsificadas, tendo causado à concessionária de jogo um prejuízo de 1,62 milhões de HKD.
Os homens detidos negaram ter burlado o casino com o uso das fichas falsas e declararam ainda que não sabiam que essas fichas eram falsas, alegando que só seguiram as instruções de outra pessoa, para se dirigirem ao casino e fazerem apostas, e iriam ser remunerados se após concluída a tarefa. Ao mesmo tempo, o quinto homem detido disse que tinha levado as três fichas falsas e tentou trocá-las por dinheiro na tesouraria para ganhar uma retribuição de 2.000 HKD.
Dado que houve alguns suspeitos em fuga, a PJ participou o caso à China continental, através do mecanismo de cooperação policial, e solicitou-lhe a colaboração nas acções. No dia 22 de Janeiro, sob a coordenação da Directoria Provincial da Segurança Pública de Guangdong, a Brigada de Polícia Criminal de Zhuhai lançou uma operação que culminou na detenção de três pessoas do grupo criminoso, algumas delas eram membros fundamentais.
De acordo com as provas obtidas na investigação, os cinco homens da China continental foram presentes ao MP por associação criminosa e burla (valor consideravelmente elevado), enquanto que a PJ dá seguimento à investigação.
