兩內地漢涉防漏工程詐騙就逮
2024年1月17日傍晚,本局接獲一名本澳女子報稱懷疑被人以防滲漏工程進行詐騙。案情顯示,事主於1月16日透過網上社交平台覓得一間自稱專業防水公司為其公司天花板進行防漏工程,三名人員上門檢查後稱防水漿每磅約688澳門元,預計工程費用為數千至一萬澳門元,然而工程完畢後,對方指已灌入約80磅防水漿,索價七萬多澳門元。事主認為費用遠超預期,經議價後減至54,600澳門元,事主先支付三萬澳門元,餘款未付。其後事主與同事商討後發現被騙,且其公司漏水情況持續,故報警求助。
本局經徵詢本澳防滲漏專業人士對案件中使用的工具和物料的意見,得悉有關工程不能達到有效的防漏作用,且有關材料僅為不合規格的廉價防水劑。
本局經濟罪案調查處人員接報後立即展開調查,成功於數小時內鎖定作案人身份,並於同日晚上在內港一酒店內拘捕兩名涉案內地男子,起出作案工具及相關騙款。經查,首名涉案男子承認受內地同伙安排來澳作案,針對本澳居民不熟悉相關工程,以低廉價格作招徠,待完成工程後再開出極高的費用進行詐騙,事成後各人可分得一成費用,其餘費用則須交回內地上線;次名涉案男子則否認犯案。
本局以犯罪集團罪及詐騙(巨額)罪將兩名涉案內地男子移送檢察院偵辦,並繼續追緝其餘涉案人。
Two mainland men apprehended for fraudulent leakage prevention works
On the evening of 17th January 2024, the Judiciary Police received a report from a local woman, stating that she suspected to have been defrauded by someone via fraudulent leakage prevention works. Case details revealed that on January 16th, the victim found a self-claimed professional waterproofing company via online social platform to conduct leakage prevention works on the ceiling of her company. Having conducted on-site inspection, the 3 personnel claimed that the waterproof liquid cost approximately MOP688 per pound and the estimated cost of the works would be between a few thousand and ten thousand patacas. However, upon completion of the works, the opposite party stated that 80 pounds of waterproof liquid had been poured in and demanded for more than MOP70,000. The victim thought that the cost had far exceeded her expectation and it was reduced to MOP54,600 after negotiation. The victim paid MOP30,000 first and left the remaining sum unpaid. She only realized that she had been defrauded after discussing with her colleagues. With leakage still persisting in her company, she reported to the police for help.
Having consulted the leakage prevention professionals in Macao on the tools and materials used in the case, the Judiciary Police learned that relevant works could not achieve effective leakage prevention and the involved materials were just substandard, inexpensive waterproofing agents.
Upon receiving the case, personnel of the Economic Crimes Division of the Judiciary Police immediately initiated investigation and identified the perpetrators successfully within a few hours. On the same night, the Judiciary Police apprehended 2 involved mainland men in a hotel in the inner harbour, with tools for perpetration and relevant fraudulent proceeds seized. Upon investigation, the first involved man admitted to have been arranged by his mainland accomplice to come to Macao for perpetration. Targeting at Macao residents who were not familiar with the relevant works, they used low cost to solicit customers and demanded extremely high cost upon completion of the works to commit fraud. Each one of them could receive ten percent of the fees afterwards, the rest of which would be submitted to the upper level in the mainland. However, the second involved man denied his perpetration.
The Judiciary Police transferred the 2 involved mainland men to the Public Prosecutions Office for the offences of criminal syndicate and fraud (massive amount), while continuing to pursue the rest of the involved individuals.
Detidos dois homens da China continental por burla relativa às obras de impermeabilização
No anoitecer de 17 de Janeiro de 2024, a PJ recebeu a denúncia de uma residente, dizendo que tinha sido burlada numa obra de impermeabilização. Conforme a investigação, no dia 16 de Janeiro, a denunciante procurou na rede social uma companhia que alegava prestar serviços profissionais para resolver problemas de infiltração de água, e pediu à mesma para realizar o trabalho no tecto da sua companhia. Três trabalhadores foram ao local para fazer um exame, e disseram que o impermeabilizante por libra custava cerca de 688 patacas e o preço estimado era entre alguns milhares e dez mil patacas. Entretanto, concluída a obra, aqueles trabalhadores disseram que foram usados cerca de 80 libras de impermeabilizantes tendo, assim, pedido o pagamento no valor de mais de 70.000 patacas. A vítima entendeu que o preço superou a expectativa, tendo sido feita uma negociação após a qual o preço diminuiu para 54.600 patacas. A vítima só pagou 30.000 patacas e o saldo ficou por ser liquidado. Mais tarde, esta falou com um seu colega e apercebeu-se de ter sido burlada, bem como a situação da infiltração da sua companhia continuou e, assim, fez queixa na PJ.
Após ouvido o parecer de alguns profissionais de Macau na área da impermeabilização sobre os instrumentos e materiais usados, apurou-se que o trabalho não servia para a impermeabilização, e que o material em causa era apenas impermeabilizante barato e de má qualidade.
Após recebida a denúncia, o pessoal da Divisão de Investigação de Crimes Económicos iniciou imediatamente a investigação, na qual conseguiu identificar os suspeitos dentro de algumas horas e, naquela noite, foram detidos os dois homens da China continental num hotel no Porto Interior, onde foram apreendidos alguns instrumentos e o dinheiro proveniente da burla. Na investigação, o primeiro suspeito admitiu ter actuado em Macau de acordo com as indicações dos seus cúmplices da China continental. Perante o facto de que alguns residentes de Macau não conheciam bem as operações da impermeabilização, angariou clientes alegando preços convenientes e, logo que concluía as obras, ludibriava-os com um custo excessivamente elevado. Disse também que cada um deles poderia ganhar 10% do custo e o restante devia ser entregue aos membros superiores no continente. O segundo suspeito, por seu turno, negou o crime.
Os dois detidos foram presentes ao MP por associação criminosa e burla (valor elevado). A PJ continua a procurar os restantes envolvidos.
