內地男子涉防漏工程詐騙被拘
2023年4月中至6月中期間,本局接獲五名本澳居民報稱懷疑被人以防水補漏工程進行詐騙。
案情顯示,其中兩名互為鄰居的事主透過網上社交平台覓得涉案防水補漏公司為其單位進行補漏工程,兩名涉案男子上門檢查後稱兩個單位合共需注入20公斤防水漿,費用為15,600澳門元,兩名事主同意進行工程,然而第一個單位工程完畢後,涉案男子指已灌入40多公斤防水漿,索價73,000澳門元,並表示防水漿報價為市斤而非公斤。由於費用相差太大,兩名事主遂立即要求中止正在進行的第二個單位的工程,經議價後分別支付了20,000及6,000澳門元費用。其後兩名事主發現單位漏水情況持續,惟兩名涉案男子以不同藉口拖延跟進並最終失聯。
本局經濟罪案調查處人員展開調查,發現涉案工程公司曾派出不同的作案人來澳進行同類維修工程,並以同一手法騙取金錢。除上述兩名事主外,本局亦查悉另外三宗同類型騙案,三名事主分別損失21,000、18,600及18,000澳門元,連同上述兩名事主,五名事主合共損失83,600澳門元。
2024年1月7日中午,本局人員於其中一名涉案內地男子經橫琴口岸入境時將之截獲並帶返本局調查,其承認受內地集團安排來澳作案,針對本澳居民不熟悉相關工程,以低廉價格作招徠,待完成工程後再開出極高的費用進行詐騙,事成後可按每一工程分得三成費用,其餘費用則須交回內地上線。
本局以犯罪集團及詐騙罪將涉案內地男子移送檢察院偵辦,並繼續追查其他涉案人及騙款去向。
Mainland Chinese man arrested for fraud involving leak repairs
Five local residents reported to the Judiciary Police between mid-April and mid-June 2023 that they might have been defrauded on the pretext of waterproofing and leak repair works.
In the case, two of the victims who were neighbours had found the involved waterproofing and leak repair works company on an online social networking platform to carry out leak repair works for their apartments. Having inspected on-site, the two involved men claimed that an injection of a total of 20 kg of waterproof grout was required for the two apartments, costing MOP 15,600, to which the two victims agreed. However, when the works in the first apartment was completed, the involved men demanded MOP 73,000 for the over 40 kg of waterproof grout that had been injected, alleging that the price of grout had been quoted for catty instead of kilogram. In view of the considerable price difference, the two victims promptly requested to suspend the works currently taking place in the second apartment, respectively paying MOP 20,000 and MOP 6,000 after negotiation. Leakages were still spotted in the two victims’ apartments afterwards, but the two involved men stalled follow-up works with various excuses before eventually going missing.
Investigation by the Economic Crimes Division officers of the Judiciary Police revealed that the involved engineering company had deployed different perpetrators to carry out similar repair works in Macao and defrauded of money in the same manner. In addition to the two said victims, the Judiciary Police unravelled three similar fraud cases, the three victims of which had suffered losses of MOP 21,000, MOP 18,600 and MOP 18,000 respectively. Together with the two aforesaid victims, the five victims collectively suffered a loss of MOP 83,600.
One of the involved mainland Chinese men was intercepted and taken in for investigation upon his entry via Hengqin Port at noon of 7th January 2024. Admitting to have been recruited by a mainland Chinese syndicate, he had targeted at local residents unfamiliar with such works and attracted them at low prices, defrauding them by charging them enormous sums of money upon completing the works. He had a share of 30% of the payment for each completed project, while the remaining amount had been handed to the upper level members in mainland China.
The Judiciary Police transferred the involved mainland Chinese man to the Public Prosecutions Office for the charges of criminal syndicate and fraud, while continuing to pursue the whereabouts of the other involved persons and the fraud proceeds.
Homem da China continental detido por burla relativa a obras de impermeabilização
Entre meados de Abril e meados de Junho de 2023, a PJ recebeu as queixas de cinco pessoas de Macau, nas quais diziam que tinham sido burlados nalgumas obras de impermeabilização.
Conforme a investigação, dois dos queixosos, que eram vizinhos, procuraram nas redes sociais uma empresa de impermeabilização e pediram-lhe para realizar obras nos seus apartamentos. Chegaram dois homens que efectuaram a inspecção, disseram que seria preciso injectar um total de 20 quilos de impermeabilizante para as duas casas e o preço estimado era de 15.600 patacas, os queixosos resolveram assim aceitar a proposta. Todavia, após finalizado o trabalho no primeiro apartamento, os homens alegaram ter já aplicado mais de 40 quilos de impermeabilizante e exigiram o pagamento de 73.000 patacas, disseram também que o preço do impermeabilizante era cotado por catty e não por quilo. Vista a diferença avultada dos preços, os queixosos exigiram a cessação imediata do trabalho que estava a ser feito no segundo apartamento e, após a negociação com os trabalhadores, pagaram respectivamente 20.000 e 6.000 patacas, porém, descobriram depois que a infiltração ainda existia, mas os indivíduos adiavam a correcção do trabalho com vários pretextos e acabaram por desaparecer.
A Divisão de Investigação de Crimes Económicos iniciou a investigação, verificou que aquela empresa tinha mandado várias pessoas para realizarem obras semelhantes em Macau, usando o mesmo modus operandi para burlar. Para além daqueles dois casos, a PJ investigou outros três análogos, cujas vítimas tiveram prejuízos de 21.000, 18.600 e 18.000 patacas, respectivamente, e juntamente com o prejuízo sofrido pelos primeiros dois, o total foi de 83.600 patacas.
Ao meio-dia de 7 de Janeiro de 2024, os nossos agentes conseguiram deter um dos trabalhadores, da China continental, que estava a entrar em Macau pelo posto fronteiriço de Hengqin, e levaram-no para a PJ. Este admitiu ter sido recrutado por um grupo do continente, perante o facto de que alguns residentes de Macau não conheciam bem as operações de impermeabilização, angariou clientes alegando preços convenientes e, logo que concluia as obras, ludibriava-os com um custo excessivamente elevado, também disse que podia ganhar 30% do custo de cada trabalho e o restante devia ser entregue aos membros superiores no continente.
O detido foi presente ao MP por associação criminosa e burla, a PJ continua à procura de outros eventuais envolvidos e do destino do dinheiro.
