本澳男子涉相當巨額詐騙被拘
2023年12月16日,一名本澳女子向本局報案,稱於本月2日接獲來電指其在內地發佈大量非法信息,並轉線到內地公安局,接通視頻通話後,穿著警服人員傳送了印有女事主身份資料的“協查證明書”,並著其到信箱收取拘留令及保密令等文件。女事主不虞有詐,故配合對方指示開啟同屏功能登入自己的網上銀行,事後收到銀行短訊通知有多筆匯款交易,經查核發現有人操控其帳戶存入金錢後,再連同帳戶內的40萬存款分別匯至澳門及香港銀行,因此損失40萬澳門元,懷疑被騙故報警求助。
本局資訊罪案調查處深入調查後,鎖定一名本澳涉案男子,於12月16日晚上在新口岸區一單位內將其截獲,其承認負責派發所謂的拘留令及保密令予女事主。
涉案男子聲稱收到自稱內地公安來電,指其散播大量詐騙信息,經視頻辦案後,收到郵寄的包裹,內有拘留令及保密令等文件;同時,在對方提供的不明網站輸入銀行資料後,被對方轉走75萬澳門元,並按要求沒有動用銀行存款及操作帳戶,由於其沒有金錢維持生活,對方向其提供兩萬元的應急款項,隨後再以換取“優先調查”機會為藉口,要求其協助派發六張拘留令及提供銀行帳戶用作收取“國家資金”以購買虛擬貨幣轉給對方,並查證本澳加密貨幣有否涉及清洗黑錢等。
本局在涉案男子的手機內發現假公安發予其本人的六份“拘留令及保密令”。為了勸阻潛在被騙的市民,本局隨即派出多名刑偵人員尋找及聯絡,他們均表示接獲“假冒公檢法”類型的詐騙電話,並在接獲拘留令後,向騙徒提供網上銀行資料,五名市民被騙金額合共約413萬澳門元,另外,已即時透過緊急警務聯絡機制通知香港警方對一名潛在受騙的香港居民進行勸阻。
綜上,有強烈跡象顯示涉案男子實施犯罪,故本局以詐騙(相當巨額)罪將其移送檢察院偵辦。
本局發現騙徒除騙取事主的款項外,還利用事主的銀行帳戶收取大量來歷不明的巨額款項,並匯出及用作購買虛擬貨幣等;本局即時透過緊急警務聯絡機制通知香港警方對一名潛在受騙的香港居民進行勸阻。
Local man arrested for fraud of considerably huge amount
On 16th December 2023, a local woman made a report to the Judiciary Police, alleging that she had received a phone call on December 2nd, which accused her of publishing a large amount of illegal information in the mainland. The line was then transferred to the Public Security Bureau of the mainland and connected to a video call, where a person wearing police uniform delivered a “Certificate for Assistance in Investigation” with the female victim’s identity information printed on it, and told her to collect a detention order and a confidentiality order from the mailbox. The unsuspecting female victim turned on the same-screen function as per the other party’s instruction and logged in her online banking account. She then received text messages from the bank saying she had conducted several remittances. After checking, it was found that someone manipulated her account to deposit money, and then remit it to different banks in Macao and Hong Kong together with the MOP 400,000 deposit in the account. As such, a loss of MOP 400,000 was incurred. Suspected of being cheated, the victim reported the case to the police.
After in-depth investigation, the IT Crimes Division identified an involved local man and intercepted him in an apartment in ZAPE on the evening of December 16th. He admitted that he was responsible for distributing the so-called detention order and the confidentiality order to the female victim.
The involved man claimed that he had received a call from someone claimed to be a public security personnel from the mainland, who accused him of spreading a large amount of fraudulent information. After handling the case via video call, he received a parcel in the mail, containing documents such as detention orders and confidentiality orders. At the same time, after inputting his bank information to an unknown website provided by the other party, the other party transferred MOP750,000 out of his bank account; meanwhile he did not mobilize his bank deposit or operate his account as told by the other party. Since he has no money to sustain his daily living, the other party provided him with an emergency fund of MOP20,000. Subsequently, under the pretext of getting “priority investigation”, he was requested to distribute six pieces of detention orders and provide his bank account for the collection of “state funds” in order to purchase virtual currencies to transfer to the other party, as well as verifying if the crypto-currency in Macao was involved in money laundering.
The Judiciary Police found six “detention orders and confidentiality orders” in the mobile phone of the involved man that were sent to him by the fake public security personnel. To dissuade potential residents from falling victim to the scam, the Judiciary Police immediately deployed several criminal investigators to locate and contact them. They all said that they had received scam calls from “fake public security, procuratorate and court personnel” and had provided their online banking information to the fraudsters after receiving the detention orders. Five residents were cheated out of around MOP 4,130,000 in total. Furthermore, the Hong Kong Police Force was notified immediately through the emergency police communication mechanism to dissuade a Hong Kong resident from falling victim to the scam.
To conclude, there were strong signs showing that the involved man had committed a crime. The Judiciary Police transferred him to the Public Prosecutions Office for the offence of fraud (considerably huge amount).
The Judiciary Police found that besides defrauding victims of their money, the fraudsters also used the victims’ bank accounts to receive huge amounts of fund from unknown sources and remitted them or used them to purchase virtual currencies. The Hong Kong Police Force was notified immediately through the emergency police communication mechanism to dissuade a Hong Kong resident from falling victim to the scam.
Detido um residente por burla de valor consideravelmente elevado
No dia 16 de Dezembro de 2023, uma residente fez queixa dizendo que a 2 de Dezembro recebeu um telefonema a dizer que ela tinha divulgado, em grande quantidade, informações ilegais e a linha passou para o Ministério de Segurança Pública do continente e foi activada uma videochamada. No outro lado, apareceu um polícia fardado a mostrar-lhe um “certificado de colaboração em investigação” que continham os dados de identificação da queixosa e ordenhou-lhe buscar os mandatos de detenção e de confidencialidade na caixa de correios. A vítima não achou nada de anómalo, por isso, colaborou com a outra parte, partilhou a tela do ecrã e acedeu ao seu próprio banco online. Pouco depois, recebeu a mensagem do banco a informar que tinham sido feitas várias transacções. Feita a verificação constatou que alguém esteve a controlar a sua conta para efectuar depósitos e a seguir transferiu as 400.000 patacas que tinham na conta para bancos de Macau e de Hong Kong, a vítima sofreu um prejuízo de 400.000 patacas e fez queixa.
Na investigação, a Divisão de Investigação de Crimes Informáticos identificou um homem de Macau e deteve-o na noite de 16 de Dezembro num apartamento do ZAPE. O homem confessou ser encarregado de entregar para a vítima aqueles mandatos de detenção e de confidencialidade.
O homem em causa disse ter recebido uma chamada de alguém a dizer que era um funcionário de Segurança Pública do continente, disse que divulgava informações, em massa, relacionadas com burlas. Após ter encaminhado o caso por videochamada, o homem recebeu uma encomenda por correio que continha aqueles documento. Ao mesmo tempo, depois de introduzir os seus dados bancários num website desconhecido fornecido pela outra parte, esta transferiu 750.000 patacas da conta bancária dele e de acordo com o solicitado o homem não mobilizou o depósito, nem efectuou movimentos da conta. Como o homem não tinha dinheiro para sustentar a sua vida quotidiana, a outra parte deu-lhe 20.000 patacas, posteriormente, em troca de uma “investigação com prioridade”, solicitou-lhe que entregasse seis mandatos de detenção e fornecesse a sua conta bancária para a cobrança de “capital do Estado”, usada na compra de moedas virtuais e transferi-las para a outra parte, bem como pediu-lhe para verificar se a criptomoeda em Macau estava relacionada com branqueamento de capitais.
Encontramos no telemóvel do homem seis “mandatos de detenção e de confidencialidade” envidados pelos falsos funcionários. Para dissuadir potenciais residentes nesse esquema, enviámos, imediatamente, agentes para os localizar e contactar, todos disseram ter recebido esse tipo de chamadas telefónicas fraudulentas de funcionários de “Polícia, Procuradoria e Tribunal” e ter disponibilizado, junto dos criminosos, os seus dados do banco online, depois de receber o mandato de detenção. Cinco residentes tinham sido burlados, num total de cerca de 4.130.000 patacas. Por outro lado, a PJ comunicou, de imediato, o facto à Polícia de Hong Kong através do mecanismo de comunicação policial urgente, para dissuadir um potencial residente de HK que poderia ser vítima do caso.
De acordo com a investigação, há fortes indícios de que o detido praticou o crime, assim foi presente ao MP acusado de burla (valor consideravelmente elevado).
A PJ constatou que os burlões, para além de burlarem o dinheiro das vítimas, também usaram as suas contas bancárias para receber quantias avultadas de origem desconhecida, efectuar remessas e usar o dinheiro para comprar moedas virtuais.
