兩漢涉相當巨額詐騙及清洗黑錢就逮
2023年11月28日,本局接獲治安警察局通知於路氹城區一酒店發生一宗兌換貨幣詐騙案。
本局經濟罪案調查處人員隨即展開調查。案情顯示,當日上午首名內地男事主透過一名女性朋友以社交軟件聯絡到涉案內地男子進行兌換。於酒店房間內,首名事主要求涉案內地男子將53萬元人民幣轉帳到其內地朋友的銀行帳戶內,以及各轉帳一萬元人民幣到兩個移動支付帳戶內,在確認收到款項後,涉案內地男子即向首名事主收取592,000港元並離開。其後首名事主收到內地朋友通知,指其銀行帳戶因接收內地電話詐騙案的騙款而被內地警方凍結,有關損失由首名事主承擔,首名事主遂聯同其女性朋友報案求助,而另一方面涉案內地男子亦被酒店保安員截獲。
經查,涉案內地男子承認受人指使前往酒店與事主進行兌換,完成後按上線指示登上涉案本澳男子之私家車並交出所收取的港元現金,從中可獲2,000港元報酬,其辯稱不知道上線所轉帳之款項涉及電話詐騙。本局人員查悉其與第二名事主有兌換記錄,並在其身上搜獲與第二名事主交易所得的90萬港元現金,其未及將款項交予涉案本澳男子即被酒店保安員截獲。稍後本局人員再截獲涉案本澳男子,其聲稱乃應朋友要求在車上向涉案內地男子收取59萬港元現金,再駕車到新口岸區將現金交給另一名男子,不知道事件涉及犯罪。
本局以詐騙(相當巨額)罪及清洗黑錢罪將兩名涉案男子移送檢察院偵辦,並繼續追查其餘涉案人的下落。
Two men arrested for fraud of considerably huge amount and money laundering
On 28th November 2023, the Judiciary Police was notified by the Public Security Police Force about a case of money exchange scam occurred in a hotel in Cotai district.
The personnel of the Economic Crimes Division launched an investigation immediately. Case details revealed that on the morning of that day, the first mainland male victim, through a female friend, got in contact with the involved mainland man via social networking software to conduct money exchange. In a hotel room, the first victim requested the involved mainland man to transfer RMB 530,000 to the bank account of his mainland friend, and transfer RMB10,000 each to two mobile payment accounts. After confirming the payment was received, the involved mainland man collected HKD 592,000 from the first victim immediately and left. Subsequently, the first victim received a notification from the mainland friend, indicating that his bank account was frozen by the mainland police for receiving fraudulent money of a case of telephone scam in the mainland. The loss incurred would be borne by the first victim. The first victim then reported the case together with his female friend. On the other hand, the involved mainland man was also intercepted by the hotel security guard.
Investigation revealed that the involved mainland man admitted that he was instructed to conduct money exchange with the victim at the hotel. Upon completion, he got on the involved local man’s private car and handed over the Hong Kong dollars in cash as per the instruction of the upper level, receiving a reward of HKD 2,000 in return. He claimed that he had no idea that the fund that was transferred by the upper level involved telephone scam. The personnel of the Judiciary Police found out that he had money exchange record with the second victim, and found in his possession HKD 900,000 in cash that he received from the second victim. He was intercepted by the hotel security guard before he could hand the fund to the involved local man. The personnel of the Judiciary Police later intercepted the involved local man as well. He claimed that a friend requested him to collect HKD 590,000 in cash from the involved mainland man in the car, then drive to ZAPE district to hand the cash to another man, and that he did not know that the matter involved crime.
The Judiciary Police transferred the two involved men to the Public Prosecutions Office for the charges of fraud (considerably huge amount) and money laundering, while continuing to pursue the whereabouts of the other involved persons.

No dia 28 de Novembro de 2023, a PJ recebeu uma notificação do CPSP sobre a ocorrência de uma burla de troca de dinheiro num hotel do Cotai.
O pessoal da Divisão de Investigação de Crimes Económicos iniciou a investigação, na qual se verificou que naquela manhã um homem da China continental, primeira vítima deste caso, através duma amiga, contactou um outro homem, também do continente, suspeito deste caso, mediante uma rede social, para trocar dinheiro. Num quarto de hotel, a vítima pediu ao suspeito para transferir 530.000 RMB para a conta bancária dum seu amigo da China continental, e 10.000 RMB para duas contas de pagamento móvel respectivamente. Após a confirmação das transferências, o suspeito recebeu 592.000 HKD da vítima e foi embora. Mais tarde, a vítima recebeu a notificação daquele amigo dizendo que a sua conta bancária foi congelada pela polícia da China continental por receber dinheiro envolvido numa burla telefónica no continente e que devia assumir este prejuízo, assim, a vítima, juntamente com a sua amiga, fez queixa na PJ, enquanto que o suspeito foi detido pelos guardas de segurança do hotel.
Na investigação, o suspeito admitiu ter efectuado o câmbio com a vítima no hotel de acordo coma as indicações de um terceiro, e disse que após concluída a transacção, conforme as indicações dos indivíduos a montante, entrou no carro de um homem de Macau, entregou-lhe o dinheiro recebido e obteve 2.000 HKD como remuneração. Este afirmou que não sabia que o dinheiro transferido pelos indivíduos a montante estava envolvido numa burla telefónica. Os nossos agentes apuraram que este também trocou dinheiro com um outro indivíduo, segunda vítima, e na sua posse foram apreendidos 900.000 HKD obtidos na transacção com a segunda vítima, mas o suspeito foi detido pelos segurança do hotel antes de entregar o dinheiro ao homem de Macau. Posteriormente, os nossos agentes detiveram aquele suspeito, de Macau, que afirmou que a pedido dum seu amigo, recebeu os 590.000 HKD no carro, conduziu para o ZAPE e entregou o dinheiro a um outro homem. Este disse não saber que este assunto estava envolvido num crime.
Os dois suspeitos foram presentes ao MP por burla (valor consideravelmente elevado) e branqueamento de capitais. A PJ continua a investigar o paradeiro de outros eventuais envolvidos.
