偵破假冒移動支付平台釣魚短訊騙案 兩內地漢被拘
2023年11月17日至20日期間,本局共接獲10宗涉及一本澳移動支付平台釣魚短訊詐騙案件。案中10名本澳事主均聲稱收到以該移動支付平台名義發出的短訊,內容稱有剩餘積分可兌換禮品,當事主點擊短訊內附帶的連結並輸入電話號碼、登錄及交易密碼後,即發現其移動支付平台帳號遭盜用在本澳網上購物平台消費。10名事主各損失1,109至15,582澳門元不等,總損失金額為68,978澳門元。
本局資訊罪案調查處人員經深入調查後鎖定一犯罪集團,發現集團成員架設涉案的偽冒該移動支付平台釣魚網站,並大量發送釣魚短訊予本澳居民,當成功盜取被害人的移動支付平台帳號後,即利用帳號在本澳網上外賣平台購買大量酒類及化妝品,透過平台的配送服務將貨物送到本澳指定地點,由集團成員統一收集後再運到海外。
本局人員於11月20日在北區截獲兩名正在收貨的涉案內地男子,並在其行李內搜獲涉案的酒類及化妝品等贓物。經查,兩人承認受僱於犯罪集團來澳協助將貨物帶返內地交予上線成員,惟否認參與釣魚網站詐騙。兩人聲稱分別由11月17日及18日起作案,本次乃首次來澳犯案。另一方面,本局人員亦查悉本案涉及四個釣魚網站,其伺服器均設於海外,自11月14日起運作。
本局以不當獲取、使用或提供電腦數據資料罪,不當進入電腦系統罪,電腦偽造罪,電腦詐騙罪,以及犯罪集團罪將兩名涉案內地男子移送檢察院偵辦。由於本案不排除有更多市民被詐騙,本局將繼續追緝其他涉案人士,並與相關支付及購物平台溝通及作進一步點算。
Phishing SMS scam involving a bogus mobile payment platform cracked with two mainland men arrested
During the period from 17th to 20th November 2023, the Judiciary Police received a total of 10 phishing SMS fraud cases involving a Macao-based mobile payment platform. All the 10 local victims of these cases claimed that they had received SMS messages sent in the name of the mobile payment platform, which stated that remaining points were available for redemption of gifts. After clicking on the links attached to the SMS messages and entering their mobile phone numbers, login and transaction passwords, the victims immediately found that their mobile payment platform accounts had been compromised to make purchases on the online shopping platforms in Macao. Each of the 10 victims suffered losses ranging from MOP1,109 to MOP15,582, incurring a total loss of MOP68,978.
After in-depth investigation, The I.T. Crimes Division personnel identified a criminal syndicate, and found that its members had set up a phishing website posing as the involved mobile payment platform, which sent out scores of phishing SMS messages to the residents of Macao. Having successfully compromised the victims’ accounts of the mobile payment platform, the members of the syndicate used the accounts to purchase a large amount of alcoholic beverages and cosmetics from the online food delivery platforms in Macao thereupon, which were subsequently delivered to the designated locations in Macao through the platforms’ delivery service, where they would be collected by the members of the syndicate before being shipped overseas.
On November 20th, the Judiciary Police personnel intercepted the two involved mainland men who were collecting the goods in the Northern district, and seized the stolen goods including alcoholic beverages and cosmetics from their baggage. Upon investigation, the two men admitted that they had been recruited by a criminal syndicate to come to Macao to assist in bringing the goods back to the mainland and hand them over to their upper-level members, yet denied their engagement in phishing website scams. The two men claimed to have been committing the crime since November 17th and 18th respectively, and that this was their first perpetration in Macao. On the other hand, the Judiciary Police personnel also found that four phishing websites were involved in this case, whose servers were all located overseas and had been in operation since November 14th.
The Judiciary Police transferred the two involved mainland men to the Public Prosecutions Office for the offences of illegal acquisition, usage or supply of computer data information, improper access to computer system, computer forgery, computer fraud and criminal syndicate. As it could not be ruled out that there were more local victims in this fraud case, the Judiciary Police will continue to pursue other involved persons, and communicate with the relevant payment and shopping platforms for further counting.
Resolvido um caso da burla através do SMS de phishing de uma plataforma de pagamento móvel falsa e detidos dois homens da China continental
Entre 17 e 20 de Novembro de 2023, a PJ recebeu 10 casos de burla que envolvem SMS de phishing de uma plataforma de pagamento móvel de Macau. No caso, 10 vítimas locais disseram que receberam mensagens, emitidas em nome daquela plataforma de pagamento móvel, que diziam que havia pontos de recompensa remanescentes que podiam ser trocados por presentes. Ao clicar o link incluído na mensagem e inserindo o número de telefone, senha para o login e para a transacção, a vítima descobria que a sua conta da plataforma de pagamento móvel tinha sido roubada e utilizada em fazer compras numa plataforma de compras online de Macau. As 10 vítimas sofreram prejuízos que variavam de 1.109 a 15.582 patacas, o prejuízo total foi de 68.978 patacas.
Na investigação, o pessoal da Divisão de Investigação de Crimes Informáticos identificou uma rede criminosa, apurou que os seus membros montaram o website de phishing em causa que fingia ser aquela plataforma de pagamento móvel, e que mandava uma grande quantidade de SMS de phishing para os utentes de Macau. Depois de roubada a conta da vítima, utilizavam aquela conta para comprar grandes quantidades de bebidas alcoólicas e produtos cosméticos numa plataforma de take-away, entregavam estas mercadorias em locais designados em Macau através do serviço de entrega, as quais eram depois recolhidas pelos membros da rede e levadas para o exterior.
No dia 20 de Novembro, o nosso pessoal interceptou dois homens da China continental suspeitos que estavam a receber as mercadorias na zona norte, encontraram na sua bagagem as bebida alcoólicas e produtos cosméticos envolvidos, entre outros objectos ligados ao crime. No interrogatório, os dois admitiram que foram contratados pela rede criminosa, e encarregados para vir a Macau e levar as mercadorias para a China continental onde iriam ser entregues aos membros “a montante”, porém, negaram a sua participação na burla do website de phishing. Os dois disseram que actuaram a partir de 17 e 18 de Novembro respectivamente, sendo esta a primeira vez que praticaram o crime em Macau. Por outro lado, o nosso pessoal apurou que 4 websites de phishing estavam envolvidos no caso, cujos servidores eram montados no exterior e que entraram em funcionamento em 14 de Novembro.
Os dois homens da China continental foram presentes ao Ministério Público por crime de obtenção, utilização ou disponibilização ilegítima de dados informáticos, acesso ilegítimo a sistema informático, falsificação informática, burla informática, bem como associação criminosa. Uma vez que não se exclui a hipótese de existir mais pessoas que foram burlados, a PJ vai continuar a investigar outros eventuais envolvidos no caso, vai comunicar com as respectivas plataformas de pagamento e de compras, e fazer mais contagens.
