司警局偵破“殺豬盤”詐騙集團 共拘七人
本局於2023年8月底至9月初先後接獲五名本澳居民報案,指透過社交平台投資廣告加入通訊群組,並按群組“投資助理”指示下載指定手機應用程式,將數十萬至數百萬港元不等款項存入13個本澳銀行帳戶來投資股票,起初均能獲利及提現,其後應“投資助理”要求加大投資額,但之後發現無法取回款項,懷疑被騙故報警求助。
本局資訊罪案調查處迅速組織專案小組展開調查,發現案件涉及一跨境詐騙犯罪集團,該集團以俗稱“殺豬盤”的方式詐騙至少28人,然後以迂迴手法將騙款轉到十多個海外銀行帳戶提現,涉款合共2,500萬港元;本局成功勸止23名潛在被害人繼續匯款,同時透過與銀行業界的緊急機制,成功止付逾180萬港元騙款。
9月21日,本局截獲一名涉案內地男子,其承認受僱內地犯罪集團,由集團安排的一名保險經紀協助投保兩份保單,並開立三個本澳銀行帳戶交予集團操控,獲酬14,000元人民幣。本局於翌日再緝獲六名涉案本澳男子,當中五名從事保險經紀的被捕男子承認於2023年1月至9月期間協助數十名內地人士購買保險及開立多個銀行帳戶,均知悉資金來源異常,事後獲利2,000至70,000港元不等;其餘一名被捕男子供稱收取3,450澳門元報酬,協助將其本人銀行帳戶內一筆23萬港元來歷不明的匯款提現及轉交他人。
本局以詐騙(相當巨額)、清錢黑錢及犯罪集團等三罪將七名涉案男子移送檢察院偵辦,並繼續追緝其餘在逃涉案人。
The Judiciary Police busted a “pig-butchering scam” syndicate, with seven persons arrested
The Judiciary Police received reports from five Macao residents successively from late August to early September 2023, alleging that they had joined communication groups through some investment advertisements on social networking platforms, and downloaded designated mobile applications as instructed by the “investment assistant” of the groups. Hundreds of thousands to millions of Hong Kong dollars were deposited to 13 Macao bank accounts for investment in stocks. At first, profits and cash withdrawals could be made, so they increased their investment funds at the request of the “investment assistant”. However, they later found out that they could no longer withdraw their money. Suspecting to be defrauded, they reported the case to the police.
The IT Crimes Division of the Judiciary Police swiftly organized a specialized team to launch an investigation, and found out that a cross-border fraud syndicate was involved. The syndicate had defrauded at least 28 persons by means of the so-called “pig-butchering scam”, and used circuitous ways to transfer the defrauded funds to more than ten overseas bank accounts for cash withdrawals, involving a total of HKD 25 million. The Judiciary Police successfully dissuaded 23 potential victims from continuing to remit money, meanwhile stopped the payment of over HKD 1.8 million of defrauded money successfully through the emergency mechanism with the banking industry.
On September 21st , the Judiciary Police intercepted an involved mainland man. He admitted that he was hired by a mainland criminal syndicate. With the assistance of an insurance broker arranged by the syndicate, he placed two insurance policies, and opened three Macao bank accounts for the syndicate’s manipulation, for a reward of RMB 14,000. The Judiciary Police arrested six more involved local men on the following day, of which, five of them were insurance brokers and admitted that they had helped dozens of mainlanders to buy insurance and open bank accounts between January and September 2023. They all realized that the source of funds was abnormal, and received a reward between HKD 2,000 and HKD 70,000 upon completion of the tasks. The remaining arrested man claimed that he had received MOP3,450 as a reward, for assisting to withdraw a remittance of HKD230,000 of unknown origin from his bank account and transfer it to others.
The Judiciary Police transferred the seven involved men to the Public Prosecutions Office with the offences of fraud (considerably huge amount), money laundering and criminal syndicate, while continuing to pursue the other involved persons at large.
Desmantelada uma rede de “burlas de investimento” e detidos sete indivíduos
Entre os finais de Agosto e o início de Setembro de 2023, a PJ recebeu denúncias de cinco residentes de Macau, onde indicavam que aderiram a um grupo de comunicação através de publicidade de investimentos nas plataformas de redes socias, baixaram uma designada aplicação para telemóvel como indicado pelo “assistente de investimentos” do grupo, e depositaram montantes, que variavam de centenas de milhares de dólares de Hong Kong a alguns milhões de dólares de Hong Kong, em 13 contas bancárias de Macau com o objectivo de investir em acções. Uma vez que conseguiam lucrar e levantar o dinheiro no início, aumentaram o montante investido, a pedido do “assistente de investimentos”, mas depois verificaram que não conseguiam reaver o dinheiro, com a suspeita de terem sido burlados, fizeram queixa na PJ.
A Divisão de Investigação de Crimes Informáticos organizou rapidamente um grupo especial para iniciar a investigação, apurou-se que o caso envolvia uma rede criminosa transfronteiriça de burla. Esta rede tinha burlado pelo menos 28 pessoas com o esquema conhecido vulgarmente como “pig-butchering scam”, transferiram depois o dinheiro burlado, por meios complexos, para mais de dez contas bancárias no exterior a fim de fazer o levantamento, insto envolveu um total de 25 milhões de HKD. A PJ conseguiu suspender a continuação de remessas de dinheiro de 23 potenciais vítimas, simultaneamente através do mecanismo urgente estabelecido com o sector bancário, conseguiu interceptar transacções de dinheiro burlado em mais de 1,8 milhões de HKD.
No dia 21 de Setembro, a PJ deteve um homem da China continental, este confessou que tinha sido recrutado por uma rede criminosa do continente, requereu duas apólices de seguros com a colaboração de um agente de seguros arranjado pela rede, e abriu três contas bancárias em Macau que foram entregues ao controlo da rede, recebendo assim uma remuneração de 14.000 RMB. No dia seguinte, detivemos mais seis homens de Macau envolvidos, cinco dos detidos que trabalhavam como agentes de seguros confessaram que entre Janeiro e Setembro de 2023, convenceram dezenas de pessoas do continente a comprarem apólices de seguros e abrirem várias contas bancárias, todos sabiam que a fonte dos capitais era inusual e lucraram com isto entre 2.000 e 70.000 HKD. O restante homem disse que recebeu 3.450 patacas como remuneração para levantar uma remessa no valor de 230.000 HKD, de origem desconhecida, da sua conta, e transferi-la para outras pessoas.
Os sete envolvidos foram presentes ao Ministério Público por burla (valor consideravelmente elevado), branqueamento de capitais e associação criminosa, a PJ continua a procurar outros eventuais envolvidos em fuga.
