本澳女子涉詐騙資助被拘
2023年2月,本局應檢察院要求,跟進調查本澳一舞台劇劇社涉嫌詐騙特區政府資助的案件。
案情顯示,涉案劇社於2019年曾公演一齣音樂劇,且憑該劇向相關政府部門申請資助獲批;2020年該劇社又向同一部門申請以線上錄播方式發佈一齣音樂劇的財政資助,獲該部門批出26.95萬澳門元資助,且已完成有關劇目的公開播放及遞交活動報告;及後,有關資助工作轉由另一資助部門跟進,該資助部門覆核申請材料時,揭發涉案劇社只是將2019年演出且已獲批出資助的音樂劇重新剪輯播放,資助部門要求涉案劇社的本澳女會長解釋,其承認剪輯已獲批出資助的音樂劇進行線上播放來騙取更多資助。鑑於涉案女子遞交之活動開支報告與事實不符,資助部門遂向檢察院作出檢舉。
本局經濟罪案調查處人員接案後於2023年8月22日在涉案女子住所將其拘捕,其拒絕合作;鑑於有強烈跡象顯示涉案女子實施犯罪,本局以詐騙(相當巨額)罪及偽造文件罪將之移送檢察院偵辦。
Local woman arrested for grant fraud
In February 2023, the Judiciary Police, upon the request of the Public Prosecutions Office, followed up the investigation of a case involving a local stage drama club suspected of committing grant fraud against the SAR Government.
Case details revealed that the involved drama club had staged a musical in 2019, and its application for a grant from the relevant government department on the basis of that musical was approved. In 2020, the drama club applied to the same department for financial support to release a musical in the form of online recording and broadcasting. The drama club was approved a grant of MOP269,500 from the department, and had already completed the public broadcasting of the relevant musical and submitted the activity report. Later, the grant-related work was transferred to another relevant department for follow-up. When that granting department reviewed the application materials, it was uncovered that the involved drama club had only re-edited and broadcasted the musical which had been performed in 2019 with the approved grant. The granting department demanded an explanation from the local female president of the involved drama club, who admitted to editing the musical with the approved grant, and broadcasting it online in order to secure more grants by deception. Since the activity expense report submitted by the involved woman was incommensurate with the facts, the granting department therefore lodged a complaint with the Public Prosecutions Office.
The Economic Crimes Division personnel of the Judiciary Police arrested the involved woman in her residence on 22nd August 2023 upon receipt of the case, yet she refused to cooperate. Since there were compelling indications that the involved woman had perpetrated the crime, the Judiciary Police transferred her to the Public Prosecutions Office for the offences of fraud (considerably huge amount) and forgery of document.
Detida uma residente por burla de financiamento
Em Fevereiro de 2023, a pedido do Ministério Público, a PJ investigou um caso de burla de financiamento do Governo da RAEM, cometido por um grupo de teatro local.
Conforme o que foi apurado na investigação, o grupo em questão tinha encenado uma peça musical em 2019 e solicitou ao relativo serviço público o apoio financeiro com base nesta peça e o pedido foi aprovado. Em 2020, o grupo solicitou novamente ao mesmo serviço um subsídio para encenar uma outra peça musical numa transmissão online, conseguindo a concessão de um subsídio de 269.500 patacas, e concluindo a transmissão pública da peça e a entrega do respectivo relatório de actividade. Posteriormente, o trabalho de apoio financeiro passou a ser acompanhado por um outro serviço. Este descobriu, ao analisar os materiais de candidatura, que o grupo apenas tinha reeditado e transmitido a peça musical já encenada e subsidiada em 2019, pediu então à presidente do grupo em causa que explicasse e a mesma admitiu ter editado o musical já subsidiado para o transmitir online com o fim de obter mais subsídios. Dado que o relatório de despesas das actividades apresentado pela suspeita não correspondia à verdade, os serviços que financiaram a obra denunciaram o facto junto do MP.
O nosso pessoal da Divisão de Investigação de Crimes Económicos deteve a suspeita na sua residência em 22 de Agosto de 2023 que recusou cooperar com a polícia. De acordo com a investigação existem fortes indícios da prática criminal, a detida foi presente ao MP acusada de burla (de valor consideravelmente elevado).
