四本澳男女涉加重盜竊及犯罪集團等罪被拘
2023年8月16日早上,本局接獲澳門海關通報,一名本澳男子報稱在外港碼頭大堂候船期間被盜去行李箱及背包,其中行李箱內有450萬元人民幣現金。
本局侵犯財物罪案調查科接報後立即展開調查,並鎖定兩名作案的本澳及內地男子身份。案情顯示,上述二人於當日早上到達外港碼頭大堂守候,待事主在進入洗手間期間,趁機盜去事主的行李箱及背包後立即逃去。其中,作案本澳男子將失物悉數帶返其單位內並將箱內現金卸下後,便將行李箱及背包棄置於垃圾站及經青茂口岸逃往內地;另一名作案內地男子則在作案後經關閘口岸逃離本澳。
本局人員經調查得悉作案本澳男子之胞兄及母親經地下錢莊轉走贓款,隨即採取行動,先後於上述二人的各自住所內將之截獲,亦於雀仔園區及高士德區成功截獲兩名涉嫌從事地下錢莊的涉案本澳男子,分別在兩人身上及住所內搜出合共約99.9萬元人民幣贓款。隨後,本局人員於新口岸一押店起回被兌成港元轉走的30萬元人民幣贓款,至今本局已成功追回合共129.9萬元人民幣贓款。
此外,押店報稱在事件中遭第六名本澳男子以贓款詐騙兌換而損失30萬元人民幣,故要求追究其刑事責任。
由於有部分涉案人士在逃,本局立即啟動與內地的緊急警務聯絡機制,經中聯辦警務聯絡部協調,公安部刑偵局聯動湖北省公安廳、廣東省公安廳及珠海市公安局採取行動,內地警方於2023年8月18日,分別在湖北省及廣東省成功截獲兩名作案男子,兩人均承認犯罪。
本局根據調查所得,以加重盜竊、贓物、詐騙及犯罪集團等罪將在本澳緝獲的四名涉案男女移送檢察院偵辦,並續追查其餘涉案人士及贓款下落。
Four locals involved in offences including aggravated theft and criminal syndicate under arrest
On the morning of 16th August 2023, the Judiciary Police was notified by the Macao Customs Service of a report from a local man, indicating that his suitcase and backpack were stolen while he was waiting to embark on a ferry in the lobby of the Outer Harbour Ferry Terminal, with RMB4.5 million of cash inside the suitcase.
The Section for Offences against Property of the Judiciary Police immediately initiated investigation upon receipt of the case, and identified one local man and one mainland man who had committed the crime. Case details revealed that the aforesaid two individuals arrived at the lobby of the Outer Harbour Ferry Terminal on the morning of that day and waited. While the victim was using the restroom, they seized the opportunity to steal his suitcase and backpack before fleeing immediately. The local male perpetrator brought all the lost items back to his flat and unloaded the cash inside the suitcase, subsequently discarded the suitcase and backpack at the refuse collection point before absconding to mainland via the Qingmao Port, while the mainland male perpetrator fled Macao via the Border Gate checkpoint after committing the crime.
The Judiciary Police personnel discovered from investigation that the elder brother and mother of the local male perpetrator had transferred the stolen money through an underground bank, hence immediately took action to intercept the above-mentioned two individuals at their respective residences. The two involved local men suspected of engaging in an underground bank were also intercepted successfully at the Horta da Mitra and Horta e Costa districts. A total of RMB999,000 stolen money was seized on the two individuals and their residences respectively. Afterwards, the Judiciary Police personnel recovered RMB300,000 stolen money that had been converted into Hong Kong dollars and transferred away at a pawnshop in ZAPE. The Judiciary Police has successfully recovered a total of RMB1.299 million of stolen money hitherto.
In addition, the pawnshop reported a loss of RMB300,000 in the incident, which was fraudulently exchanged by a sixth local man with the stolen money, and demanded that he be held criminally liable.
As some of the involved individuals are still at large, the Judiciary Police immediately activated the emergency police liaison mechanism with the mainland. With the coordination of the Police Liaison Department of the Liaison Office of the Central People’s Government in the Macao SAR, the Criminal Investigation Bureau of the Ministry of Public Security collaborated with the Hubei Provincial Public Security Department, Guangdong Provincial Public Security Department and Zhuhai Municipal Public Security Bureau to take action. On 18th August 2023, the mainland police successfully intercepted two male perpetrators in Hubei Province and Guangdong Province respectively, and both of them admitted to the perpetration.
Based on the investigative results, the Judiciary Police transferred four involved individuals, who had been arrested in Macao, to the Public Prosecutions Office for the offences including aggravated theft, handling stolen goods, fraud and criminal syndicate, while continuing to pursue the whereabouts of the other involved individuals and proceeds of crime.
Detidos quatro indivíduos por furto qualificado e associação criminosa
Na manhã de 16 de Agosto de 2023, a PJ recebeu uma comunicação dos Serviços de Alfândega de Macau, a qual indicava que um homem de Macau denunciou que lhe tinham furtado a bagagem e mochila quando estava a esperar pelo barco no átrio do Terminal Marítimo de Passageiros do Porto Exterior, o furto ocorreu durante este período e na bagagem tinha 4,5 milhões de RMB.
Recebida a denúncia, a Secção de Investigação de Crimes contra a Propriedade iniciou logo a investigação e identificou dois suspeitos, um de Macau e um da China continental. Segundo as informações recolhidas, os dois indivíduos chegaram no átrio do Terminal Marítimo de Passageiros do Porto Exterior naquela manhã e estiveram a aguardar, aproveitaram a oportunidade quando a vítima entrava na casa de banho para furtarem a bagagem e a mochila e fugiram de imediato. O suspeito, de Macau, levou todos os objectos furtados para o seu apartamento, após ter tirado o dinheiro em numerário, abandonou a bagagem e a mochila num posto de recolha de lixo e fugiu para a China continental através do Posto Fronteiriço Qingmao. Por sua vez, o outro, do continente, fugiu de Macau pelo Posto Fronteiriço das Portas do Cerco depois do crime.
Na investigação, ao saber que o irmão e a mãe do suspeito de Macau tinham transferido o dinheiro furtado via banco clandestino, o nosso pessoal entrou em acção imediatamente identificando estes dois indivíduos sucessivamente no seu próprio apartamento, deteve ainda, no Bairro Horta da Mitra e na zona da Av. Horta e Costa, dois homens de Macau suspeitos de trabalhar no banco clandestino, foram encontrados, na posse e na residência destes dois homens, dinheiro furtado num total de 999.000 RMB. A seguir, numa casa de penhor no ZAPE, o nosso pessoal recuperou 300.000 RMB, dinheiro furtado que foi trocado em dólares de Hong Kong para fazer a transferência. Até agora, a PJ conseguiu recuperar 1,299 milhões de RMB no total.
Além disso, a casa de penhor denunciou que neste caso tornou-se vítima da burla na troca de dinheiro, efectuada por um sexto homem de Macau com dinheiro furtado, sofrendo assim um prejuízo de 300.000 RMB, por isso, pediu procedimento criminal contra ele.
Uma vez que alguns envolvidos no caso estão em fuga, a PJ activou de imediato o mecanismo de ligação policial de urgência com a China continental. Com a coordenação dos Serviços de Ligação para os Assuntos Policiais do Gabinete de Ligação do Governo Popular Central na RAEM, os Serviços de Investigação Criminal do Ministério da Segurança Pública tomou acções em cooperação com a Directoria Provincial de Segurança Pública das províncias de Hubei e de Guangdong, bem como com a Directoria Municipal de Segurança Pública de Zhuhai. Em 18 de Agosto de 2023, as polícias do continente interceptaram com sucesso dois suspeitos nas províncias de Hubei e de Guangdong, ambos confessaram o crime.
Conforme os resultados obtidos na investigação, os quatro indivíduos detidos em Macau foram presentes ao Ministério Público por crimes de furto qualificado, receptação, burla e associação criminosa, a PJ continua a procurar os outros envolvidos e o paradeiro do dinheiro furtado.
