本澳女子涉電話詐騙被拘
2023年7月24日,本局接獲本澳一電訊營運商檢舉,指公司偵測到多張電話預付卡出現撥打紀錄異常狀況,懷疑當中涉及電話詐騙犯罪,資訊罪案調查處人員跟進調查期間,陸續接獲本澳兩間銀行及超過300名市民舉報,指有騙徒冒充銀行職員進行電話詐騙。
本局資訊罪案調查處人員深入調查,確定有關詐騙電話來自同一犯罪集團,並查悉該集團位於氹仔的犯罪窩點及涉案本澳女子的身份,於8月9日將之截獲,同時在上述窩點檢獲三組網關通訊設備(GoIP)。
涉案女子聲稱於2023年3月接獲自稱“北京公安”指其涉及犯罪,指使其到香港開設銀行戶口供“公安”使用,再於7月在氹仔租用上述單位並安裝網關通訊設備,至被捕時才得悉被騙;本局經進行電腦法理取證,證實上述網關通訊設備自7月24日起撥出超過10萬通詐騙電話。本局以使用電腦裝置以模擬流動電信服務站罪及詐騙罪將涉案女子送交檢察院偵辦。
Macao woman nabbed for involvement in telephone fraud
On 24th July 2023, the Judiciary Police received a complaint lodged by a Macao telecom operator, indicating that the company had detected abnormalities in the call records of multiple prepaid phone cards, thus suspecting that telephone fraud offences might be involved. During a follow-up investigation, personnel of the IT Crimes Division received reports from two Macao banks and over 300 citizens in succession, indicating that there were impostors disguising as bank staff members to commit telephone fraud.
Upon in-depth investigation, personnel of the IT Crimes Division of the Judiciary Police confirmed that, the relevant fraudulent calls came from the same criminal syndicate. In addition, a criminal den in Taipa of the syndicate as well as the identity of the involved Macao woman were found from investigation. On August 9th, the involved woman was intercepted, while seizing three sets of gateway communication equipment (GoIP) at the aforesaid den simultaneously.
The involved woman alleged that, in March 2023, she received a call from a “Beijing public security police officer” saying that she was involved in a crime, and she was instructed to open a bank account in Hong Kong for the usage of “public security officers”, then to rent the aforesaid apartment in Taipa, and installed the gateway communication equipment in July. She only knew that she had been deceived by the time she was arrested. Having conducted computer forensics for evidence collection, the Judiciary Police confirmed that, more than 100,000 fraudulent calls had been made from the abovementioned gateway communication equipment since July 24th. The Judiciary Police transferred the involved woman to the Public Prosecutions Office for the offences of simulation of base transceiver station with computer device and fraud.

Em 24 de Julho de 2023, a PJ recebeu a denúncia de um operador de telecomunicações de Macau, dizendo que a companhia tinha detectado anormalidades nos registos de chamadas efectuadas com vários cartões telefónicos pré-pagos e suspeitou assim que poderia tratar-se de burlas telefónicas. Durante a investigação da Divisão de Investigação de Crimes Informáticos (DICI), foram recebidas sucessivamente denúncias de duas instituições bancárias locais e de mais de 300 pessoas, nas quais alegava-se que havia burlões fingiam-se funcionários bancários para tentar uma burla telefónica.
O pessoal da DICI procedeu a averiguações aprofundadas, verificou que as chamadas fraudulentas eram efectuadas pelo mesmo grupo criminoso, conseguiu ainda descobrir o esconderijo do grupo que se situava na Taipa e identificou uma residente envolvida. No dia 9 de Agosto foi feita a detenção da mulher e foram apreendidos três conjuntos de equipamento de comunicação GoIP.
A detida declarou ter recebido uma chamada telefónica em Março de 2023, na qual a pessoa alegava ser “polícia de segurança pública de Beijing”, e esta afirmava que a mulher estava envolvida num crime e convenceu-a a deslocar-se a Hong Kong para abrir uma conta bancária para ser usada pela “polícia de segurança pública”. Foi ainda instruída, em Julho, a alugar o referido apartamento na Taipa onde foram instalados os equipamentos de comunicação GoIP e só percebeu ter sido enganada na altura de detenção. Após a recolha de provas de informática forense, confirmou-se que, desde 24 de Julho, foram efectuadas mais de 100.000 chamadas fraudulentas através daqueles equipamentos. A detida foi presente ao Ministério Público acusada de utilização de dispositivo informático para simular estação de serviços de telecomunicações móveis e de burla.
