三名內地男女涉防漏工程詐騙被拘
2023年7月30日,本局接獲一名本澳男子報稱懷疑被人藉防滲漏工程進行詐騙。案情顯示,事主透過網上社交平台覓得一間自稱港澳專業防水公司為其單位陽台進行防漏工程,預計費用為千多元,但7月30日工程完畢後,對方指滲漏情況比預期嚴重,且已灌入約70多斤的防水液,索價約五萬澳門元。男子表示無足夠現金,無奈之下支付四萬澳門元,餘款未付。由於費用相差太大,事主與家人商討後發現內地有多宗同類詐騙案件,故懷疑被騙而報警求助。
本局經徵詢本澳防滲漏專業人士對案件中使用的物料及施工程序的意見,得悉有關工程不能達到有效的防漏作用,且有關材料僅為不合規格的廉價防水劑。
本局經濟罪案調查處人員經調查後,2023年8月1日晚上,分別在關閘口岸附近和本澳一娛樂場內截獲三名涉案男女並帶返本局進一步調查,三人均指受內地團伙安排來澳作案,針對本澳居民不熟悉相關工程,以不能確保有效且廉價的材料假裝進行工程,並以內地公司制服及電子檢測儀器誤導被害人相信工程為專業可靠,從而騙取高昂的費用。兩名男子稱受女子安排作案,並由女子與內地同伙接洽,事成後三人可按每一工程各分一成費用,其餘則須交回內地上線。
調查還發現,三名涉案男女曾在本澳進行另外三項工程,本局聯絡三名事主,三人均表示同樣被騙,工程後仍有漏水情況,報稱損失合共68,400澳門元,連同第一名事主,四人合共損失約澳門元108,400澳門元。本局於行動中搜獲83,600澳門元現金和3,000澳門元籌碼,以及餘下的防水物料等涉案工具。
本局以犯罪集團罪及詐騙(巨額)罪將三名涉案男女移送檢察院偵辦,並繼續追查其他涉案人及贓款去向。
Three mainlanders nabbed for involvement in fraudulent leakage prevention works
On 30th July 2023, the Judiciary Police received a complaint from a Macao man reporting that, he had suspected to be defrauded by someone on the pretext of leakage prevention works.
Case details revealed that, via an online social media platform, the victim found a self-professed Hong Kong and Macao professional waterproofing company to carry out leakage prevention works for the balcony of his apartment at an estimated fee of over $1,000. Yet, upon completion of the works on July 30th, the other party indicated that the leakage was more serious than expected, and had poured in more than 70 kilograms of waterproof liquid, hence demanding the victim for approximately MOP50,000 for the works. The man claimed that he did not have enough cash. With no other alternative, he paid MOP40,000 and left the remaining sum unpaid. Due to the huge difference in the fee, the victim discussed the matter with his family and found that there were a number of similar fraud cases in the mainland, thus suspecting to be defrauded and reported to the police for assistance.
After consulting the leakage prevention professionals in Macao on the materials used and the work procedures in the case, it was learnt that, the works could not achieve effective leakage prevention and the materials concerned were only substandard, inexpensive waterproofing agents.
Upon investigation, on the night of 1st August 2023, personnel of the Economic Crimes Division of the Judiciary Police intercepted the three involved individuals (two men and a woman) in the vicinity of the Border Gate Checkpoint and inside a Macao casino respectively, and brought them back to the Judiciary Police for further investigation. All three alleged that they were arranged by a mainland syndicate to commit crimes in Macao. Targeting at Macao residents who were not familiar with the relevant works, they pretended to carry out the works with low cost materials that could not guarantee effective results, and used uniforms and electronic detectors of a mainland company to mislead victims into believing that the works were professional and reliable, thereby scamming victims for exorbitant fees. The two men claimed that they were arranged by the woman to commit the crime, and the woman was the one liaising with the mainland accomplices. Upon completion of the works, the three of them would each get a 10% share of the cost of each engineering work, and the remaining amount had to be returned to the upper tier in the mainland.
Investigation also revealed that, the three involved individuals had carried out three other engineering works in Macao. The Judiciary Police contacted the three victims. All three claimed that they had been defrauded in the same way and there were still water leakages upon completion of the works. They reported a total loss of MOP68,400. Together with the first victim, the four of them suffered a total loss of about MOP$108,400. During the operation, the Judiciary Police seized MOP83,600 in cash and MOP$3,000 worth of chips, as well as the involved tools such as the remaining waterproofing materials.
The Judiciary Police transferred the three involved individuals to the Public Prosecutions Office for the offences of criminal syndicate and fraud (huge amount), while continuing to hunt down the whereabouts of other involved individuals and ill-gotten gains.

Em 30 de Julho de 2023, a PJ recebeu uma queixa dum homem de Macau, dizendo que tinha supostamente burlado nas obras de impermeabilização.
Conforme a investigação, o homem procurou na rede social uma companhia que alegava prestar serviços profissionais, em Hong Kong e Macau, para resolver problemas de infiltração de água, e pediu à mesma para realizar o trabalho na varanda do seu apartamento, o proço estimado era de pouco mais de 1000 patacas. Naquele dia, após finalizadas as obras, os trabalhadores dessa companhia disseram que a situação da infiltração era pior do que esperavam, disseram ainda que tinham já aplicado mais de 70 cates (35 quilos) de impermeabilizante e exigiam o pagamento de cerca de 50.000 patacas. Na altura o homem não tinha dinheiro suficiente, só pagou 40.000 patacas e o saldo ficou por ser liquidado. Dado que houve uma diferença exagerada entre o preço inicial e o final, o homem falou com a família e descobriu que tinha havido outros casos semelhantes de fraude na China continental, assim suspeitou tratar-se de burla e fez queixa na polícia.
Após ouvido o parecer de alguns profissionais de Macau na área da impermeabilização sobre o material usado e o processo, apurou-se que o trabalho não servia para a impermeabilização, e que o material em causa era apenas impermeabilizante barato e de má qualidade.
Na sequência da investigação realizada pelo pessoal da Divisão de Investigação de Crimes Económicos, à noite de 1 de Agosto, três pessoas, que se encontravam, respectivamente, nos arredores do Posto Fronteiriço das Portas do Cerco e num casino de Macau, foram levadas para as instalações da PJ. Todas estas admitiram ter sido recrutadas por um grupo do continente para vir actuar, perante o facto de que alguns residentes de Macau não conheciam bem as operações da impermeabilização, fingiam fazer obras com um material barato e sem prometer a eficácia, também vestiam uniformes da companhia e usavam detectores electrónicos para levar o lesado a crer que o trabalho fosse profissional e confiável, deste modo ludibriavam-no com um custo elevado. Destes suspeitos, os dois homens afirmaram que tinham sido angariados por uma mulher, a qual era responsável por contactar os cúmplices da China continental, também disseram que cada um deles podia ganhar 10% do custo de cada trabalho e o restante devia ser entregue aos membros superiores do continente.
Na investigação, verificou-se, ainda, que as três pessoas tinham realizado outras três obras em Macau. Mais tarde, a PJ conseguiu contactar os três lesados, que afirmaram ter sido enganados e que a infiltração continuava, mesmo depois de concluído o trabalho, e declararam umprejuízo total de 68.400 patacas e, juntamente com o prejuízo sofrido pelo primeiro lesado, totalizaram-se 108.400 patacas. Na operação, foram apreendidos 83.600 patacas em dinheiro e 3.000 patacas em fichas de jogo, bem como foram encontrados alguns utensílios e o impermeabilizante que restava.
Os três detidos foram presentes ao MP por associação criminosa e burla de valor elevado, a PJ continua a investigar outros suspeitos e o paradeiro do dinheiro.
