粵澳警方偵破“猜猜我是誰”電騙集團 共拘14人
2021年7月初,“猜猜我是誰”電話詐騙案件呈現高發態勢,本局隨即成立專責小組深入調查,同時透過粵澳警務合作機制,聯同廣東省公安廳協查案件,並按照與廣東警方擬定的快速止付機制作出通報,珠海警方成功對涉及四宗騙案的約10萬元人民幣轉帳交易進行止付。
在省公安廳協調下,內地警方於7月20日採取行動,在粵西地區拘捕包括骨幹成員在內共五名內地男子,搜獲5,700元人民幣、15部涉案手機、80張銀行提款卡、一部刷卡機,凍結資產五萬元人民幣。據查,被捕人等自2021年1月至7月為一電騙集團提取贓款。
本局綜合調查所得及內地警方通報案情,串併出涉案犯罪集團至少涉及22宗同類騙案,涉款近120萬澳門元;該犯罪集團除利用內地居民收取贓款外,亦會伙同本澳居民或從事非法匯款的店舖轉移騙款,更盜用一名外籍男外僱的身份資料來登記242個預付電話卡犯案。
2021年8月26日,本局首先拘捕四名涉案男子,隨後聯同金融管理局到三間位於關閘、新口岸及澳門國際機場的商店進行調查,再帶走五名涉案男女,扣押折合五十多萬澳門元現金及八部手機。各人均承認曾應他人要求進行匯款並收取報酬。本局以詐騙、犯罪集團及清洗黑錢等三罪將九名涉案男女送交檢察院偵辦。
Guangdong and Macao police forces join hands to crack “guess who I am” telecommunication fraud syndicate, with 14 persons arrested
In early July 2021, telecommunication fraud cases of “guess who I am” were emerging with a high incidence rate. The Judiciary Police forthwith formed a specialized investigative team to conduct in-depth investigation, while coordinating with the Guangdong Provincial Public Security Department via the Guangdong-Macao policing co-operation mechanism to assist in the investigation. In addition, notifications were made according to the mechanism for swift termination of payment drew up jointly with the Guangdong Police, enabling the Zhuhai Police to successfully terminate payments for transfer transactions of around RMB100,000, involving 4 fraud cases.
Under the coordination of the Provincial Public Security Department, the mainland police took actions on July 20th, arresting a total of 5 mainland men including kingpins in Western Guangdong region, while seizing RMB5,700, 15 involved mobile phones, 80 bank ATM cards, a swiping machine, and freezing RMB50,000 worth of properties. Upon investigation, the arrested persons had been withdrawing illicit proceeds for a telecommunication fraud syndicate since January till July 2021.
Based on integrative investigation results and case details notified by the mainland police, the Judiciary Police established that the involved syndicate was related to at least 22 cases of similar nature, involving nearly MOP1.2 million. Apart from making use of mainland residents to collect illicit proceeds, that criminal syndicate also colluded with Macao residents or shops engaging in illegal currency exchange to transfer scam proceeds. The identification information of a male foreign worker had also been misappropriated to register 242 prepaid phone cards for perpetrations.
On 26th August 2021, the Judiciary Police initially arrested 4 involved men, followed by conducting investigation with the Monetary Authority of Macao at 3 shops located at Portas do Cerco, ZAPA and Macao International Airport respectively, taking in another 5 involved persons, detaining cash equivalent to over MOP500,000 and 8 mobile phones. All the arrested persons admitted to have made remittances on someone’s demand while receiving rewards. The Judiciary Police transferred the 9 involved persons to the Public Prosecutions Office with 3 charges including fraud, criminal syndicate and money laundering.
Desmantelada uma rede criminosa de burla telefónica “Advinha quem sou eu” com a polícia de Guangdong e detidos 14 indivíduos
No início de Julho de 2021, os casos de burla telefónica “Advinha quem sou eu” tiveram um aumento acentuado, assim, a PJ criou de imediato um grupo especializado para fazer uma investigação profunda, bem como através dos mecanismos de cooperação policial com Guangdong, colaborou com a Directoria Provincial de Segurança Pública de Guangdong na investigação destes casos. De acordo com o mecanismo de suspensão rápida de pagamento elaborado em conjunto com a polícia de Guangdong, comunicámos os casos à polícia de Zhuhai, que suspendeu com sucesso as transacções que estariam envolvidas em 4 casos de burla, no valor de cerca de 100.000 RMB.
Com a coordenação da Directoria Provincial de Segurança Pública, a polícia da China continental entrou em acção no dia 20 de Julho. Na região de GuangXi foram detidos 5 homens da China continental incluindo elementos principais da rede, foram apreendidos 5.700 RMB, 15 telemóveis, 80 cartões bancários e um terminal POS, e foi congelado o activo no valor de 50.000 RMB. Segundo a investigação, os detidos levantaram o dinheiro burlado para uma rede criminosa de burla telefónica entre Janeiro e Julho de 2021.
De acordo com as provas obtidas pela PJ e as informações fornecidas pela polícia da China continental, verificou-se que aquela organização estaria envolvida em pelo menos 22 casos semelhantes, no valor aproximado de 1,2 milhões de patacas. A rede criminosa não só contratou os residentes do continente para receber o dinheiro burlado, como também colaborou com os residentes de Macau ou as lojas que faziam transferências ilegais para transferir o dinheiro envolvido. Além disso, a mesma usou ainda os dados pessoais de um trabalhador não residente, de nacionalidade estrangeira, para fazer o registo de 242 cartões pré-pagos.
No dia 26 de Agosto de 2021, a PJ deteve 4 suspeitos, e depois, com a Autoridade Monetária de Macau, foi a três lojas situadas nas Portas do Cerco, no ZAPE e no Aeroporto Internacional de Macau para investigar, foram levados 5 indivíduos e apreendido numerário no valor de mais de 500.000 patacas e 8 telemóveis. Todos os suspeitos admitiram ter feito as transferências a pedido de outrem e ter recebido uma remuneração. Os 9 detidos foram presentes ao MP por burla, associação criminosa e branqueamento de capitais.
