Man and woman arrested for forgery of health code
On 13th July 2021, when a mainland woman and a local man were leaving Macao together via Portas do Cerco, the mainland woman produced a paper proof of negative COVID-19 nucleic acid test result to the security guard. The latter found that the proof was no longer in effect and therefore advised her to undergo the test again. About half an hour later, the two individuals returned and the involved woman showed a screenshot of the Macao Health Code with a proof of negative nucleic acid test result using her mobile phone. The security guard felt suspicious and thus brought the duo to the checkpoint set up by the Health Bureau at Portas do Cerco for handling. After scanning and checking, the checkpoint-stationed personnel uncovered that the information contents of the Health Code did not belong to the involved woman. Suspecting that a Health Code had been forged, they reported to the Public Security Police Force immediately, and the case was subsequently referred to the Judiciary Police for investigation.
The involved woman admitted that she paid HKD800 to her accompanying man after realizing her paper proof of negative nucleic acid test result had expired, in an attempt to obtain screenshots of forged Macao Health Code and Guangdong Health Code with negative nucleic acid test result to bluff it out. The involved man confessed to colluding with his mainland accomplices to commit the crime. He was responsible for soliciting travellers at Portas do Cerco whose proofs of negative nucleic acid test result had expired and were unable to go through the customs. The Macao Health Code and the Guangdong Health Code were forged and sent to those travellers by his mainland accomplices with a charge of HKD800 each time, of which he received a share of HKD200. Investigation revealed that the perpetrators employed illegal means to obtain identity document information of non-resident workers who frequently travelled to and from the mainland to generate the Macao Health Code and the Guangdong Health Code, and subsequently superimposed information such as the name and gender of the travellers on the codes in a bid to reap illegal gains.
The Judiciary Police transferred the involved man and woman to the Public Prosecutions Office for the offences of computer forgery and violation of anti-pandemic measures, while further ascertaining the number of perpetration by the gang and the involved amount, as well pursuing the other involved individuals.
