本澳男子涉詐騙被拘
2019年8月30日,本局接獲治安警察局轉介的一宗詐騙案及案中四名內地事主和兩名涉案本澳女子。
根據調查,四名內地事主因擔心其內地子女未能被本澳某大學錄取,故於2019年6月至7月期間透過案中一名涉案女子協助交付合共近100萬元人民幣“疏通費”,以便其子女成功入讀有關大學。直至2019年8月29日,四名內地事主手持涉案人交付的錄取通知書並帶同其子女來澳辦理註冊手續時,校方表示並沒有四人的錄取記錄,事主當時又無法與涉案人取得聯絡,懷疑受騙遂報警求助。
本局經調查發現再有一名本澳女子涉案,先後查獲的三名涉案女子均供稱並無協助四名事主子女入讀大學的能力,有關錄取手續是透過一名在逃本澳男子協助辦理,三人只是從中收取中介費。同時,本局經向高等教育局及涉事大學瞭解得知,四名內地學生收到的錄取通知書均為偽造,該大學亦證實沒有錄取相關內地學生的記錄。於2019年9月,本局將上述三名涉案女子移送檢察院偵辦。
由於涉案本澳男子於2019年8月已逃匿內地,內地警方協助進行抓捕,並於2021年7月5日將涉案男子移交本局;涉案男子承認犯案,供稱伙同案中一名女涉案人偽造錄取通知書,再利用不知名網站偽冒涉事大學電郵地址傳送電郵給四名事主。本局以相當巨額詐騙罪及偽造文件罪將涉案男子移送檢察院偵辦。
Local man arrested for fraud
On 30th August 2019, the Public Security Police Force referred a fraud case, together with four mainland victims and two involved local women of the case, to the Judiciary Police.
Based on investigation, the four mainland victims worried that their children could not get admitted to a university in Macao, thus making a “facilitating payment” of nearly CNY1 million in total via the assistance of an involved woman from June to July 2019, in order to enable their children to gain entry to the related university successfully. Until 29th August 2019, when the four mainland victims had the admission notices provided by the involved individual, and came to Macao with their children to process the enrolment, the university stated that there were no acceptance records of the four persons. Besides, the victims were unable to contact the involved individual at that moment, fraud was thus suspected and reported to the police for assistance.
After investigation, the Judiciary Police found that, another local woman was also involved in the case. Three involved women were successively ferreted out, who claimed that they were incompetent to facilitate the university admission of the four victims’ children. The related admission procedures were processed through the assistance of a local man at large, and the trio only received referral fees therefrom. Meanwhile, the Judiciary Police learnt from the Higher Education Bureau and the concerned university that, the admission notices received by the four mainland students were all forged. The university also verified that they did not have records of acceptance for the related mainland students. In September 2019, the Judiciary Police transferred the three involved women to the Public Prosecutions Office.
Since the involved local man had fled to the mainland for harbouring in August 2019, the mainland police aided in the arrest, thereby transferring the involved man to the Judiciary Police on 5th July 2021. The involved man confessed to the crime, claiming that he had conspired with one of the involved women to forge admission notices, while passing off an unknown website as the email address of the university concerned to send emails to the four victims. The Judiciary Police transferred the involved man to the Public Prosecutions Office for the offences of fraud of considerably huge amount and document forgery.
Detido um residente de Macau por burla
Em 30 de Agosto de 2019, a PJ recebeu um caso de burla transferido pelo CPSP, relativo a quatro vítimas provenientes da China continental e duas residentes locais envolvidas.
De acordo com as autoridades, as quatro vítimas da China continental, estavam preocupados com a possibilidade de os filhos não poderem ingressar na universidade de Macau que pretendiam frequentar, assim, entre Junho e Julho de 2019, pagaram uma quantia total cerca de um milhão de RMB, através de uma mulher envolvida, para ter a certeza que os filhos entrariam na universidade. A 29 de Agosto de 2019, quando as vítimas, ficando com as notificações de admissão, levaram os seus filhos à universidade para matriculá-los foram informadas que não haviam registos de admissão dos quatro jovens. Por não conseguirem contactar a mulher envolvida, as vítimas suspeitaram de terem sido enganadas e fizeram queixa.
Apurou-se que uma outra mulher de Macau estava envolvida no crime, três mulheres envolvidas, residentes de Macau, foram detidas sucessivamente, estas disseram que não tinham capacidade de actuar para que os filhos das vítimas ingressassem na universidade, apenas serviram de intermediárias, um homem, que se encontrava em fuga, seria o responsável por todas as formalidades de admissão. Após consulta feita na Direcção dos Serviços do Ensino Superior e na universidade em causa, verificou-se que as notificações de admissão dos quatro estudantes tinham sido forjadas e a instituição de ensino superior confirmou que não existiam registos de admissão dos jovens. Em Setembro de 2019, as três mulheres foram presentes ao MP.
Uma vez que o homem tinha fugido para a China continental em Agosto de 2019, as autoridades locais pediram a colaboraçãoda polícia da RPC e o indivíduo acabou por ser entregue à PJ em 5 de Julho de 2021. Este confessou o crime e declarou que, em conluio com uma das detidas, falsificou as notificações de admissão e mediante um website desconhecido forjou o endereço email da universidade, para enviar emails falsos às quatro vítimas em nome da universidade. O homem foi presente ao MP pelos crimes de burla (de valor consideravelmente elevado) e falsificação de documentos.
