本澳男子涉詐騙就逮
2021年5月底,本局接獲一名本地男居民報稱被一名本澳男子以協助在澳門辦理外地僱員身份認別證為由詐騙逾17萬元人民幣。
本局查知男事主於2020年6月經朋友介紹認識涉案本澳男子,直至同年11月得悉對方可透過某勞務公司職員協助內地人申請外地僱員身份認別證,每人收費兩萬元人民幣,當中1.1萬元人民幣須先付,待申請成功後再付清餘額,事主則可獲每人一千元人民幣介紹費;事主不虞有詐,遂介紹12名同鄉申請來澳工作,涉案男子其後將辦證費上調至2.3萬至2.6萬元人民幣,事主可得回報亦調升至二千元人民幣。
事主按指示先後向涉案男子交付17.4萬元人民幣,涉案男子亦曾給付事主2.2萬元人民幣報酬;但至2021年3月,有關申請仍未獲批,經事主多番追問下,涉案男子退還了4.2萬元人民幣,同時承認已將辦證費輸光,事主懷疑受騙而報案求助。
本局調查後於6月21日傳召涉案男子到本局協助調查,其承認犯罪,本局以詐騙(相當巨額)罪將之移送檢察院處理。
Local man arrested for fraud
At the end of May 2021, the Judiciary Police received a report from a local male resident that he had been defrauded of over RMB170,000 by a local man under the pretext of assistance in processing Non-resident Worker’s Identity Cards in Macao.
The Judiciary Police found out from investigation that the male victim became acquainted with the involved local man through the referral of a friend in June 2020. Until November of the same year, he realised that the man could assist mainlanders in applying for Non-resident Worker’s Identity Cards through the personnel of an employment agency. Each person would be charged RMB20,000, of which RMB11,000 must be paid in advance, and the balance had to be paid off upon successful application, while the victim could receive a referral fee of RMB1,000 per person. The unsuspecting victim therefore introduced 12 fellow townsmen to apply for working in Macao. Afterwards, the involved man raised the processing fee of the Non-resident Worker’s Identity Cards ranging from RMB23,000 to RMB26,000, and the victim’s entitled returns were also increased to RMB2,000.
The victim paid RMB174,000 to the involved man successively as instructed, and the latter also gave the victim RMB22,000 as a reward. However, until March 2021, the related applications were still not approved. After repeated questioning by the victim, the involved man refunded RMB42,000 to the victim and admitted that he had already gambled away all the processing fees. Suspected of being defrauded, the victim reported the case to the police for assistance.
Subsequent to investigation by the Judiciary Police, the involved man was summoned to assist in the investigation on June 21st, who admitted to the perpetration. The Judiciary Police transferred him to the Public Prosecutions Office for the offence of fraud (considerably huge amount).
Detido um residente por burla
Em finais de Maio de 2021, a PJ recebeu a denúncia de um residente, na qual dizia que tinha sido burlado em 170.000 RMB por um homem residente que se comprometera a ajudá-lo com as formalidades de requerimento do título de identificação de trabalhador não-residente.
Após averiguação, verificou-se que a vítima conheceu o suspeito através de um amigo em Junho de 2020 e, em Novembro do mesmo ano, soube que o mesmo podia ajudar pessoas da China continental no requerimento de títulos de identificação de trabalhador não-residente através de uma agência de emprego. Para o efeito, o suspeito cobrava uma taxa de 20.000 RMB por pessoa e os interessados teriam de pagar primeiro 11.000 RMB, sendo o restante pago após a aprovação do requerimento. A vítima podia receber uma comissão de 1.000 RMB por cada pessoa que ele apresentasse à agência, este encontrou 12 conterrâneos que queriam trabalhar em Macau. Posteriormente, o suspeito aumentou a taxa das formalidades de 23 a 26.000 RMB, passando a renumeração da vítima para 2.000 RMB.
A vítima seguiu as indicações e entregou ao suspeito 174.000 RMB, tendo recebido como renumeração 22.000 RMB. Contudo, até Março de 2021, os requerimentos ainda não tinham sido aprovados. Face à insistência da vítima, o suspeito acabou por devolver 42.000 RMB e admitiu que tinha perdido o resto do montante no jogo. A vítima suspeitou que se tratasse de burla e denunciou o caso à PJ.
Em 21 de Junho, o suspeito foi convocado na PJ para fins de investigação, onde confessou o crime e foi presente ao MP por burla de valor consideravelmente elevado.
