搗破操縱賣淫集團 查獲59人
本局於今年年初發現祐漢區有懷疑賣淫女子滋擾途人,並接獲社團坊會及居民反映,指區內某舊式樓群有單位經營賣淫情況,隨即立案展開調查。
調查發現,一個由越南人組成的操縱賣淫集團,於一年前操縱越南女子於區內賣淫。該集團具有一定的規模及組織性,由骨幹成員租用多個單位作賣淫場所,安排賣淫女子到區內橫街及大廈門口招嫖,並有多名下線成員負責把風,藉以逃避警方截查;每次性交易收費為150元至200澳門元,集團則收取每名賣淫女子每天300至500澳門元費用。
本局於2021年6月1日清晨採取行動,合共派出170名刑事偵查員,前往該區28個涉案單位進行調查,合共帶走59人(25男34女,包括45名越南人、4名澳門居民、1名香港居民、9名內地居民),其中22人持有外地僱員身份認別證,4名越南女子承認從事賣淫;行動中亦搜獲帳簿、租單、現金、大批賣淫工具,以及伸縮棍等禁用武器。
調查期間,本局發現部份集團成員還涉及2021年1月一宗發生於同區的械鬥案,隨即展開深入調查。本局以操縱賣淫及禁用武器等罪名將涉案人士移送檢察院處理。
本宗案件得以偵破,除顯示本局決心打擊相關犯罪外,亦有賴居民及社團坊會通力合作,使本局及時掌握重要犯罪消息,協助警方執法,警民攜手合作淨化社區治安。
Manipulation of prostitution syndicate smashed, with 59 persons ferretted out
The Judiciary Police promptly established a dossier and launched investigation upon detection of suspected female prostitutes harassing passers-by in Iao Han district at the beginning of this year, along with feedbacks from community organisations, kaifong associations and residents about the operation of vice-related activities in flats of an old building complex in the district.
Investigation revealed that a manipulation of prostitution syndicate comprised of Vietnamese had been manipulating Vietnamese women to engage in prostitution in the district a year ago. This syndicate possessed a certain level of scale and organisation. Key members rented a number of flats as brothels, arranging female prostitutes to hustle for whoremongers in alleys and building front doors in the district, while several downline members were tasked to act as lookouts so as to evade police interception. The charge for each sex transaction ranged from MOP150 to MOP200, while the syndicate received a daily fee between MOP300 and MOP500 from each female prostitute.
In the wee hours of 1st June 2021, the Judiciary Police took action, dispatching a total of 170 criminal investigators to conduct investigation in 28 involved flats in the district. A total of 59 persons (25 men and 34 women, consisted of 45 Vietnamese, 4 local residents, 1 Hong Kong resident, and 9 mainland residents) were taken in, among which 22 of them were holding “Non-resident Worker’s Identification Cards”, and 4 Vietnamese women confessed to committing prostitution. In addition, ledgers, rental receipts, cash, huge amount of prostitution tools, and banned arms such as expandable batons were seized in the operation.
During the investigation, the Judiciary Police discovered that some of the syndicate members were also involved in an armed fighting case which occurred in the same district in January 2021, therefore launched in-depth investigation forthwith. The involved persons were transferred to the Public Prosecutions Office with the charges including manipulation of prostitution and banned weapons.
The cracking of this case not only demonstrated the Judiciary Police’s determination to combat the related crimes, but also the concerted cooperation among residents, community organisations and kaifong associations so that the Judiciary Police could master important crime information timely, assisting the police in law enforcement, purifying the law and order in the community jointly by the police and the public.

No início do ano, a PJ detectou a existência de mulheres suspeitas de praticarem prostituição na zona de Iao Hon, que incomodavam as pessoas que ali passavam, foi ainda informada por instituições civis e moradores que as actividades eram exploradas em prédios antigos daquela zona.
Na investigação, verificou-se o envolvimento de uma rede de exploração de prostituição composta por vietnamitas, que operava há um ano naquela zona, explorando as mulheres daquele país. A rede já possuía um certo nível de estrutura e organização, os elementos principais alugaram vários apartamentos para exploração dessa actividade e organizavam as mulheres para angariar clientes nas ruas interiores e nos portões dos prédios em causa, enquanto os elementos inferiores da rede faziam a vigilância, com vista a fugir à polícia. Apurou-se ainda que a taxa por cada prestação de serviço sexual variava de 150 a 200 patacas e que a rede cobrava, diariamente, a cada mulher, uma taxa de 300 a 500 patacas.
Na madrugada de 1 de Junho de 2021, a PJ desencadeou uma operação, na qual foi mobilizado um total de 170 investigadores criminais, que efectuaram uma rusga em 28 apartamentos suspeitos. No total, foram levados 59 indivíduos (25 homens e 34 mulheres, entre os quais 45 vietnamitas, 4 residentes locais, 1 residente da RAEHK e 9 residentes da China continental). Entre estes 22 são portadores do título de identificação de trabalhador não-residente e 4 mulheres vietnamitas confessaram a prática de prostituição. Durante a operação, foram apreendidos livros de contas, recibos de renda, dinheiro em numerário, grande quantidade de utensílios para prática de prostituição e armas proibidas, nomeadamente bastões extensíveis.
Na investigação, verificou-se que alguns dos elementos da rede estavam também envolvidos num caso de rixa com armas, ocorrido em Janeiro na mesma zona, tendo a PJ realizado, imediatamente, uma investigação mais detalhada. Os detidos acabaram por ser presentes ao MP pelos crimes de exploração de prostituição e detenção de arma proibida.
A resolução deste caso para além de demonstrar a determinação da PJ no combate a este tipo de crime, constitui também o fruto da cooperação dos moradores e das associações civis, que contribuiu para a transmissão oportuna de notícias importantes relativas ao crime e facilitou as acções policiais, atingindo o objectivo de melhorar a segurança da comunidade através da cooperação entre a população e a polícia.
