本澳男子涉巨額詐騙就逮
2021年5月20日,本局接獲一名本澳男子報案,指早前透過中介得悉另一名本澳男子可協助在內地開設公司並於半年內成功申請粵澳兩地車牌,遂同意向涉案本澳男子支付550,000元人民幣用作辦車牌費用,但最終未能辦妥兩地車牌,事主懷疑受騙,故報案求助。
本局經調查發現,事主曾向涉案男子合共支付320,000元人民幣作為前期費用,但涉案人只協助事主開設本澳公司,未能如期申辦到車牌,亦未能提供已為事主開設並登記於事主名下之公司的相關文件。經訊問後涉案人否認犯案,並辯稱已委託他人辦理事主的車牌,但因內地政策有變,導致辦車牌須繳交的年度稅金額較之前提高,事主不接受而自願放棄;然而,涉案人無法提供委託人資料及相關證明文件,經本局人員查明,其並沒有辦理相關兩地車牌。
本局綜合調查所得,以詐騙(相當巨額)罪將涉案男子移送檢察院處理,同時繼續深入調查。
Local man arrested for massive fraud
On 20th May 2021, the Judiciary Police received a report from a local man, indicating some time ago he had heard through an intermediary that another local man could render assistance in setting up a company in the mainland and could successfully apply for a Guangdong/Macao cross-boundary vehicle licence within six months. The victim therefore agreed to pay the involved local man RMB550,000 for the processing fee of the vehicle licence, yet failed to get the cross-boundary vehicle licence processed in the end. Suspected of being deceived, the victim thus reported the case to the police for assistance.
Subsequent to investigation, the Judiciary Police found that the victim had paid a total of RMB320,000 to the involved man as an upfront fee, but the latter only assisted the victim in setting up a company in Macao, failing to apply for the vehicle licence as scheduled, and also failing to provide the related documents of the company that had been set up and registered in the name of the victim. After interrogation, the involved individual denied the perpetration and argued that he had entrusted others to process the victim’s vehicle licence. However, due to changes in the mainland policies, the annual tax payable for the application of a vehicle licence was higher than before. The victim refused to accept the increase and gave up the application voluntarily. Nevertheless, the involved individual was unable to provide the information of the proxy and related supporting documents. It was ascertained by the Judiciary Police personnel that he had not applied for the related cross-boundary vehicle licence.
Having consolidated the investigation outcomes, the Judiciary Police transferred the involved man to the Public Prosecutions Office for the offence of fraud (considerably huge amount), while continuing to carry out in-depth investigation.

Em 20 de Maio de 2021, a PJ recebeu uma queixa de um homem local dizendo que tomou conhecimento, através de um intermediário, de que um outro homem local podia ajudar a abrir empresas no continente e podia obter uma dupla matrícula de Guangdong e Macau no prazo de seis meses, tendo concordado em pagar 550.000 RMB para pagar o procedimento para a matrícula. Porém, no fim não foi possível obter a dupla matrícula, suspeitou assim que tinha sido burlado e fez queixa na polícia.
Após averiguações, soube-se que a vítima tinha pago um total de 320.000 RMB ao suspeito como despesas iniciais. No entanto, o suspeito apenas ajudou à abertura duma empresa em Macau, não conseguiu obter a matrícula no prazo previsto nem conseguiu fornecer os documentos relacionados com a empresa já estabelecida e registada sob o nome da vítima. No interrogatório, o suspeito negou ter praticado o crime e alegou ter confiado noutra pessoa para conseguir a matrícula. As alterações das políticas da China continental, resultaram numa subida do imposto anual na aquisição da matrícula em relação ao ano anterior, a vítima não aceitou e desistiu voluntariamente. Porém, o suspeito não conseguiu fornecer informações relativas à pessoa comitente nem os respectivos documentos comprovativos. Apurou-se finalmente que o suspeito não tinha efectuado os trámitespara obter a matrícula.
Após análise integrada, o detido foi presente ao Ministério Público acusado de burla (de valor consideravelmente elevado) e a PJ vai continuar a investigar o caso.
