兩男子涉偽造文件及詐騙就逮
2019年7月,本局接獲勞工事務局轉介一宗偽造文件及詐騙案,本澳某工程公司負責人向該局檢舉多名人士使用偽造澳門居民身份證及建築業職安卡在其公司從事地盤工作。本局深入調查後掌握多名涉案人的身份,於2021年4月23日截獲其中一名持偽證工作的男子,並控以偽造文件罪及移送檢察院偵辦。
本局根據調查所得,於2021年5月5日再截獲一名涉案本澳男子及一名涉案內地男子。據查,上述工程公司要求涉案本澳男子物色及介紹本地工人到地盤工作,涉案本澳男子卻與一名在逃人合謀,安排多名持偽造澳門居民身份證及建築業職安卡的人士前往應聘,涉案人並向工程公司收取本地工人日薪1,200至1,400澳門元,但以非本地工人之薪酬向工人發放工資,從中賺取不少於4.8萬澳門元;而涉案內地男子則在內地以350元人民幣買入一套偽造澳門居民身份證及職安卡,透過在逃人安排到本澳氹仔某建築地盤工作。
本局分別以偽造文件罪、詐騙罪及僱用罪將兩名涉案男子移送檢察院偵辦,並繼續追查其餘在逃涉案人。
Two men arrested for document forgery and fraud
In July 2019, the Judiciary Police received a document forgery and fraud case referred by the Labour Affairs Bureau. The responsible person of a local engineering company reported to the Bureau that several persons had used forged Macao Identity Cards and “Occupational Safety Cards for the Construction Industry” to engage in construction site works at his company. Subsequent to in-depth investigation, the Judiciary Police identified a number of involved persons. One of the men, working with a forged identity card, was intercepted on 23rd April 2021 and transferred to the Public Prosecutions Office with the charge of document forgery.
Based on the investigative outcomes, the Judiciary Police further intercepted two involved men from Macao and the mainland respectively on 5th May 2021. Investigation revealed that the abovementioned engineering company had asked the involved local man to hunt for and introduce some local workers to work at the construction sites. However, the involved local man had conspired with a person at-large to arrange a number of persons holding forged Macao Identity Cards and “Occupational Safety Cards for the Construction Industry” to apply for the positions. The involved man received the daily wages of local workers, ranging from MOP1,200 to 1,400 per head from the engineering company, yet he was only paying these workers at the wage of a non-resident worker, among which he pocketed no less than MOP48,000. Whilst, the involved mainland man had purchased a set of forged Macao Identity Card and “Occupational Safety Card for the Construction Industry” in the mainland at RMB350, and came to work in a construction site located in Taipa Macao through the arrangement of the person at-large.
The Judiciary Police transferred the two involved men to the Public Prosecutions Office with the charges of document forgery, fraud and hiring, while continuing to pursue the other involved persons at large.
Detidos dois homens por falsificação de documentos e burla
Em Julho de 2019, a PJ recebeu um caso ligado à falsificação de documentos e burla, transferido pela Direcção dos Serviços para os Assuntos Laborais, no qual um responsável duma empresa de obras de Macau denunciou que vários indivíduos estavam a trabalhar para a dita empresa em estaleiros de construção civil usando falsos bilhetes de identidade de residente da RAEM e cartões de segurança ocupacional na construção civil também falsos. Na investigação a PJ identificou alguns suspeitos. Em 23 de Abril de 2021, um deles foi detido por posse de bilhete de identidade falso e foi presente ao MP acusado por falsificação de documentos.
Proseguindo a investigação, a PJ conseguiu deter, em 5 de Maio de 2021, dois homens envolvidos, um residente de Macau e outro da RPC. Apurou-se que a dita empresa pedia ao residente de Macau para recomendar uns trabalhadores locais a trabalhar em estaleiros de construção civil. Contudo, ele, em conluio com um outro que se encontra actualmente em fuga, arranjou vários indivíduos para candidatarem-se aos postos, mas todos com bilhetes de identidade de residente da RAEM e cartões de segurança ocupacional na construção civil falsos. O suspeito residente cobrava à empresa de obras para cada trabalhador um salário de MOP1.200 - MOP1.400, o que equivale ao salário diário de um trabalhador local, mas pagava, por sua vez, aos trabalhadores, um salário de trabalhador não residente, do qual ele lucrava uma quantia de MOP48.000. O outro detido, residente da RPC, comprou, por um preço de 350 RMB, os seus bilhete de identifidade de residente da RAEM e cartão de segurança ocupacional na construção civil falsos, e foi trabalhar num estaleiro de construção civil através do suspeito em fuga.
Os dois detidos foram presentes ao MP por falsificação de documentos, burla e emprego. A PJ continua a procurar outros eventuais indivíduos em fuga.
