兩名男子利用電子醫療券詐騙公帑被拘
本局早前接獲檢察院要求,對下環區某中醫診所涉嫌使用醫療券詐騙公帑一案展開調查。
根據衛生局資料和本局調查所得,發現下環區某中醫診所的醫療券交易記錄於2020年3月至4月期間出現明顯異常,其中3月份求診人數多達341人,經實地調查後,認為該中醫診所負責人就異常情況所提供的解釋並不合理,懷疑有人偽造病歷及不當收取醫療券詐騙公帑;本局亦查悉有部份求診者受司打口區某中藥蔘茸行唆使到該中醫診所扣除電子醫療券金額,便可憑收據在該中藥蔘茸行換取相當於所使用醫療券面值七折至八折的貨品,甚至有部份求診者於記錄顯示的求診當日其實是身處境外。
本局綜合多項證據,鎖定涉案中醫診所一名中醫師及中藥蔘茸行一名職員合謀犯案,於2021年4月8日依法搜索涉案地點,分別於中醫師的住所、診所及中藥蔘茸行搜獲帳目表,並在兩人手機內查獲大量犯罪證據;中藥蔘茸行職員承認與中醫師按月瓜分犯罪所得。
本局以詐騙(相當巨額)罪及偽造文件罪將兩名涉案男子送交檢察院偵辦。
Two men nabbed for swindling public funds using electronic health care vouchers
At the behest of the Public Prosecutions Office earlier, the Judiciary Police had launched an investigation on a case involving a Chinese medicine clinic located in the Praia do Manduco district that was suspected of leveraging electronic health care vouchers to swindle public funds.
Based on the information from the Health Bureau and our investigative findings, it was found that, during March to April 2020, there were apparent anomalies in the transaction records of the health care vouchers of a Chinese medicine clinic in the Praia do Manduco district. Among the records, there were up to 341 patients in March. After conducting field investigation, it was deemed that the person in charge of the Chinese medicine clinic had failed to provide logical explanations to such anomalies, and it was suspected that someone had fabricated health histories and received health care vouchers illicitly to defraud public funds. In addition, the Judiciary Police learnt from investigation that, some patients had been abetted by a Chinese herbal medicine retailer in the Ponte e Horta district to proceed to that Chinese medicine clinic to deduct money from their electronic health care vouchers. With the receipts, they could then exchange for goods equivalent to a 20 to 30 percent discount of the denomination of their health care vouchers. Worse still, records indicated that, some patients were in fact outside the territory on the day of their medical consultation.
Having consolidated various evidence, the Judiciary Police identified one Chinese medicine practitioner of the involved Chinese medicine clinic and one staff member of the Chinese herbal medicine retailer who had conspired to commit the crime together. On 8th April 2021, the Judiciary Police searched the involved locations in accordance with the law. Statements of accounts were uncovered from the residence and clinic of the Chinese medicine practitioner, and the Chinese herbal medicine retailer respectively, while seizing a large quantity of criminal evidence from the mobile phones of the duo. The staff member of the Chinese herbal medicine retailer confessed that the ill-gotten gains were shared with the Chinese medicine practitioner on a monthly basis.
The Judiciary Police transferred the two involved men to the Public Prosecutions Office for the offences of fraud (considerably huge amount) and forgery of document.

A Polícia Judiciária iniciou, a pedido do Ministério Público, a investigação duma clínica de medicina tradicional chinesa, situada no Bairro da Rua da Praia do Manduco, que se suspeitava tivesse burlado o erário público no uso de vales de saúde electrónicos.
Conforme as informações fornecidas pelos Serviços de Saúde e as investigações da PJ, soube-se que havia uma anomalia evidente no registo de transacções de vales de saúde duma clínica de medicina tradicional chinesa, no Bairro da Rua da Praia do Manduco, entre Março e Abril de 2020, em que o número de consultas de Março atingiu 341 pessoas. Após uma inspecção in loco, achou-se que as explicações dadas pelo responsável daquela clínica sobre a anomalia não era razoável, suspeitando assim que alguém tivesse falsificado os registos clínicos e tivesse indevidamente recebido os vales de saúde para burlar o erário público. Das investigações, a PJ também tomou conhecimento que algumas pessoas foram instigadas por uma loja de ginseng e de medicamentos chineses do Bairro da Praça de Ponte e Horta para se deslocarem à clínica, descontar lá o valor dos vales de saúde electrónicos, e depois trocar, na loja, com mercadorias equivalentes a um desconto de 20% a 30% do seu valor nominal com recibos entregues pela referida clínica. Porém, verificou-se que algumas pessoas se encontravam fora da RAEM no dia da consulta.
Com base em várias provas, foram identificados um médico de medicina chinesa da clínica em causa e um funcionário da referida loja que estariam envolvidos neste caso. Em 8 de Abril de 2021, foram efectuadas buscas nos locais envolvidos nos termos da lei, tendo sido apreendidas listas de contas, na residência do médico, na clínica e na loja, respectivamente, tendo sido encontrada uma grande quantidade de provas nos telemóveis dos dois indivíduos. O funcionário confessou ter dividido mensalmente os lucros com o médico.
Os dois suspeitos foram presentes ao Ministério Público por burla (de valor consideravelmente elevado) e falsificação de documentos.
