粵澳警方聯手偵破“練功券”詐騙團伙
本局聯同廣東警方聯手偵查一個在本澳娛樂場以“練功券”進行詐騙的犯罪集團,於2021年3月25日至4月3日展開收網行動,本局在澳門拘捕三名集團成員,內地警方則在內地多個城市拘捕包括集團主腦在內合共21人。
自2020年10月開始,涉及印有港幣一千元字樣的“練功券”詐騙案件劇增,騙徒在廣東珠海透過同伙取得“練功券”道具鈔並將之帶到澳門,待同伙物色到需兌換港元現金的人士後,便按指示前往娛樂場或附近進行兌換;在交易過程中,騙徒以安全為由只稍為展示一下將兌換的“鈔票”,令事主誤信是真鈔而將款項轉入犯罪集團所指定的銀行帳戶,其後點算“鈔票”時始知受騙。
2020年10月至2021年3月期間本局共開立101宗涉及“練功券”詐騙的案件,涉案金額折合共逾1,800萬澳門元,共查獲112名涉案人,均移送檢察院處理。
本局查得犯罪集團骨幹成員是在內地指揮犯罪,並在珠海與下線成員交收“練功券”及將所得騙款轉移至內地銀行帳戶;本局透過警務合作機制通報廣東省公安廳,經省公安廳統籌及督辦有關案件,由珠海市刑警支隊以詐騙罪立案,並循犯罪集團方向進行調查。
同時,粵澳警方成立專案組深入調查,發現上述犯罪集團是由內地多個省市的居民組成,組織嚴密,且具有一定反偵查意識。該犯罪集團使用通訊軟件分別建立“招工群”及“換錢群”來物色下線成員及被害人:透過“招工群”招攬來澳實施詐騙的下線成員,並由身處珠海的成員將“練功券”交給下線成員帶來本澳作案;透過“換錢群”尋找在澳需要港元現金的人,並指使下線成員前往交易。該集團還在內地設“收款組”,負責操作以人頭戶開立的內地銀行帳戶,以便快速轉移及提取騙款。
2021年3月25日至4月3日,本局與內地警方分別採取收網及特別巡查行動。內地警方於3月25日在廣東省中山市、山東省濰坊市及臨沂市、浙江省台州市、江蘇省鹽城市等展開統一收網行動,一舉拘捕包括四名集團主腦在內共21人;本局亦於同日出動22名刑事偵查員,前往路氹城區多間娛樂場及周邊進行特別巡查行動,合共截查125人(103男22女),將當中22名“換錢黨”帶返本局調查,隨後移交治安警察局跟進相關行政程序。本局亦於上述期間拘捕該集團三名以“練功券”實施詐騙的嫌犯,經初步調查後已移送檢察院處理。
另一方面,經本局與內地警方串併分析各宗案件資料及相關證據,初步證實有關犯罪集團自2020年開始作案,涉及至少73宗案件,涉案金額折合約一千萬澳門元,至少有103人涉案,當中32人正在本澳羈押。兩地警方正深入調查該犯罪集團是否涉及其他同類案件。
是次成功搗破跨境詐騙犯罪集團,除凸顯了粵澳警務合作的成效外,同時亦彰顯了兩地警方打擊跨境犯罪的決心和能力。
“Practice vouchers” fraud syndicate jointly busted by the police of Guangdong and Macao
In a joint investigation with the Guangdong police into a criminal syndicate committing fraud with “practice vouchers” in Macao casinos, arrest operations were launched between 25th March and 3rd April 2021, during which the Judiciary Police apprehended three syndicate members in Macao, while the police of mainland China arrested 21 persons, including the ringleaders, in several mainland cities.
Fraud cases involving “practice vouchers” printed with the words One Thousand Hong Kong Dollars have seen a drastic increase since October 2020. The fraudsters, having acquired the prop money “practice vouchers” through their accomplices in Zhuhai, Guangdong, brought them to Macao, where they conducted money exchange in casinos or their peripheries as instructed after their accomplices had scouted for persons in need of exchange for cash in Hong Kong Dollars. During the transactions, the fraudsters merely flashed the “banknotes” to be exchanged, on the pretext of safety, misleading the victims into believing that the banknotes were authentic, thereby transferring the money into bank accounts designated by the syndicate. The victims found out about the fraud only when they counted the “banknotes” afterwards.
The Judiciary Police launched 101 cases of “practice vouchers” fraud between October 2020 and March 2021. The amount involved was an equivalent of over MOP 18 million. All the 112 involved persons intercepted were transferred to the Public Prosecutions Office.
The Judiciary Police found that the key syndicate members had been masterminding the crimes in mainland China and settling the “practice vouchers” with subordinate members in Zhuhai, before transferring the proceeds to mainland bank accounts. The Judiciary Police notified, via the policing cooperation mechanism, the Public Security Department of Guangdong Province, which then coordinated and supervised on the cases. The cases were filed as fraud by the Criminal Police Detachment of Zhuhai, which proceeded the investigation as criminal syndicate.
Meanwhile, the police of Guangdong and Zhuhai established a specialized taskforce for in-depth investigation, unraveling the composition of the said syndicate as residents of several mainland provincial cities, as well as its sophisticated organization with a certain level of anti-detection awareness. The criminal syndicate had used communication software to respectively open a “recruitment group” and a “money exchange group” to scout for subordinate members and victims: with the “recruitment group”, they had recruited subordinate members who then received “practice vouchers” from members in Zhuhai for committing fraud in Macao; from the “money exchange group”, they looked for persons in Macao in need of Hong Kong Dollars in cash. They then instructed the subordinate members to engage in transactions with these persons. The syndicate had also set up a “payment collection team” in mainland China to operate mainland Chinese dummy bank accounts to swiftly transfer and withdraw the proceeds.
The Judiciary Police and the police of mainland China respectively launched arrest operations and special patrol operation from 25th March to 3rd April 2021. The police of mainland China launched unified arrest operations in Zhongshan City of Guangdong Province, Weifang City and Linyi City of Shandong Province, Taizhou City of Zhejiang Province, Yancheng City of Jiangsu Province, etc. on March 25th, capturing a total of 21 syndicate members, including four ringleaders, in one fell swoop; the Judiciary Police mobilized 22 criminal investigators on the same day for a special patrol operation in Cotai casinos and their peripheries. Of the 125 persons (103 men and 22 women) intercepted, 22 “money exchange gang” members were taken in for investigation and subsequently handed to the Public Security Police Force for follow-up administrative procedures. Concurrently, the Judiciary Police apprehended three suspects of “practice vouchers” fraud of the syndicate, who were transferred to the Public Prosecutions Office upon preliminary investigation.
On the other hand, upon parallel analyses on the information of each case and relevant evidence by the Judiciary Police and mainland Chinese police, it was preliminarily confirmed that the syndicate had started its perpetration since 2020, involving at least 73 cases and a total amount equivalent to around MOP 10 million. Thirty-two of the at least 103 persons involved were in custody in Macao. The police of both regions are further investigating whether the criminal syndicate is involved in other similar cases.
Not only is the effectiveness of Guangdong-Macao police cooperation highlighted, but the determination and capability in fighting cross-border crimes of both police forces are also manifested in this successful crackdown of a cross-border fraud syndicate.
Polícias de Guangdong e Macau desmantelaram uma rede de burla com “notas de treino”
A PJ, juntamente com a Polícia da Província de Guangdong, iniciou uma investigação de uma rede criminosa que praticava, nos casinos de Macau, burlas com notas que são utilizadas para treino de contagem de dinheiro, conhecidas por “notas de treino”. As operações de detenção foram lançadas entre 25 de Março e 3 de Abril de 2021, nas quais a PJ deteve em Macau três membros daquela rede enquanto que a Polícia da RPC deteve, em várias cidades, um total de 21 indivíduos inclusive os cabecilhas da rede.
Desde Outubro de 2020, verificou-se um aumento considerável das burlas com notas falsas com valor facial de 1.000 HKD (estampadas com “練功劵”). Os burlões obtiveram, em Zhuhai, as notas falsas mediante os cúmplices e trouxeram-nas para Macau, quando outros cúmplices tivessem angariado pessoas que quisessem trocar dinheiro, eles iriam aos casinos ou seus arredores conforme as indicações para fazerem o câmbio. Durante as transacções, os burlões mostram as “notas” de forma a que não se conseguissem ver bem, assim fizeram acreditar que se tratasse de notas verdadeiras e efectuaram a transferência do montante para as contas bancárias indicadas pela rede criminosa, as vítimas só se apercebiam de ter sido burladas quando faziam a contagem das notas.
Desde Outubro de 2020 até Março de 2021, foram abertos na PJ 101 casos relativos a este crime que envolveram um valor superior a 18 milhões de patacas. Nos quais foram detidas 112 pessoas que foram todos presentes ao MP.
A PJ conseguiu apurar que os elementos importantes da rede se encontravam na China continental onde davam os comandos, entregavam em Zhuhai as “notas para treino” para os membros inferiores e transferiam o dinheiro burlado para as contas bancárias. A PJ, mediante o mecanismo de cooperação policial, comunicou o caso a Directoria Provincial de Segurança Pública de Guangdong, e com a fiscalização e coordenação da Directoria Provincial, o Grupo de Polícia Criminal da cidade de Zhuhai instaurou processos de burla e iniciou investigações visando a rede criminosa.
Ao mesmo tempo, as polícias de Guangdong e de Macau criaram um grupo especial para a investigação aprofundada e apurou-se que a rede, composta por elementos provenientes de várias províncias e cidades da China continental, caracterizava-se por ser muito organizada e tinha grandes capacidades de contra-investigação. Esta rede criminosa criou numa aplicação de comunicação um “grupo para fornecer postos de trabalho” e “grupo para troca de dinheiro” para contratar membros da camada inferior e angaria vítimas. O “grupo para fornecer postos de trabalho” destinava-se a contratar elementos da camada inferior para vir a Macau a praticar as burlas, os elementos em Zhuhai entregavam-lhes as “notas para treino”. Através do “grupo para troca de dinheiro” podiam angariar pessoas em Macau que precisavam de trocar HKD em numerário, comunicavam com os elementos inferiores para fazer as transacções. Para além disso, a rede criou o “grupo para recebimento de dinheiro” na China continental, responsável por operar com as contas bancárias (dummy account) da China continental, com vista às transferências e levantamentos rápidos.
Entre 25 de Março e 3 de Abril de 2021, a PJ e a Polícia da RPC lançaram operações de detenção e patrulhamento especial respectivamente. A Polícia da RPC, realizou operações de detenção, em 25 de Março, na cidade de Zhongshan da Província de Guangdong, Weifang e Linyi da Província de Shandong, Taizhou da Província de Zhejiang, e Yancheng da Província de Jiangsu, respectivamente. Nas operações foi detido um total de 21 indivíduos inclusive 4 cabecilhas da rede. Neste mesmo dia, 22 investigadores criminais da PJ foram enviados para proceder ao patrulhamento especial em vários casinos no Cotai e nos seus arredores, nas operações foram interceptados 125 pessoas (103 homens e 22 mulheres), 22 dos quais foram levados à PJ para investigação por ser burlões da troca de dinheiro. Os quais foram depois transferidos para o CPSP para acompanhamento do procedimento administrativo. Na altura a PJ também deteve três indivíduos daquela rede que praticavam burlas com “notas para treino”, os quais foram presentes ao MP após investigação preliminar.
Por outro lado, a PJ e a Polícia da China continental, após uma análise combinada das informações e provas dos diversos casos, apuraram que essa rede tinha começado a operar em 2020 e estava envolvida em pelo menos 73 casos e movimentava uma quantia equivalente a cerca de 10 milhões de patacas. Entre os 103 indivíduos envolvidos, a 32 foi aplicada a prisão preventiva em Macau. As polícias de ambas as jurisdições continuam a investigar se a rede estaria envolvida noutros casos semelhantes.
Nesta operação, na qual foi desmantelada a rede criminosa transfronteiriça, foi possível não apenas perceber a eficácia da cooperação policial entre a província de Guangdong e Macau, demonstrou-se também a determinação e a capacidade das polícias das duas jurisdições no combate aos crimes de cariz transfronteiriço.
