偵破兩宗“練功券”詐騙案 拘兩名內地男子
本局於2021年3月7日及8日先後偵破兩宗以“練功券”行騙的案件,拘捕兩名內地男子,涉款近27萬港元。
案情顯示,兩宗案件的內地事主分別透過朋友介紹或即時通訊軟件群組跟兩名內地男子洽商兌換港元現金,並各自與對方相約在路氹城區及新口岸區的酒店進行交易;各事主按指示經網上轉帳10萬至12萬元人民幣至指定的內地銀行帳戶,隨即收取對應的港元現金,但點算時均發現大部份是俗稱“練功券”的道具,遂即報案求助。
本局調查後拘捕兩名從事非法匯兌的內地男子,並搜出數百張面值一千港元的“練功券”道具;二人均供稱之前透過即時通訊軟件受僱於某用戶或招工群組,負責將“練功券”從內地偷運來澳進行非法兌換活動,聲稱案發前並不清楚是“練功券”。本局分別以詐騙(巨額及相當巨額)罪將兩名涉案男子移送檢察院處理,並追查贓款去向及其餘涉案人。
Two fraud cases involving “practice vouchers” cracked, with two mainland men under arrest
The Judiciary Police successively cracked two fraud cases committed with “practice vouchers” on 7th and 8th March 2021. Two mainland men were arrested, involving nearly HKD270,000.
Case details revealed that through referral by friends or chat groups of instant communication apps, the mainland victims of the two cases had negotiated with two mainland men respectively to exchange Hong Kong dollars in cash, then making individual appointments to conduct the transactions at hotels in the Cotai and ZAPE districts. As per instructions, each victim made online transfers ranging from RMB100,000 to RMB120,000 to designated bank accounts in mainland, and received the corresponding Hong Kong dollars in cash thereupon. However, most of the banknotes were found to be prop banknotes commonly known as “practice vouchers” upon counting. As such, the victims immediately reported the cases to the police for assistance.
Subsequent to investigation, the Judiciary Police arrested two mainland men engaging in illegal currency exchange, seizing several hundreds of prop banknotes “practice vouchers” with a face value of HKD1,000 each. The two individuals confessed that they had been employed earlier by a user or a recruitment chat group via instant communication apps, and were responsible for smuggling the “practice vouchers” from the mainland to Macao for illegal currency exchange activities, while claiming to be unaware that those were “practice vouchers” before the case occurred. The Judiciary Police transferred the two involved men to the Public Prosecutions Office for the offence of fraud (huge amount or considerably huge amount) respectively, while pursuing the whereabouts of the illicit proceeds and the other involved individuals.

Nos dias 7 e 8 de Março de 2021, a PJ resolveu dois casos de burla com notas falsas (estampadas com “nota para formação”) e deteve 2 homens do continente, o valor envolvido é de cerca de 270.000 HK$.
Segundo o apurado, as duas vítimas, ambas do continente, fizeram a troca de dólares de HK em numerário, junto a dois homens da RPC apresentados por amigos ou por uma aplicação de comunicação instantânea, num hotel do Cotai e do ZAPE, respectivamente. As vítimas seguiram as indicações dos detidos e transferiram, 100.000 a 120.000 renminbi, online, para as contas do continente indicadas e receberam, de imediato, o numerário equivalente em dólares de Hong Kong. Contudo, ao verificarem o montante recebido, descobriram que quase todas as notas em causa eram falsas (estampadas com “nota para formação”) e fizeram quixa na polícia.
Na investigação, a PJ deteve dois homens da RPC que faziam troca ilegal de dinheiro, e foram apreendidas algumas centenas de notas falsas com valor facial de 1000 HK$ (estampadas com “nota para formação”). Os dois detidos disseram que foram recrutados por um indivíduo e por um grupo de recrutamento de trabalhadores de uma aplicação de comunicação instantânea e que eram responsáveis por trazer, clandestinamente, esse tipo de notas, da China continental para Macau, que posteriormente eram usadas para trocas ilegais, alegando que não sabiam que se tratavam de notas falsas (estampadas com “nota para formação”). Ambos foram presentes ao MP acusados, respectivamente, de burla (de valor elevado ou consideravelmente elevado), a PJ continua a investigar o destino do montante burlado e à procura de outros indivíduos envolvidos.
