本局聯同內地警方搗破跨境刷卡犯罪集團 共拘捕69人
在公安部統籌、以及中聯辦警聯部協調下,本局早前與江蘇省公安廳進行情報交流及聯合偵查,得悉一活躍於內地及澳門的犯罪集團,使用非法改裝的內地POS支付終端機在澳門進行非法刷卡套現活動。
調查發現,該犯罪集團於2016年開始運作,集團本澳男主腦安排親屬及同鄉在本澳開設商店並交由下線成員管理,同時在內地招攬下線成員辦理刷卡機和銀行卡,然後將刷卡機進行改裝並帶來本澳,在賭場周邊物色客人非法刷卡套現,涉款約116億元人民幣,集團攫取非法收益共6,900萬元人民幣。
基於時機成熟,在公安部及中聯辦警聯部統籌及協調下,本局聯同內地警方於2020年12月27日同步採取行動。本局動用110名刑偵人員,在12間店舖、19個住宅單位和兩間公司搜獲大量刷卡機及電子設備,72萬澳門元、884萬港元、5.9萬元人民幣現金,以及126萬港元籌碼,並拘捕集團主腦及29名集團成員;內地警方動用300多名警力,分別在江蘇、福建、廣東拘捕39名犯罪集團成員,並檢獲大量銀行卡及刷卡機。
本局相信已成功瓦解該跨境刷卡犯罪集團,以犯罪集團罪及電腦詐騙罪將在澳被捕的30名涉案男女移送檢察院偵辦。
Judiciary Police and mainland police joined forces in smashing cross-border card-swiping criminal syndicate, with a total of 69 persons arrested
Under the organization of the Ministry of Public Security and coordination of the Police Liaison Department of Liaison Office of the Central People’s Government, the Judiciary Police conducted intelligence exchange and joint investigation with the Jiangsu Provincial Public Security Department some time ago, realizing that a criminal syndicate active in mainland and Macao had been using illegally modified mainland POS payment terminals to carry out illegal cash-out activities by swiping cards in Macao.
Investigation revealed that the criminal syndicate had been operating since 2016, whose local male ringleader arranged relatives and clansmen to set up shops in Macao and put them under the management of his subordinate members. Meanwhile, recruitment of subordinate members for the application of card-swiping machines and bank cards took place in mainland, and the card-swiping machines were modified subsequently and brought to Macao. Clients were solicited for illegal cash-outs by swiping cards in casino peripheral areas, involving a sum of around RMB11.6 billion. The syndicate raked in illicit proceeds of a total of RMB69 million.
Seizing the ripe opportunity, the Judiciary Police and the mainland police joined forces to take action simultaneously on 27th December 2020 under the organization and coordination of the Ministry of Public Security and the Police Liaison Department of Liaison Office of the Central People’s Government. The Judiciary Police mobilized 110 criminal investigators, seizing a large amount of card-swiping machines and electronic devices, MOP720,000, HKD8.84 million and RMB59,000 in cash, coupled with HKD1.26 million chips in 12 shops, 19 residential units and two companies. The ringleader and 29 members of the syndicate were also apprehended. The mainland police deployed more than 300 police officers, arresting 39 members of the syndicate with seizure of multiple bank cards and card-swiping machines in Jiangsu, Fujian and Guangdong provinces respectively.
The Judiciary Police believed that the cross-border card-swiping criminal syndicate had been successfully dismantled, and transferred the 30 involved individuals arrested in Macao to the Public Prosecutions Office for the offences of criminal syndicate and computer fraud.

Com a organização do Ministério da Segurança Pública e a coordenação dos Serviços de Ligação para os Assuntos Policiais do Gabinete de Ligação do Governo Popular Central na RAEM, a PJ e a Directoria Provincial de Segurança Pública de Jiangsu trocaram informações e efectuaram uma investigação conjunta, na qual tiveram conhecimento de que uma rede criminosa, activa nas duas jurisdições, usava terminais POS do continente ilegalmente modificados para fazer levantamentos de dinheiro em Macau.
Na investigação, verificou-se que aquela organização começou a funcionar em 2016. O cabecilha de Macau mandou seus familiares e conterrâneos a abrir as lojas em Macau, que eram geridas pelos elementos da rede. Ao mesmo tempo, angariou elementos na China continental para fazer requerimentos de terminais POS e cartões bancários, modificar os terminais e levá-los para Macau, bem como procurar clientes nos arredores dos casinos para efectuar levantamentos com cartões por conta deles. O dinheiro envolvido ronda os 11,6 mil milhões de RMB e os lucros ilegais obtidos pela organização foram de 69 milhões de RMB.
Numa ocasião oportuna, no dia 27 de Dezembro de 2020, com a organização e a coordenação do Ministério da Segurança Pública e dos Serviços de Ligação para os Assuntos Policiais do Gabinete de Ligação do Governo Popular Central na RAEM, a PJ e a Polícia da China continental entraram em acção em simultâneo. A PJ mobilizou 110 investigadores, que em 12 lojas, 19 apartamentos e 2 empresas, apreenderam uma grande quantidade de terminais e aparelhos electrónicos, 720.000 patacas, 8,84 milhões de HKD e 59.000 RMB, todos em numerário, e 1,26 milhões de HKD em ficha, bem como detiveram o cabecilha da rede e 29 elementos. Quanto à Polícia do continente, mobilizou mais de 300 agentes, que detiveram 39 elementos em Jiangsu, Fujian e Guangdong respectivamente, e apreenderam uma grande quantidade de cartões bancários e terminais.
A PJ acredita que aquela rede criminosa foi desmantelada com sucesso. Os 30 indivíduos detidos em Macau foram presentes ao MP por associação criminosa e burla informática.
