澳珠警方聯手搗破協助偷渡集團 共拘捕及查獲13人
本局早前透過情報聯絡機制接獲珠海市公安局的情報,指有一活躍於珠澳兩地的犯罪集團利用快艇協助他人偷渡進出本澳;兩地警方立即聯手調查,迅速確定該集團犯案模式及偷渡靠岸位置,本局又透過“反偷渡工作聯防機制”與澳門海關聯合部署。
2020年12月9日晚上7時許,本局與澳門海關及珠海市公安局同步採取行動,本局人員於友誼大馬路附近查獲兩名剛偷渡登岸的內地男子,海關人員在海上截獲接載偷渡客的船隻及船上兩名負責駕駛的內地男子,又查獲兩名偷渡離澳的內地男子;珠海市公安局則於內地截獲三名集團骨幹成員及四名協助接送偷渡者的成員。
調查發現,每名偷渡者須向犯罪集團交付19,000元至20,000元人民幣偷渡費,另每人還須向駕駛偷渡船者交付500至1,500元人民幣不等的費用。本局對在澳被捕的兩名涉案男子控以犯罪集團、協助和收留等三罪,並連同四名偷渡者一併移送檢察院偵辦。
Macao and Zhuhai police forces joined hands in cracking a syndicate assisting in illegal immigration with a total of 13 individuals apprehended and seized
The Judiciary Police received intelligence from the Zhuhai Municipal Public Security Bureau via intelligence communication mechanism earlier on, indicating that a criminal syndicate active in Zhuhai and Macao had been assisting others to enter and exit Macao illegally with speedboat. Police forces of the two regions immediately initiated joint investigation and swiftly identified the modus operandi of the syndicate and the location where the speedboat berthed at the shore. In addition, the Judiciary Police initiated joint deployment with the Macao Customs Service via the “Joint Prevention Mechanism for Anti-illegal Immigration”.
At around 7:00 pm on 9th December 2020, the Judiciary Police, the Macao Customs Service and the Zhuhai Municipal Public Security Bureau took action simultaneously. The Judiciary Police personnel seized 2 mainland men who just got ashore illegally near Avenida da Amizade, while the personnel of the Macao Customs Service intercepted the boat transporting the illegal immigrants on the waters and 2 mainland men aboard responsible for driving, with another 2 mainland men departing Macao illegally being ferreted out. The Zhuhai Municipal Public Security Bureau intercepted 3 core members of the syndicate and 4 members assisting in transporting the illegal immigrants in the mainland.
Investigation revealed that each illegal immigrant had to pay the criminal syndicate a smuggling fee ranging from RMB19,000 to RMB20,000, with additional charges between RMB500 and RMB1,500 paid to the driver of the smuggling vessel. The Judiciary Police charged the 2 involved men arrested in Macao with three offences including criminal syndicate, assisting, sheltering, and transferred them to the Public Prosecutions Office together with the 4 illegal immigrants.

A PJ recebeu uma comunicação da Directoria Municipal de Segurança Pública de Zhuhai através do mecanismo de ligação, indicando que uma rede criminosa, activa nas duas jurisdições, estaria a auxiliar imigrantes ilegais a entrar e sair de Macau com a utilização de botes rápidos. As polícias das duas jurisdições iniciaram de imediato uma investigação conjunta, conseguindo identificar rapidamente o modus operandi e o lugar de desembarque utilizados por aquela organização. A PJ, por meio do “Mecanismo de prevenção conjunta no combate à imigração ilegal”, organizou uma intervenção com os SA.
Pelas 19h00 de 9 de Dezembro de 2020, A PJ, os SA e a Directoria Municipal de Segurança Pública de Zhuhai entraram em acção simultaneamente. O nosso pessoal interceptou, nas proximidades da Avenida da Amizade, dois homens da China continental que tinham acabado de desembarcar, enquanto que o pessoal dos SA interceptou no mar um barco usado para o transporte de imigrantes ilegais, com a bordo dois homens do continente encarregados de conduzir o barco e dois imigrantes ilegais do continente que estariam a sair de Macau. A Directoria Municipal de Segurança Pública de Zhuhai interceptou no continente três elementos principais da rede criminosa e quatro elementos encarregados de auxiliar o transporte dos imigrantes ilegais.
Apurou-se que cada imigrante ilegal pagava à rede criminosa entre 19.000 a 20.000 RMB, bem como pagava ainda aos condutores de barco entre 500 a 1.500 RMB. Os dois homens detidos em Macau, acusados de associação criminosa, auxílio e acolhimento, foram presentes ao MP juntamente com os quatro imigrantes ilegais.
