四名本澳男子涉詐騙千五萬港元虛擬貨幣就逮
2020年10月19日,本局接獲一名本澳男子報稱在協助一名身處杜拜的朋友兌換籌碼時,被騙去等值1,500萬港元的USDT虛擬貨幣。
報案人聲稱,事發時與一名朋友在新口岸某娛樂場外,協助身處杜拜的內地事主與涉案本澳男子以等值1,500萬港元的USDT虛擬貨幣兌換為貴賓廳現金籌碼,但事主完成轉帳虛擬貨幣後,涉案男子以未收到為由拒絕交付籌碼,報案人要求到氹仔某娛樂場檢驗籌碼,當三人到達該娛樂場門外時,涉案男子伺機逃去無蹤。
本局透過全澳城市電子監察系統查知涉案男子逃往青洲某大廈停車場會合另外兩名涉案本澳男子,其中兩人分得150萬港元及50萬港元贓款;本局經深入調查,有強烈跡象顯示報案人伙同上述三名涉案男子合謀作案,藉協助內地事主兌換籌碼來詐騙巨額虛擬貨幣,再將之轉售圖利。本局於12月3日及4日派出20多名刑偵人員前往多區拘捕上述四名作案人,在其中一人的住所內搜獲多件吸毒工具;同時依法進入懷疑虛擬貨幣買家的住所調查,搜獲2,800多萬港元及五萬多歐元現金、1,500多萬港元現金籌碼、六部電腦、大量手提電話、名錶及帳簿等,但未能尋獲該名買家。
本局綜合調查所得,認為四名涉案男子涉嫌觸犯詐騙(相當巨額)罪及犯罪集團罪,其中一人同時觸犯不法吸食麻醉藥品及精神藥物罪、不適當持有器具或設備罪,俱被移送檢察院偵辦。本局將深入調查案件是否涉及清洗黑錢犯罪,並追查其他涉案人士。
Four local men arrested for defrauding of virtual currency equivalent to HKD15 million
On 19th October 2020, the Judiciary Police received a report from a local man, claiming to have been defrauded of USDT virtual currency, an equivalent of HKD15 million when assisting his friend, who was in Dubai, to exchange chips.
The informant claimed that during the incident, he was with a friend outside a casino in ZAPE, assisting the mainland victim in Dubai to exchange USDT virtual currency worth of HK$15 million into VIP junket cash chips. However, after the victim completed the transfer of virtual currency, the involved man refused to hand over the chips for the reason that the transfer was yet to be received. The informant demanded to examine the chips in a casino in Taipa. When the trio arrived at the entrance of the casino, the involved man seized an opportunity and fled the scene.
Through the Macao citywide electronic surveillance system, the Judiciary Police found out that the involved man had fled to a carpark of a building in Ilha Verde, where he met with the other two involved local men, who received illicit proceeds of HKD1.5 million and HKD500,000 respectively. Subsequent to our in-depth investigation, there were strong indications that the informant had conspired with the abovementioned three involved men for perpetration, professing to assist the mainland victim to exchange chips yet in fact cheating him out of huge amount of virtual currency for resale so as to make a profit. On December 3rd and 4th, the Judiciary Police dispatched over 20 criminal investigators to various locations to arrest the abovementioned four perpetrators. Multiple drug consumption tools were seized inside the apartment of one of the involved persons. Simultaneously, as vested by law, an investigation was conducted by entering the residence of the suspected buyer of the virtual currency, seizing over HKD28 million and over EUR50,000 of cash, over HKD15 million worth of cash chips, 6 sets of computers, numerous mobile phones, luxurious watches, ledgers, etc. However, that buyer was nowhere to be found.
After consolidating the investigation outcomes, the Judiciary Police transferred the four involved men to the Public Prosecutions Office with the offences of fraud (considerably huge amount) and criminal syndicate, while one of them was charged additionally with the offences of illegal consumption of narcotic drugs and psychotropic substances and improper possession of utensils or equipment. The Judiciary Police will conduct an in-depth investigation into the case and check if money laundering crimes are involved, while pursuing other involved persons.
Detidos 4 homens locais por burla de moedas virtuais no valor de 15 milhões de HKD
Em 19 de Outubro de 2020, a PJ recebeu a denúncia dum residente, na qual se dizia que tinha sido burlado com moedas virtuais de USDT, no valor equivalente a 15 milhões de HKD, para as trocarem em fichas, ao dar ajuda a um amigo que estava no Dubai.
O denunciante alegou que na altura da ocorrência encontrava-se no exterior de um casino do ZAPE, juntamente com um amigo, para ajudar a vítima, da China continental, que estava no Dubai, a trocar moedas virtuais de USDT num valor equivalente a 15 milhões de HKD em fichas duma sala VIP. Porém, mesmo quando a vítima concluiu a transferência, o burlão recusou-se a entregar a fichas alegando o facto de não ter recebido a transferência. O denunciante pediu assim o exame das fichas num casino da Taipa, mas quando os três chegaram à entrada do casino, o burlão fugiu.
Com o recurso ao Sistema de Videovigilância da Cidade de Macau, soube-se que o suspeito tinha fugido para o parque de estacionamento dum edifício situado na Ilha Verde para se encontrar com outros dois homens locais, tendo dois deles recebido, respectivamente, 1,5 milhões e meio milhão de HKD do dinheiro burlado. Após averiguações aprofundadas, verificou-se existirem fortes provas que o denunciante tinha praticado o crime em conluio com os três homens supracitados, aproveitando a oportunidade de ajudar a vítima da China continental para trocar moedas virtuais de valor elevado em fichas com a finalidade de praticar a burla e depois vendê-las. A 3 e 4 de Dezembro foram enviados, respectivamente, mais de 20 investigadores para várias zonas para deter os quatro suspeitos, tendo sido encontrados diversos instrumentos para o consumo de droga na residência de um dos detidos. Ao mesmo tempo, a PJ entrou legalmente no apartamento supostamente do comprador das moedas virtuais para investigação, tendo apreendido mais de 28 milhões de HKD e 50.000 euros em numerário, mais de 15 milhões de HKD em fichas, 6 computadores, uma grande quantidade de telemóveis, relógios de luxo, cadernos de registo de contas, entre outros, mas não foi possível encontrar o comprador.
De acordo com as provas obtidas na investigação, acredita-se que os 4 detidos teriam praticado os crimes de burla (de valor consideravelmente elevado) e de associação criminosa, tendo um deles praticado ainda os crimes de consumo ilícito de estupefacientes e de substâncias, bem como de detenção indevida de utensílio ou equipamento, tendo sido todos presentes ao Ministério Público. A PJ vai efectuar uma investigação aprofundada no sentido de apurar se o caso estará ligado ao branqueamento de capitais e vai procurar outros eventuais envolvidos.
