澳珠警方聯手搗破協助偷渡集團 共拘捕及查獲14人
本局早前透過情報聯絡機制接獲珠海市公安局通報,指一活躍於珠澳兩地的犯罪集團利用快艇協助他人偷渡進出本澳,兩地警方隨即展開聯合偵查,迅速確定該集團成員身份、犯案模式及偷渡靠岸位置,並透過“反偷渡工作聯防機制”通報澳門海關進行聯合部署。
2020年11月15日,本局聯同澳門海關與珠海市公安局同步採取行動,本局與海關人員分別於澳門旅遊塔附近和海上截獲一名負責在岸邊把風及接應偷渡者的本澳女子、一名駕駛偷渡船隻的內地男子,並查獲四名剛偷渡登岸的內地男女和一名準備偷渡離澳的內地男子;珠海市公安局則於內地截獲三名集團骨幹成員及四名協助運送偷渡者的成員。
調查發現,該犯罪集團向每名偷渡者收取15,000元至30,000元人民幣的費用,有關款項由偷渡者於登岸後支付或由身處內地的關係人支付;涉案船夫和負責接應女子則於事成後各收取2,000元人民幣報酬。本局分別對兩名在澳被捕的涉案男女控以犯罪集團、協助和收容等三罪,連同五名偷渡者一併移送檢察院偵辦,並追查其他涉案人士。

The Judiciary Police received notification from the Zhuhai Municipal Public Security Bureau via intelligence communication mechanism that a syndicate assisting illegal immigration active in Zhuhai and Macao had been assisting others to enter and exit Macao illegally with speedboat. Police forces of the two regions thus immediately initiated joint investigation and swiftly confirmed the identity of the members of the criminal syndicate, modus operandi and the location where the speedboat reached the shore. The Judiciary Police also notified the Macao Customs Service via the “Joint Prevention Mechanism for Anti-illegal Immigration” to carry out joint deployment.
On 15th November 2020, the Judiciary Police, Macao Customs Service and the Zhuhai Municipal Public Security Bureau took action simultaneously. Personnel of the Judiciary Police and Customs Service intercepted a Macao woman who was posting as a lookout and rendering assistance to the illegal immigrants at the shore and a mainland man who was driving the boat near the Macao Tower and on the sea respectively. Four mainlanders who had just landed and a mainland man who was preparing to depart Macao illegally were seized as well; while the Zhuhai Municipal Public Security Bureau intercepted three key members of the syndicate and four members who assisted in smuggling the illegal immigrants in the mainland.
Investigation revealed that the criminal syndicate charged each of the illegal immigrants a fee ranging from RMB 15,000 to RMB 30,000, which was to be paid by the illegal immigrants after they had landed or by the persons related to them in the mainland; the involved helmsman and the woman responsible for rendering assistance to the illegal immigrants would each receive RMB 2,000 as reward after the smuggling. The Judiciary Police charged the two involved persons arrested in Macao with the three offences of criminal syndicate, assisting and sheltering respectively and transferred them to the Public Prosecutions Office together with the five illegal immigrants, while continuing to pursue other involved persons.
Polícias de Zhuhai e Macau desmantelaram uma rede de auxílio à imigração ilegal, 14 indivíduos entre detidos e identificados
A PJ recebeu uma comunicação da Directoria Municipal de Segurança Pública de Zhuhai através do canal de ligação preestabelecido, indicando que uma rede de transporte de imigrantes ilegais, activa nas duas jurisdições, estaria a auxiliar imigrantes ilegais a entrar e sair de Macau com a utilização de botes rápidos, as polícias das duas jurisdições iniciaram de imediato uma investigação conjunta, conseguindo identificar rapidamente os elementos desta rede criminosa, bem como o modus operandi e o local de desembarque. A PJ, por meio do “Mecanismo de prevenção conjunta no combate à imigração ilegal”, comunicou o facto aos Serviços de Alfândega para prepararem uma intervenção conjunta.
Em 15 de Novembro de 2020, o pessoal da PJ e dos SA, e da Directoria Municipal de Segurança Pública de Zhuhai entraram em acção simultaneamente. Na zona costeira junto à Torre de Macau, o pessoal da PJ e dos SA acabariam por interceptar uma residente de Macau que estava encarregada da vigia e da recepção dos imigrantes ilegais e um homem da China continental responsável pela condução da embarcação utilizada nos trajectos. Ao mesmo tempo, três homens e uma mulher provenientes da China continental que desembarcaram clandestinadamente em Macau e um imigrante ilegal que aguardava a vez de ser transportado de volta para a China continental foram também interceptados. Por sua vez, a Directoria Municipal de Segurança Pública de Zhuhai interceptou, no continente, três dos elementos principais da rede criminosa e quatro pessoas relacionadas com transporte ilegal dos imigrantes.
Apurou-se que a rede criminosa cobrava entre 15.000 a 30.000 RMB a cada imigrante ilegal, montante este que seria pago pelos imigrantes ilegais após o desembarque ou pelas pessoas que estão relacionadas com os imigrantes clandestinos e se encontram no continente. Quanto ao condutor da embarcação e à mulher que estava encarregada da recepção, recebiam ambos 2.000 renminbis por cada serviço. O homem e a mulher, ambos detidos em Macau, foram presentes ao Ministério Público pelo crime de associação criminosa, de auxílio e acolhimento, juntamente com os cinco imigrantes ilegais. A PJ continua à procura de outros possíveis indivíduos envolvidos.
