港澳警方聯手偵破兩盜用信用卡集團 本局拘32人
鑑於自2019年起盜用信用卡資料的案件持續高發,本局與香港警方進行情報交流,查悉有兩個犯罪團伙在港澳兩地盜用他人信用卡資料進行消費套現,兩地警方於2020年10月27至28日開展代號為“翊星行動”的聯合警務部署,先後拘獲37名內地、香港及本澳居民。
本局在行動中搗破其中一個犯罪團伙,拘捕一名在北區某旅行社任職的內地女外僱,其為客人代訂酒店房間期間,先建議客人使用信用卡付費,然後趁機讀取信用卡資料,並藉詞讀卡失敗等要求客人改用其他支付方式,其後親自或透過同伙利用所盜資料在網上購買手機並寄往內地銷贓。案件至少涉及五張信用卡,涉款逾4.7萬澳門元。
另一個在本澳破獲的犯罪團伙於2019年開始運作,集團利用網絡釣魚和入侵購物網站等手法盜取超過500張信用卡資料,再透過網上社交平台招攬下線成員,指使他們利用盜得的信用卡資料為網絡遊戲帳號充值,然後由集團骨幹成員將遊戲帳號出售圖利,涉及至少60萬澳門元,骨幹成員及下線成員在每筆充值交易完成後各得20至25澳門元不等的報酬。本局在是次“翊星行動”中先後拘捕31名涉案本澳居民,其中三名集團骨幹成員為本澳在讀大學生,其餘28人分別為無業或在職人士及學生,並在多人的手機內查獲170多張信用卡的資料。香港警方同步在香港拘捕五名香港男女,檢獲多部電子設備,涉及五宗案件,涉案款項共約八萬港元。
本局以犯罪集團罪及電腦詐騙罪將上述32名在本澳被捕的涉案人移送檢察院偵辦,並深入追查其他涉案人士。
Two credit card misappropriation syndicates busted in Hong Kong-Macao police joint operation, with 32 persons arrested by the Judiciary Police
In view of the continuous high incidence of credit card details misappropriation cases since 2019, the Judiciary Police conducted intelligence exchange with Hong Kong police and found that two criminal gangs had been misappropriating the credit card information of others for consumption and cash withdrawals in Hong Kong and Macao. The two police authorities launched a joint police deployment code-named “Operation Soaring Star” from 27th to 28th October 2020, with 37 residents from mainland, Hong Kong and Macao arrested successively.
The Judiciary Police busted one of the criminal gangs in the operation, coupled with the arrest of a female non-resident worker from mainland who worked in a travel agency in the Northern district. While booking hotel guestrooms for the customers, she suggested them using credit cards to make payment in the first place, then seized the opportunity to read the credit card information and requested the customers to switch to other payment methods with excuses such as card-reading failure. Subsequently, she or her accomplices used the stolen information to purchase mobile phones online, and then sent to mainland to sell them on. At least five credit cards were involved in the case, which involved more than MOP47,000.
Another criminal gang broken up in Macao started operations in 2019. The syndicate employed modi operandi such as phishing and hacking of shopping websites to steal information of over 500 credit cards, then recruited subordinate members through online social networking platforms, instructing them to use the stolen credit card details for top-up of online game accounts, which were sold by the core members of the syndicate for a profit thereafter, with at least MOP600,000 involved. The core members and subordinate members received a reward ranging from MOP20 to MOP25 respectively upon completion of each top-up transaction. In this “Operation Soaring Star”, the Judiciary Police successively arrested 31 local residents involved in the case. Among them, three core members of the syndicate are current university students in Macao, while the other 28 persons are unemployed or working individuals and students respectively. In addition, information of 170-plus credit cards was found from the mobile phones of many of them. Five Hongkongers were arrested by the Hong Kong police simultaneously in Hong Kong, with seizure of multiple electronic devices, involving five cases and a total of approximately HKD80,000.
The Judiciary Police transferred the abovementioned 32 involved individuals being arrested in Macao to the Public Prosecutions Office for the offences of criminal syndicate and computer fraud, while pursuing thoroughly other involved individuals.

Atendendo ao facto de que, a partir de 2019, a ocorrência de casos ligados ao uso ilícito de cartões de crédito tornou-se cada vez mais frequente, a Polícia Judiciária e a Polícia da RAEK trocaram informações e conseguiram verificar a existência de dois grupos criminosos que utilizavam ilicitamente cartões de crédito de outrem para gastos e levantamentos. Assim, as autoridades policiais das duas jurisdições desencadearam, nos dias 27 e 28 de Outubro de 2020, a “Operation Soaring Star”, que culminou com a detenção de 37 indivíduos, incluindo da China continental, de Hong Kong e de Macau.
Na operação, a PJ conseguiu desmantelar uma das redes criminosas e deter uma trabalhadora não residente da China continental que trabalhava numa agência de viagens na zona norte por ter copiado os dados de alguns cartões de crédito na altura em que fazia reservas de quartos de hotel para clientes por ela convencidos tanto a pagar com cartões de crédito, como a mudar para outras formas de pagamento devido ao fracasso na leitura que alegava como pretexto, para que a mesma pudesse depois comprar, por ela própria ou através de cúmplices, telemóveis na internet utilizando os dados furtados e enviá-los à China continental para serem vendidos. O caso em apreço envolve pelo menos 5 cartões de crédito, cujo valor furtado ronda as 47.000 patacas.
A outra rede criminosa desmantelada no território começou a funcionar em 2019, recorrendo ao Phishing e invasão dos websites de compras para furtar dados de mais de 500 cartões de crédito, angariando os membros a jusante através de plataformas de redes sociais para orientá-los a fazer recargas nas contas de jogo online com os dados dos cartões furtados. Os membros importantes da rede eram responsáveis pela venda daquelas contas de jogo para obter lucros. O valor envolvido é de pelo menos 600.000 patacas. Os membros principais e os membros a jusante podiam obter uma recompensa no valor entre 20 e 25 patacas em cada transacção de recarga. Nesta operação, foram detidos 31 residentes de Macau, entre os quais 3 elementos importantes são estudantes universitários de Macau, sendo os restantes desempregados, trabalhadores e estudantes. Foram encontrados dados de mais de 170 cartões de créditos nos vários telemóveis apreendidos. As autoridades policiais da região vizinha, por sua vez, detiveram 5 indivíduos em Hong Kong e apreenderam vários equipamentos electrónicos ligados aos 5 casos. O valor envolvido totaliza cerca de 80.000 HKD.
Os referidos 32 detidos em Macau foram presentes ao Ministério Público por associação criminosa e burla informática. A PJ continua a investigar outros eventuais envolvidos.
