內地大學生涉詐騙及偽造文件被捕
2020年10月20日,本局接獲一名本澳女子報稱遭人詐騙近270萬澳門元,經調查得知女事主於10月8日接到自稱“澳門電訊管理局”職員的騙徒來電指其固網電話有不尋常活動,可能涉及犯罪,隨後再將電話轉駁到自稱“內地公安”和“檢察官”的騙徒,套取了女事主的個人及銀行帳戶資料,又要求女事主透過網上銀行進行匯款轉帳;由於女事主不諳網上轉帳,騙徒聲稱會安排人員提供協助。
其後,一名男子前往女事主的住所,訛稱協助“內地檢察官”來澳辦案,並向其出示“協警工作證”及將“拘留命令書”交予事主,又陪同事主前往某銀行開立網銀帳戶,並先後三次合共轉帳267萬港元至指定銀行帳戶“接受審查”;直至10月20日,女事主與朋友討論上述情況,才懷疑受騙並報警求助。
本局於接案當日在氹仔某大學宿舍拘捕一名涉案內地大學生,在其身上搜出一張“協警工作證”。涉案男生辯稱早前接獲自稱“內地檢察官”等人來電指其涉及經濟犯罪,只要其協助“查案”便可轉為“污點證人”;但經綜合調查,有強烈跡象顯示涉案男生串同他人作出詐騙行為,故本局以詐騙(相當巨額)罪和偽造文件罪將之移送檢察院偵辦,並追緝其他涉案人士。
Mainland university student arrested for involvement in fraud and forgery of document
On 20th October 2020, the Judiciary Police received a report from a local woman who claimed that she had been swindled out of approximately MOP2.7 million. Upon investigation, it was learnt that, on October 8th, the female victim received a call from a crook who claimed to be a staff member of “Macao Bureau of Telecommunications Regulation”, telling her that unusual activities were detected on her fixed line telephone, which might have involved criminality. Subsequently, the call was being diverted to a swindler who claimed to be a “mainland public security officer” and “prosecutor” and acquired the personal particulars and bank account information of the female victim fraudulently. In addition, the hoaxer also asked the female victim to make remittances via online banking. Given that the female victim did not know how to transfer funds online, the con artist alleged that personnel would be arranged to render assistance.
Later, a man proceeded to the residence of the female victim, falsely purporting that he was to assist the “prosecutor in the Mainland” to handle a case in Macao, and showed the female victim his “auxiliary police work permit” as well as giving her a “detention order”. He also accompanied the victim to a bank to open an online banking account. A total of HKD2.67 million was transferred thrice in succession to a designated bank account “for scrutiny”. It was not until October 20th, when the female victim and her friends discussed on the aforesaid situation that she suspected of being defrauded and reported to the police for assistance.
On the day when the report was received, the Judiciary Police arrested an involved Mainland university student at a university dormitory in Taipa who was found in possession of an “auxiliary police work permit”. The involved male student argued that he had received calls from a “mainland prosecutor” and others telling him of his involvement in economic crimes earlier. Should he assist in “investigating cases”, he could then become a “tainted witness”. Yet, after comprehensive investigation, there were compelling indications showing that the involved male student had colluded with others to commit fraud. Thus, the Judiciary Police transferred him to the Public Prosecutions Office for the offences of fraud (considerably huge amount) and forgery of document, while pursuing the other involved individuals.
Detido um estudante universitário proveniente da RPC por burla e falsificação de documentos
Em 20 de Outubro de 2020, a PJ recebeu uma queixa de uma mulher residente alegando ter sido burlado em 2,7 milhões de MOP. Apurou-se que a vítima recebeu, em 8 de Outubro, uma chamada telefónica de um burlão que alegava ser funcionário da “Direcção dos Serviços de Regulação de Telecomunicações”, indicando que se registavam anormalidades no seu telefone da rede fixa, e puderia haver uma ligação a um crime. A chamada foi depois transferida para dois indivíduos, um alegando ser “polícia de segurança pública” e outro “magistrado”, que conseguiram obter dados pessoais e das contas bancárias dela e pediram-lhe para fazer uma transferência online. Como a vítima não sabia fazer transferência online, os burlões disseram que iriam arranjar um funcionário para a ajudar.
Posteriormente, um homem dirigiu-se à residência da vítima declarando ter vindo a Macau para ajudar o “magistrado da RPC” para investigar o caso, e mostrou-lhe o “cartão de polícia auxiliar” e um “mandato de detenção”, bem como acompanhou a vítima para ir ao banco para abrir uma conta online, através da qual foram feitas três transferências num total de 2,67 milhões de MOP para uma certa conta destinada à “investigação”. Só no dia 20 de Outubro a vítima suspeitou ter sido burlada ao falar com amigos sobre o caso, assim fez queixa na polícia.
A PJ, no mesmo dia da recepção da queixa, deteve um estudante universitário proveniente da RPC no dormitório universitário na Taipa, na posse dele foi encontrado um “cartão de polícia auxiliar”. Este alegou ter recebido uma chamada feita por um homem declarando ser “magistrado da RPC” que dizia que ele estava relacionado com um crime económico, mas podia passar para “testemunha em acordo de colaboração premiada” desde que prestasse ajuda à “investigação”. Após diligências combinadas, há fortes indícios que revelam que o estudante praticou a burla em conluio com outras pessoas, o detido foi presente ao MP por burla de valor consideravelmente elevado e falsificação de documentos. A PJ continua a procurar outros envolvidos.
