兩名本澳女子涉詐騙及層壓式傳銷被捕
2020年3月,本局接獲七名本澳居民報案,指被三名女子以投資為名詐騙近370萬澳門元。
經本局調查發現,三名涉案女子於2017年在本澳舉行投資講座,主要推介馬來西亞“SKY”公司的莊園發展計劃,聲稱該投資項目七個月便可回本,一至兩年可獲利320%;投資收益分靜態及動態兩種,其中動態收益多寡取決於下線成員的投資金額,涉及層壓式傳銷犯罪。七名事主信以為真,合共投資約369.3萬澳門元,其後透過網上帳戶查閱收益情況,但有關款項均已轉化為積分,未能得悉有多少實際利潤;事主於2018年發現無法登入帳戶,故向涉案人要求提取現金,卻遭對方以公司轉型投資虛擬貨幣及其他藉口拖延,最終更失去聯絡。
本局透過區域警務合作取得涉案銀行帳戶交易記錄,並於2020年10月7日拘獲兩名涉案本澳女子,兩人聲稱已將贓款交給上線處理。本局以詐騙(相當巨額)罪及層壓式傳銷(相當巨額)罪將兩人移送檢察院偵辦,並追緝其他涉案人士。
Two local women arrested for fraud and pyramid selling
In March 2020, the Judiciary Police received reports from seven local residents, alleging that they had been defrauded of nearly MOP3.7 million by three women under the pretext of investment.
Investigation by the Judiciary Police revealed that the three involved women had held investment lectures in Macao in 2017, mainly promoting the estate development project of the Malaysian company “SKY”, claiming that the investment project would be paid back in seven months and a 320% profit could be yielded in one to two years. There were two types of investment returns, namely static and dynamic, in which the dynamic returns depended on the amount of investment by the subordinate members, involving pyramid selling crime. The seven unsuspecting victims had invested approximately MOP3.693 million in total. Afterwards, they checked the yields through their online accounts but only to find that the related funds had already been converted into points, thus they were unable to find out the actual profits. The victims discovered in 2018 that they could not log in their accounts, therefore demanded the involved individuals for cash withdrawal which, however, had been delayed by the involved individuals under the pretext of the company's transformation to investment in virtual currencies and other excuses. They even could not be reached in the end.
The Judiciary Police obtained the transaction records of the involved bank accounts through regional policing cooperation, and arrested the two involved local women on 7th October 2020, who claimed that they had already handed over the crime proceeds to the upper-level members for handling. The Judiciary Police transferred the two individuals to the Public Prosecutions Office for the offences of fraud (considerably huge amount) and pyramid selling (considerably huge amount), while pursuing the other involved individuals.

Em Março de 2020, a Polícia Judiciária recebeu as queixas de 7 residentes, alegando terem sido burlados em cerca de 3,7 milhões de patacas por 3 mulheres com pretexto de investimentos.
Verificou-se que, em 2017, as três mulheres suspeitas tinham realizado em Macau palestras de investimento dedicadas, principalmente, à promoção de um projecto de investimento em empreendimento imobiliário afecto a uma empresa denominada “SKY” localizada na Malásia, onde foi prometido que todo o montante investido seria recuperado no prazo de sete meses e que, os investidores poderiam obter, dentro de um a dois anos, um retorno até 320%. Além disso, apresentavam dois tipos de lucros, estáticos e dinâmicos, sendo a taxa dos lucros dinâmicos dependente do montante de investimento dos membros da linha descendente, envolvendo assim o crime de venda em pirâmide. As sete vítimas acreditaram no esquema, tendo investido, no total, 3,693 milhões de patacas. Posteriormente, acompanhando a situação dos lucros através da conta online, verificaram que o montante investido tinha sido convertido em pontos, ficando os mesmos sem saber qual a quantia concreta dos lucros obtidos. Em 2018, como as vítimas não conseguiam aceder à sua conta, pediram para levantar o dinheiro, contudo, as suspeitas disseram que a empresa tinha mudado o projecto para investimento em moedas virtuais, utilizando ainda outros pretextos para disfarçar a demora do levantamento, acabando por ficar incontactáveis.
Através da cooperação policial regional, a PJ conseguiu obter o registo das transacções das contas bancárias em causa e, no dia 7 de Outubro de 2020, efectuou a detenção de duas residentes suspeitas, as quais alegaram que o dinheiro das vítimas tinha sido transferido para os membros da linha ascendente. As detidas foram presentes ao Ministério Público acusadas da prática de burla e venda em pirâmide (ambas de valor consideravelmente elevado) e a PJ continua à procura de outros indivíduos envolvidos.
